Censorship Lisbon Style By Eldridge's Well Paid Minions

CENSORSHIP LISBON STYLE

Eldridge and his staff have sunk to a new low lately and no one was the wiser. The staff prepares the minutes to the Town Council meetings and workshops. These minutes are supposed to be an accurate reflection of what was discussed and took place during the meeting/workshop. These minutes become “Public Records” once they are approved by the Town Council.

However, if you review the videos of the August 2, 2011 meeting and the minutes on the town of Lisbon web site, you will see there are many items missing from the minutes. I personally brought out during the meeting on August 2, 2011, the $32,500 misappropriated from the Economic Community Development Department. Eldridge claimed the transaction was a legal transaction and the Town of Lisbon was going after the funds through a civil suit. This conversation never took place according to the minutes. A prime example of censorship; if it is not part of the Public Record then it never took place.

Also during the August 2, 2011 meeting, I went into detail why the proposed amendment to the Council Working Rules was impossible to comply with because the wording was so screwed up. This was an embarrassment to the author of the change, Councilor Vice-Chair Pomelow
 We do not want this council to look stupid or show how inept they truly are so we do not put this conversation into the minutes of the meeting. Again, censorship by Eldridge and his staff; if it is not in the Public Record then it does not exist even through it is on the video.

When you want something to go away, you simply do not publish it. This is the case of the minutes to the July 19th, 2011 Town Council meeting. There are no minutes for July 19th’s minute posted to the Town of Lisbon web site. Now this is truly censorship, just don’t publish it and everyone will forget about it.

The Town Council Workshop held on July 26, 2011 is mind boggling. I attended this workshop and listened to the entire debate on Charter Amendments. The discussion was never videotaped and I can understand why after reading the minutes of the workshop. I am amazed by these councilors and the town manager. I understood at the end of the discussion there was more work to be done on the Charter Amendments by the town attorney. This is reflected in the minutes. However, there are eight (8) Charter Amendments outlined in the minutes and another to be considered. The Municipal Budget Question for Ballot prepared by Councilor Cote was not included. Instead the minutes reflect “By general consent, the Council decided to place this item on the next agenda and to have, Town Attorney, Roger Therriault prepare the language changes for the Charters for Council review.” The next TWO agendas have come and gone along with a workshop and this item was NEVER on the agendas. Again, this is a clear demonstration of censorship by Eldridge and his staff.

Also, in the minutes of this workshop is a statement which reads “The Council discussed each of the following charter amendments and by general consent asked that the Town Manager place them on the warrant for the November 8 Election.” I do not believe this statement is accurate because the town attorney had to do additional work on some of the items and the question of the Municipal Budget was never resolved so how can they authorized the town manager to put these changes on the warrant for the November 8 Election. At the workshop, Town Attorney, Roger Therriault stated the list of changes need to be narrowed down because the residents will not read all of the changes if there are too many on the ballot. The minutes reflect more work was to be done before the amendments would be ready and yet according to the minutes the council authorized the town manager to place the changes on the warrant for the November ballot. It is truly amazing how Eldridge and his staff manipulate the minutes of the Town Council meeting/workshops to meet their needs.

It is the responsibility and duty of the town manager to ensure all administrative matters pertaining to the operation of the Town of Lisbon are accurate and reflect the truth. It would appear once again Eldridge has no clue as to what the truth is and how to perform his administrative duties. Eldridge slips these minutes right under the noses of the Council because they believe him to be the best thing since the invention of peanut butter. The truth of the matter is Eldridge has the council wrapped right around his finger and they never read or question anything Eldridge presents to them.

WAKE UP COUNCILORS AND SMELL THE COFFEE. YOU ARE BEING MANIPULATED BY ELDRIDGE AND YOU DO NOT EVEN REALIZE IT.

