The King of Conflict of Interest Did Not Vote

The final four — Chairman Michael Bowie of Lisbon, Mark Samson of Auburn, Renee Bernier of Lewiston and Helen Poulin of Lewiston — all abstained. Each has a family member who has earned the benefit.

Health care restored for former county officials


AUBURN — A group of eight former Androscoggin County commissioners, registers and judges might still receive health care coverage from the county beyond Jan. 1.
On Wednesday, the county Budget Committee restored funding for the benefit by a 3-2 vote. Four members abstained.
The decision is not final, however. A public hearing has been scheduled for Wednesday, Dec. 29, to give residents a chance to comment on the current budget proposal and a final vote must be taken. Then, the County Commission will have a final pass at the completed budget when it takes a single up-or-down vote on the budget.

Two Hundred Thirty Seven Years Ago Today,,,There Was A Small Group That Made A Big Party

Guess what it was yet?     The BOSTON TEA PARTY

237 years ago today a "small group" of citizens took a stand against the tyranny in 'their' home port.  They disguised themselves as Mohawk Indians, boarded three British tea ships, and dumped 342 chests of tea overboard.  This was all done 'under the covers' of darkness and stealthiness as a protest to the tax tyranny occurring at that time over tea.



The ships were named the Dartmouth, the Eleanor and the Beaver.  They arrived in Boston Harbor freighted with teas from East India Company and were slatted to be put on the market at a much reduced price thereby granting a virtual monopoly of the American tea trade.  


Now this lowered tax on teas imported from afar was granted by an act of British Parliament in 1773.  Subsequently British rule dwindled as a result of a "small group" of citizens that stood together against the treacheries of government rule.

Dear Mr. Eldridge;

Please find this letter to be in response to your correspondence of December 8, 2010 which was received via United States Postal delivery on December 11, 2010.

The recall committee overseen by Dorothy Fitzgerald, resident of Lisbon Falls, Maine is responding to your correspondence of December 8, 2010 and attempting to provide you with all information outlined regarding the recall of councilor Michael Robert Bowie. 

The recall committee actions outlined regarding the recall of Town Councilor, Michael Robert Bowie at 282 Main Street, Lisbon Falls, ME, pursuant to Section 8.3 (1) of the town Charter are supported by the Town of Lisbon public records which you have available for your own personal viewing and additionally any townsperson.  Facts regarding a recall do not require corroboration according to the Town of Lisbon working charter.  Information is available through town records however that support the basis of the recall.

The actions taken by the recall committee against Councilor Michael Bowie for a recall as supported by the Town of Lisbon Charter were for the following reasons:

A.  Denying any councilor the right to place an item on the agenda (charter sec. 2.04)
B.  Not consulting with all the councilors when dealing with the town manager (charter sec. 2.04)
C.  Improper influence and/or conflict of interest regarding the use of town funds (chapter 12)
D.  Failure to properly preside over a Town Council meeting.

Item A: Denying any councilor the right to place an item on the agenda (charter sec. 2.04) is supported in action by review of the town council meeting minutes from September 1, 2009 and December 1, 2009.  Councilor Cote as noted in page 17 of the town council meeting minutes of September 1, 2009 asked Councilor and Chairman Michael Bowie to place a request for a J Brake on route 9 as an item for discussion.  On December 1, 2009 Councilor Cote presented the entire town council with a letter asking for a charter amendment allowing the registered voters in Lisbon to have a vote on the annual municipal budget.  Councilor Cote was told that the item would be placed on the agenda for formal discussion at a later date however, this was never discussed during a council meeting and did not appear on an agenda at a later date or to date.

Item B: Not consulting with all the councilors when dealing with the town manager (charter sec. 2.04) is supported based on comments and information discussed in particular at the town council meeting of September 7, 2010 and again at the meeting of September 17, 2010 and throughout additional meetings made public.  Specifically, see page 3 of the September 17, 2010 town council meeting minutes.  Councilor Mason stated “I’m embarrassed to sit here and tell you I didn’t know this was going on.  My question to Steve and Mike is why as six councilors that are just equal to the seven, why weren’t we told about this before the tax bills were sent out.  The only reason I knew was because I received my tax bill and happen to live on route 9.”   Mr. Bowie, chairman of the town council, received an email from town manager Steve Eldridge on September 1, 2010 at 9:56 a.m. notifying him of the drop in “our personal property value that totals $19,846,420. This includes an additional PP of just over $6 million in new value Knight Celotex (which we knew would drop this year) $1,491,620 loss. The one that really hurts is Dingly Press which has been over taxed by $18,354,800 in value.”   This email was not shared with councilor Crafts until September 10, 2010.   Councilor Bowie should have at minimum, shared this information with the other councilors and met with the councilors in preparation of the publics reaction and request for answers as the public was right in asking.  If additional information is needed, please see the town council meeting minutes for all of the details on this matter of September 17, 2010.  Clearly and as documentation supports, Councilor Bowie had knowledge of town information, crucial tax information dated September 1, 2010, that was not shared with other councilors timely and not prior to the next town council meeting on September 7, 2010.

Item C: Improper influence and/or conflict of interest regarding the use of town funds (chapter 12) is supported based on the findings and advisement of the Ethics Panel in regards to Councilor Bowies discussions and voting relating to the Police Department and the Police Department salaries.  Councilor Bowie continued to participate in discussions regarding the Police Department budget after the recommendations made by the Ethics Panel were given.  Councilor Bowie has abstained from voting however, it was recommended by the Ethics Panel that Councilor Bowie not participate in conversations relating to the Police Department budget regarding salaries and recommended that he not be in the room during these discussions.  At the August 3, 2010 town council meeting and during the recent 2010/2011 budget meeting as well as the 2009/2010 budget meetings, councilor Bowie remained as chairman in the meetings and participated in discussions relating to the Police Department budget and of note, the salaries.    The August 3, 2010 meeting related to the COPS grant program.  Although the first 3 years are grant funded, the 4th year is paid through the police department and under the municipal budget.  You may reference the video tape and letter that the Ethics Panel provided to the Town of Lisbon in January 2009 on this matter.  Ethics Panel Chairman, David Bowie publicly read the letter and advisement from the Ethics Panel publicly at the January 20, 2009 town council meeting.  If you review the audio/video from that meeting and the vote that followed by the council which was to adopt and accept the Ethics Panels advisement, you will see that this included the abstention of Councilor Michael Bowie from police department salary discussions and included the recommendation that he not be present in the room during such discussions.

Item D, Failure to properly preside over a Town Council meeting is supported, please reference the town council meeting minutes of February 17, 2009.  Specifically, page 5.  The items discussed and addressed at this public meeting by Chief Brooks were not on the agenda and did not pertain to the Police Department budget or an item warranting public discussion.  Chief Brooks used this time as noted in Part 2 of his presentation to belittle, ridicule and display of outright insubordination as a town employee towards a town councilor.  The issues Chief Brooks had related to a blog that Councilor Cote was alleged to be the editor of - The Lisbon Reporter.  The Lisbon Reporter is owned and operated by a former Lisbon Falls resident who has total editing control and always has.  This former Lisbon Falls citizen has stated publicly that he is the owner and editor.  If an issue arises with an item on the blog, it should have been addressed by the blog not publicly and not to the tune of almost 2 hours in time.  The chairman should have limited the time and or not allowed it to proceed as it was not the time nor the place.  It also appeared evident that a few councilors including Chairman Bowie, had prior knowledge of this pending “performance” which is not professional and should not be represented by a councilor.  Chairman Bowie has limited citizens during public hearings to a 2 minute timeframe when speaking.  Citizens who pay taxes and should be allowed time to speak without being cut off by a councilor provided they are within their time limit set forth.  Councilor Bowie has displayed his inability to run or facilitate a meeting on more than one occasion and the charter supports this infraction as outlined as an action for a recall.

I believe the attached letters and documents pertaining to the reasons for our recall petition as supported by the Town of Lisbon Charter have sufficiently addressed your request for information under the Maine Freedom of Access Act as all items the recall committee reviewed and based their petition on are and were based on town public records.  Our decision to take the recall action was not made lightly or without habituation however, many more residents than just those who signed the petition have asked for this action.  This action was not taken because of bias or not liking the color of a shirt worn by Councilor Michael Bowie as suggested or without findings of support by records maintained by the Town of Lisbon.