Lisbon Volunteering Family Tradition‏

VOLUNTEERING IN LISBON SCHOOLS IS A FAMILY TRADITION FOR LOCAL TRIO

 Lisbon - Lisbon School volunteers have been busy helping teachers get ready for the first day of school on Monday, August 29.  “Volunteers from all walks of life assist with numerous requests including laminating, trimming, photocopying, classroom assistance, tutoring, field trips and much, much more.  A number of volunteers regard their assistance as a family affair of teamwork.  Generations of the families assist throughout the year, including summers, in the community of Lisbon Schools,” shares Community Resource & Volunteer Coordinator, Monica Millhime.    Last year Lisbon volunteers contributed 19,249 hours of service to the Lisbon School Department.  The volunteer program is open to adults and students grade 5 through 12.  Training classes are held on a monthly bases.  The first adult class for this school year will be held on Wednesday, September 7 at 5 p.m. directly before the Parent Teacher Organization meeting at 6 p.m. at the Lisbon Community School, 33 Mill Street, Lisbon.  The first junior volunteer training class is scheduled for Monday, October 31 at 9 a.m., a no school day for students.  Registration is required for all classes by contacting Millhime at 754.0021 or emailing mmillhime@lisbonschoolsme.org.

Lewiston – On Thursday, August 18, members of  Lewiston-Auburn Rotary Club welcomed Lisbon High School Interact Member, Jennifer Clifford.  Jennifer was the guest speaker for the noon luncheon meeting.  A member of the LHS Class of 2014 Clifford shared her quest – a trip to Ecuador through the Me to We program.   Nine months ago, thirteen Lisbon students, parents and two teachers developed a mission to “enliven the spirits of their town and community by building opportunities overseas,” according to Clifford.  Students will have an opportunity to assist with building a school in rural Chimborazo province while attending daily leadership and Spanish lessons.   Students presented their vision to the Lisbon School Committee and are working hard seeking outside funding throughout the business community.  The time line for the trip is departing February 2012 for the twelve days in Ecuador.  FYI contact faculty advisor, Jacqlyn Young at 353.3030 or emailing jyoung@lisbonschoolsme.org.

The next day in class my teacher asked me what my favorite live animal was. I told her it was chicken. She asked me why, just like she'd asked the other children. So I told her it was because you could make them into fried chicken.
 
She sent me back to the principal's office again. He laughed, and told me not to do it again. I don't understand. My parents taught me to be honest, but my teacher doesn't like it when I am.
 
Today, my teacher asked us to tell her what famous person we admire most.

Pet Microchipping And Cancer, The Proven Link

The proven link between animal microchipping and cancer

Pet microchips have become increasingly common over the past few years. These chips are marked with a small barcode that can be scanned just like the tags on grocery items.

This seems to suggest that microchips are meant to turn the wearer into an object that can be tracked and catalogued. Once inserted in an animal, the chip stays there for the entirety of its lifetime and can be used to identify the pet if it should be found on the street or turned into a shelter. The subdermal chips are often recommended by vets and animal care experts as a way to ensure lost pets find their way home again.

But research suggests that despite their proclaimed usefulness, pet microchips may cause cancer. Multiple studies have clearly linked pet microchips with increased incidence of cancer and tumors in mice and rats.

In the past, public disclosure of these suggested links between microchipping and cancer in animals stirred widespread concern over the safety of implantable microchips in living beings. The animal microchip study findings that created such an uproar were so persuasive that Dr. Robert Benezra, head of the Cancer Biology Genetics Program at the Memorial Sloan-Kettering Cancer Center in New York, was quoted in an article about microchipping as saying, "There's no way in the world, having read this information, that I would have one of those chips implanted in my skin, or in one of my family members."

A 2001 study found that 1% of rats with implanted microchips developed cancerous tumors near the chip location. At least a dozen animal studies have been done between 1990 and 2007 and most concluded that microchips significantly increased the risk of cancer at the microchip site.