The items we have noted are supported by town documents/records and do not require our explanation as a recall committee, the findings and information are all supportive of our actions and if a citizen does not agree, they can cast their vote in opposition or not express their vote at all.

 The Wiscasset, Waterville & Farmington Railway Museum, founded in 1989, is dedicated to rebuilding as much as practical of our namesake railroad, which was first built in 1894 and was torn up in 1937.  The original railway had 45 miles of two-foot gauge track from Wiscasset to Albion, with a 15 mile branch to Winslow.  Our two foot gauge railway is 2.5 miles long, all on original roadbed, built completely by hand by volunteers over the past 15 years.  The work is hard but we all have fun doing it.






Victorian Christmas is a free, thank-you to the community event which we began in 2001.  We run steam trains from our main station, Sheepscot, to Alna Center station- which we've replicated at its original location 1.6 miles up our line.  At Sheepscot, while waiting for the train, we have hot chocolate and lots of goodies to enjoy.  At Alna Center, Santa Clause is set up all day long inside the cozy, heated station building.  Outside, there are horse-drawn sleigh rides (wagon rides if there isn't enough snow), and a large bon-fire to stay warm by.  Everyone usually has a great time- volunteers and visitors alike

  While watching the video of the last Council Meeting I almost fell out of my chair when I saw Mr. Bowie's hand go up to vote on a motion directly related to his own recall . This is the very definition of Conflict of Interest. He recognized this conflict when he abstained from voting on the second Motion.

 If anyone is still on the fence over this recall vote Just take a look at the online video of the last council meeting and see for yourself.

Someone please tell me what the HELL's wrong with all the people that run this country!!!!!!

 
We're "broke" & can't help our own Seniors, Veterans, Orphans, Homeless etc.,???????????

In the last months we have provided aid to Haiti , Chile , and Turkey .. And now Pakistan .....home of bin Laden.  Literally, BILLIONS of DOLLARS!!!


Our retired seniors living on a 'fixed income' receive no aid nor do they get any breaks while our government and religious organizations pour Hundreds of Billions of $$$$$$'s and Tons of Food to Foreign Countries!
We have hundreds of adoptable children who are shoved aside to make room for the adoption of foreign orphans.
 
AMERICA: a country where we have homeless without shelter,  children going to bed hungry, elderly going without 'needed' meds, and mentally ill without treatment -etc,etc.
 
 
YET.....................
They have a 'Benefit'
  for the people of Haiti on 12 TV stations, ships and planes lining up with food, water, tents clothes, bedding, doctors and medical supplies.
Imagine if the *GOVERNMENT* gave 'US' the same support they give to other countries.

Mrs. Morgan has a personal vandetta, and may be towns people should inquire. The citizens that signed should have gotten the facts. Shame on them. This town has turned into a circus sice Charlie Smith left.  Shame on all of you.  Get rid of your personal feelings and go into your heart and listen to what God tells you. This should have been handled professionaly and with facts.

Mike Bowie Recall

After attending last Tuesday's Council meeting and listening to several people question the wisdom of a recall of Lisbon Town councilor Mike Bowie, I feel that a letter is in order. 

I am one of the petitioners who turned in signatures for a recall election.  As insinuated by one of the speakers at that meeting, no one circulating a petition or myself told signers anything but what was stated on the petition to the best of my knowledge.  There was a handout available for signers to read in addition to what was printed on the petition itself. 

Ms. Renee Bernier, a Lewiston councilor and sister-in-law of Mike Bowie, spoke at the meeting and said that the Lisbon citizens were causing turmoil and stated that she just happened to have a voice recorder with her at the Lisbon transfer station to record what a petitioner was saying.  She also stated she wanted all councilors' personal computers confiscated so that she could see if anyone of them corresponded with local citizens concerning this matter.

The Lewiston Sun-Journal subsequently prints an article about the Androscoggin County advisory committee, of which Mike Bowie and Ms. Bernier are members.  (Click here for that story)

One of their tasks is to either recommend or discontinue lifetime health benefits for Henry Bernier and his wife, Mike Bowie's in-laws and Ms. Bernier's parents.  This is a contentious costly benefit to the taxpayers of Androscoggin County as Lisbon taxpayers pay in the neighborhood of $500,000.00 county tax.  

The article states that Mike Bowie doesn't know how he will vote and Ms. Bernier is curiously silent.  

I encourage all Lisbon residents to read the editorial in Wednesday's Sun-Journal encouraging them to abstain from this vote, as has Mr. Samson's son who is on this committee also, but will abstain from  voting due to his father's being covered by this costly benefit.  (Click here for that story)

If Lisbon residents are conflicted about Mike Bowie's integrity and response to family benefits paid by taxpayers, look no further than his father-in-law, then remember his wife's employment with the Town.

Snowe and Collins block 911 Health Compensation Act

Olympia Snowe and Susan Collins block a bill to help 911 first responders and ground zero workers. It would help pay for the treatment of healthcare issues related to the toxic air they breathed while serving their fellow citizens in a time of national emergency. Mike Michuad and Chellie Pingree supported the bill in the house.

St. Matthew’s Episcopal Church on the hill off Route 196 in Lisbon is offering a free Christmas & Praise concert featuring “Manifest” as its 8th annual gift to the community on Saturday, Dec. 11 at 7 pm.

“Christmas brings a joy and energy into our lives.  This year St. Matthew’s helps the musical group Manifest share some of that joy and energy with our neighbors as we celebrate the joy that is the birth of Jesus, the Christ,” said the Rev. Beau Wagner, Rector of St. Matthew’s Church.
St. Matthew’s parishioners will provide free desserts. 

Manifest features Kelly Bisson (25) from Sabattus, Nate Holcombe (26) from Portland, Lee Fellman (23) from Readfield, and Tim Sturtevant (21) from Fayette.

A Culture Of Lies In America WikiLeaks, Bernanke, and Hyperinflation‏

NIA is deeply disturbed by how U.S. politicians and the mainstream media have been calling for WikiLeaks founder Julian Assange to be charged with treason. Some people in Washington are even calling for the assassination of Assange like he is some kind of a terrorist, all because he helped spread the truth about our country's foreign policy and other sensitive topics. The U.S. is in very serious trouble if it has now become a crime to speak the truth.
 
In recent years with the help of the Internet, there has been a rise in alternative media sites that speak the truth, while the mainstream media has simultaneously experienced collapsing television ratings and newspaper circulation levels. CNBC's average television show now only has 47,000 U.S. viewers in the 25-54 demographic, down 36% from one year ago. NIA's latest inflationary depression update video has already surpassed 47,000 views, and we don't have the advantage of being on cable television in 95 million American homes.
 
Americans today have an appetite for the truth. For decades, Americans were brainwashed into believing anything the mainstream media said as the truth. Now that America is waking up and realizing that they have been deceived and lied to their whole lives by the mainstream media, the media is losing its stranglehold over the public. The politicians and corporate elites who control the media are becoming very scared.
 
Although NIA is not a supporter of Assange, we are a supporter of constitutional rights and there is no more important constitutional right than our freedom of speech. If Americans don't take a stand now to protect their freedom of speech, the U.S. government soon might make it a crime to warn Americans about the hyperinflation that is ahead. With the current path our country is on, there is a chance that as the U.S. approaches the point of hyperinflation, organizations like NIA will be made illegal to exist in the U.S. Those associated with NIA and organizations like us may one day be charged with treason or targeted for assassination, just for warning Americans to get out of fiat paper money (U.S. dollars) and into real money (gold and silver).
 
If there is one American who deserves to be charged with treason, it is Federal Reserve Chairman Ben Bernanke. Bernanke, this past Sunday on '60 Minutes', outright lied to the American public when he said that the Federal Reserve isn't printing money. Less than two years earlier on the same television program, Bernanke admitted that the Federal Reserve is printing money. However, back then, nobody was questioning the Federal Reserve's actions. Thanks to alternative media organizations that have worked tirelessly to help expose the Federal Reserve's dangerous and destructive actions, Americans are starting to finally question the Federal Reserve and Bernanke is now clearly on the defensive.
 