Focus Like A Laser Beam

We have been told since January 2009 that the President would focus like a laser beam on creating jobs.  Now the President tells us that he has a new plan to create jobs and he will present it to Congress and the nation in September after he returns from his latest vacation.  I seem to recall that the emphasis during the first year his Presidency was primarily devoted to passing the new health care law not on creating jobs. 
Reluctant Democratic members of Congress were promised all sorts of goodies if they supported the legislation.  Since the Democrats held overwhelming majorities in both houses of Congress, the Republicans could do nothing to influence the outcome.  Spending continued at breakneck speed and the debt increased each day, week, month, and year.
Unemployment went beyond 9% and has remained there even though trillions of dollars have been spent by this government.  The size of the Federal government has grown substantially while the private sector shrinks.  The President has said that the first thing that he thinks about when he wakes in the morning is jobs and that is the last thing that he thinks about as he goes to bed at night.  That really sounds great, but it is now over two and a half years and the growth of jobs is abysmal.
The President went on his bus tour to three Midwest states this week and bragged about the over two million jobs that have been created in the private sector during the past 17 months.  I am confused because his Press Secretary, Jay Carney, recently stated during one of his press briefings that the government does not create jobs, but rather creates an environment where jobs are then created.  Perhaps he let the cat out of the bag.  If that is true, could it be that the environment created by this government with all of its new regulations and expected tax increases is preventing adequate jobs from being created?
One must wonder about the thinking of those in positions of authority when it concerns the creating of jobs.  Remember when then Speaker of the House Nancy Pelosi said that unemployment benefits were a great job creator?  Last week the head of the Department of Agriculture, Tom Vilsack, stated that food stamp recipients created jobs because those people spent money on food.  If these items are good for the economy, then why not put everyone on unemployment and food stamps.  Sane people would agree that that is stupid.  The government receives money three ways: taxes, printing money, or borrowing money.
We have the new fiscal year rapidly approaching and the appropriation bills have not been passed by congress.  The House has passed six and the Senate has only passed one.  I suspect that much time will be spent tackling those bills or passing continuing resolutions to keep the government running.  While those deadlines approach, both houses of Congress and the President have left Washington and are on vacation until the end of the month.  Does anyone think that a business would allow key individuals to go on vacation if it faced the possibility of going out of business?
I fear that the President’s new plan will be nothing more than a political ploy to enhance his re-election.  Extended unemployment, higher taxes, and another stimulus are not what should be offered, but they probably will be.  Canceling all of the new regulations for the last three years is a start point.  making the Bush tax cuts permanent, and reducing capital gains taxes would do wonders.

Are Lisbon Councilors Rigging Their Job Security?

Guaranteeing Job Security‏

Twice in the last two years Lisbon residents have voted to recall  a Councilor. In both instances the councilor retained their seat.

 
The  second recall vote count was in favor of removing the councilor but due to a turnout technicality the gentleman remained in office.

As a response to these recalls , the Lisbon Council is attempting to revamp the charter to make it more difficult to remove one of their own.

In my opinion the existing recall barrier which requires voter turnout to be 30% of the turnout of the last presidential or gubernatorial election is almost mathematically impossible to hurdle. I cant imagine trying to make it more difficult for the public to remove an undesirable councilor.

If the council really wants to improve the recall procedure they should remove the existing 30% barrier and abide by the wishes of the majority vote.

We will have to wait to see what conditions they add or better yet remove from this recall procedure.
 
I hope our Councilors aren't attempting to guarantee their own job security with this charter change. Elected Officials should always remember they serve at the pleasure of their constituents.

Lisbon Fire Station Receives Mascot‏


Lisbon – Abigail Roy, a member of the Lisbon High School Class 2014 went fishin’ for ducks at her classes’ booth during the recent Moxie Festival in Lisbon.  Her prize was a stuffed Dalmatian.  In the spirit of giving, and acknowledgement of  the dedication of members of the Lisbon Fire Department, Abigail presented Lisbon Fire Chief Sean Galipeau with the Dalmatian, as a mascot for the fire station.  Thanks to the generosity from community volunteers and civic organizations of stuffed critter donations for the event, students raised $760 toward their project graduation fund.  Assisting Abigail with the presentation are other members of the Class of 2014 (l-r) Bailey Galipeau, Justin Crocker and Paige Galligan.  Duck Pond and popcorn sales are planned for the classes’ participation in the Lisbon Harvest Festival on Saturday, September 24.  FMI on Lisbon School volunteer opportunities, events and other programs email mmillhime@lisbonschoolsme.orgPhoto by Monica Millhime.

America's Debt Ceiling Put Into Perspective

Do you think anyone in Washington, Republican or Democrat, is really serious about reducing the federal deficit?
If you know anybody who just can't grasp the stupidity
of this so called "debt limit deal". Try this, it can't get much clearer.