Bernanke's lie on '60 Minutes' that the Federal Reserve isn't printing money is similar to the lie he made under oath on June 3rd, 2009, when he testified in front of Congress saying, "The Federal Reserve will not monetize the debt." Today, the Federal Reserve is monetizing the debt (as admitted by both the Kansas City and Dallas Fed Presidents). When Bernanke uses the term "quantitative easing", he is insulting the intelligence of Americans. "Quantitative easing" is nothing more than printing money.
 
Bernanke said in his interview that the purpose of the Federal Reserve's "quantitative easing" is to keep interest rates low, but the yield on 10-year U.S. treasuries rose to a new six month high today. The truth is, "quantitative easing" is causing interest rates to rise because all of the money being printed is about to cause an outbreak of massive price inflation. The yield on the 10-year bond has risen by 38 basis points during the past three days alone and is now up to 3.26%. NIA continues to believe that interest rates have seen their lows and yields on the 10-year bond will likely rise above 4% in the first half of 2011.
 
When the 10-year bond yield rises to above 4%, instead of Bernanke admitting that he lied to the American public and his money printing actually caused interest rates to rise, Bernanke will likely claim that his "quantitative easing" just wasn't large enough. Bernanke will use rising interest rates as an excuse to expand the size of QE2 and/or possibly launch QE3. Remember, every 1% rise in interest rates means an extra $100 billion that will need to be spent each year on interest payments on our national debt. Rising interest payments on our national debt can only be paid by Bernanke printing even more money.
 
Bernanke promises that he won't let price inflation in the U.S. rise above 2%, but all Americans who live in the real world realize that price inflation is already well above 2%. Whether it be food, gas, heat, clothes, healthcare, college tuition, entertainment, or just about anything else, prices have risen over the past twelve months for just about all goods and services in America by a lot more than 2%. It is a real shame that absolutely nobody in the mainstream media has acknowledged this fact and called Bernanke out on it. Bernanke deserves to be impeached for his previous acts of perjury and for blatantly ignoring the price inflation that exists all around us.
 
Bernanke is currently leading a misinformation campaign that will prevent the majority of Americans from preparing for and surviving U.S. hyperinflation. Bernanke's misinformation campaign is similar to what took place in Weimar Germany in the 1920s when they experienced hyperinflation. In Weimar Germany, the misinformed public always focused on rising prices, but never understood that prices were rising because the German mark was losing its purchasing power.
 
The Germans believed that there was a shortage of marks and it was therefore necessary to print as many marks as possible. Germans placed all of the blame for their crisis on the symptoms of inflation. They blamed greedy tourists, selfish industrialists and profiteers, the wage demands of labourers, speculators in Germany who were buying foreign currencies and sending their wealth out of the country, and other nations that were buying up German assets with foreign currencies. They failed to grasp that it was their government's own printing of marks and increasing the money supply that caused the inflationary disease.
 
Bernanke is trying to convince the world that he can create an economic recovery through "quantitative easing" (printing money), without creating price inflation, because he claims to have the tools to unwind the Federal Reserve's massive asset purchases. He is trying to trick the world into believing that he has the ability to pinpoint an exact time in which the U.S. economy is recovering without massive price inflation, where he can exit his inflationary strategy before prices start to dramatically rise. Bernanke has no exit strategy that he can implement without sending the U.S. economy into the next Great Depression.
 
Bernanke, being a self-proclaimed scholar of the Great Depression, is not going to allow another one to occur. Bernanke didn't like the market's reaction when he allowed Lehman Brothers to fail (the only right decision he made during the whole panic of 2008). After the failure of Lehman Brothers caused the stock market to crash, Bernanke didn't allow another major U.S. bank to fail. NIA predicts that we will one day see Bernanke attempt to launch his exit strategy by raising the Federal Funds Rate, but as soon as the stock market begins to go south like in late-2008, Bernanke will reverse his decision and either lower the Federal Funds Rate again or leave it at artificially low levels until the U.S. dollar loses all of its purchasing power.
 
One organization out there that has perhaps played the largest role in helping expose the Federal Reserve's manipulation of gold and silver prices is the Gold Anti-Trust Action Committee (GATA). NIA considers GATA's President Bill Murphy to be a hero for having the courage to expose evidence of gold and silver price manipulation at the CFTC hearing on position limits that was held on March 25th of this year. Congress Passes DREAM Act

House passes DREAM Act, but bill faces tough Senate vote Thursday

House lawmakers on Wednesday passed legislation allowing illegal immigrant students to remain permanently and legally in the United States.

The DREAM Act — a top priority of Democrats in both Congress and the White House — was approved by a tally of 216 to 198. Eight Republicans crossed the aisle to vote in favor of the bill, while 38 Democrats voted against it.


The bill now moves to the Senate, which is expected to take up the measure Thursday morning. The proposal's success is much less likely in the upper chamber, where a GOP filibuster will require 60 votes for passage. The Senate shot down a similar measure in 2007, and most of the opponents at the time haven't changed their positions over the last three years.

President Barrack Obama bypassed congress and, by executive order, established the Council of Governors. It is made up of 10 hand picked Governor's that would be in charge of 10 sections of the country in times of national emergency. Lisbon HS Tech Hounds to the Rescue‏

On Thursday, December 2, members of the Lisbon High Tech Hounds were presented with the second “Helping Hand Awards”  The Helping Hand Award was established at Lisbon High School in 2008.  The award is supported by LHS Corporate community partner, Subway of Lisbon Falls.  Recipients  received gift certificates to Subway and were recognized for going above and beyond by volunteering with school events, assisting with class projects, and volunteering in the community.  The award is presented in the spirit of volunteering and giving back to the community.  Pictured (l-r) Lisbon Community School Computer Teacher, Laurie Adams; LHS tech students DJ Judd; Alec Philippon; Shayne Chubbuck; and LHS Technology Teacher, Paul Giggey.  Photo by Monica Millhime.
 
TECH HOUNDS TO THE RESCUE

Lisbon – Lisbon School students are connecting the dots in the community and in schools with volunteer efforts.  Recently members of the Lisbon High School’s Tech Hounds responded to a call from Computer Teacher, Laurie Adams, at Lisbon Community School.  Adams was in need of assistance with several technology issues with school laptops.Tech Hounds assist our Lisbon High School staff with technology related needs all the time.  This was our first request within our community of schools,” shares Lisbon High School’s Technology Teacher, Paul Giggey.  “Our primary goal with our students is technology integration.  We meet with LHS teachers to introduce new ways to incorporate technology into the classroom.  Some of our Tech Hounds search for the newest tech tool to place on our site,” according to Giggey.  “In addition to tech integration, Tech Hounds are given assignments when a need arises.  Once a request is received, like the one at Lisbon Community School, the Tech Hounds embark on a crusade of assisting in any technology related task from setting up projectors, preparing PC carts for achievement testing to basic troubleshooting.  All assignments are completed during a student's study hall of after school.” 

The Tech Hounds also help organize and conduct fundraisers.  The students see the final product of their efforts by purchasing more tech goods for the school. Lisbon Community School Receives TD Bank Grant‏

Lisbon - TD Bank awarded another $250 grant to Lisbon Community School as part of the bank’s commitment to giving back to the community through its Employee Volunteer Program.

Lisbon School Volunteer and TD Bank employee, Heather L. Purdy-Scroggins, volunteered an additional 40 hours of personal service as an adult volunteer with the Lisbon School Department.  TD Bank awarded the grant as part of the bank’s Employee Volunteer Program, in which donations are made to non-profit organizations in recognition of employee volunteer time with organizations.  According to LCS Principal, Carlene Iverson, “The school will use the grant monies to purchase additional reading books.

The books will be used for resources in classroom instructions where funds were eliminated from the school budget due to the reductions in state and federal funding.” Lisbon Community School, located at 33 Mill Street in Lisbon, serves 600 students from Pre-K to grade 5.