Federal Budget: $ 3,820,000,000,000 (3.82 Trillion)
Income: $ 2,170,000,000,000 (2.17 Trillion)
New Debt: $ 1,650,000,000,000 (1.65 Trillion)
Amount Cut: 38,500,000,000 (38.5 Billion) – about 1% of the total budget.
National Debt Total: $ 14,271,000,000,000 before this years budget.
Harry Reid is calling this a "historic amount".
The President said it is a "historic deal".
John Boehner simply said, "We've come to an agreement".

Let's Put This In Perspective.
It helps me to think about these numbers in terms that we can relate to.

Let's remove
eight zeroes from those numbers and pretend this is a
household budget for the fictitious Jones family.

Amount of money the Jones family spent this Year: $38,200
Total income for the Jones family this Year: $21,700
Amount of new debt added to the credit card this Year: $16,500
Outstanding balance on the credit card: $142,710
New outstanding balance on credit card: $159,210

So last week, the Jones family sat down at the kitchen table
and agreed to cut
$385 from their yearly budget.
A historic amount!

More Insight Into Lisbon's Revaluation Scam

REVALUATION PROCESS

At Tuesday night's Town Council meeting, Mrs. Dot Fitzgerald asked the council why the town’s Request for Proposals (RFP) had included the statements “Proposal should include a 4-5 year time frame for completion of the project” and “The acceptance of any proposal will be contingent upon approval by Council to continue funding on a year to year budget approval.”  Mrs. Fitzgerald also asked why the council did not seek alternate financing options and she cited a couple of other options different towns had utilized.

Councilor LaRochelle decided to address this issue.  He went on to explain the reason for the 4-5 year time frame was because the town could not afford any other options because the town’s people had voted on several occasions not to spend the money for a revaluation.  Councilor LaRochelle also stated, the council felt revaluation had to be completed now before the state orders it.  In essence, the council decided to ignore the wishes of the people and do whatever they wanted to do.  It is amazing what information come out of the puppets when the puppet master is not there to stop them; (Bowie) was absent.

Mr. Van Tuinen, who won the bid, had provided the town council with a briefing outlining his option on performing a revaluation of the town.  If you were to compare the briefing and the RFP you would find they are identical.  Strange how that worked out, isn’t it.  Instead of opening the RFP for other companies to provide briefings and other options, the town manager tailored the RFP to fit Mr. Van Tuinen’s briefing.  This eliminates competition or any other options from being explored.  I believe the RFP should have been written to enable other companies to present different options and possibly provide insight on other financing options utilized by other towns.  This would have provided the town more options in which to reach a sound decision.

To conduct a revaluation over a 4-5 year period is totally asinine in this current economic situation.  In the RFP, it states “There are approximately 4,400 parcels of mixed residential and commercial.”  Using the figure of 200 days a year, times 4 years equal 800 workdays.  With 4400 parcels to inspect divided by 800 days means it would conduct 5.5 parcels a day. This appears to be a small number of parcels to be inspected during an 8 hours period.  I wonder if Mr. Van Tuinen is going to perform this revaluation on a full or part time basis. The economy is going to change in 4 or 5 years so what equation will be utilized throughout the revaluation.  If it is going to change during the 4-5 year period, everyone will not get the same consideration when determining their property value.  Let's stop and think about how many empty buildings are in Lisbon, the property sold by the town for $1.00 when the fair market value was $656,050, or the property taken by the town of Lisbon for failure to pay taxes.  These are critical factors necessary to compute the fair market value of property.  This should lower everyone’s property value considerable.

Let’s face it, the town council and the town manager negotiated an extremely bad deal for the Town of Lisbon.  I asked the question:  “Has the contract been signed” and the town manager stated no.  I then requested the council ensure the contract reads funding is on a year to year basis instead of obligating funds for a 4-5 year commitment. What happens if there is no funding for the second, third or four years?  Several taxpayers are going to be paying a different property tax than the rest of the residents.  Is this fair? 

This council allowed the town manager to manipulate them into accepting a bid for the revaluation which is not in the best interest of the town.  This RFP, in my mind, was tailored from the presentation provided by Mr. Van Tuinen and does not meet the requirements of the Equal Employment Act and opens the town up for potential law suits.

THE PEOPLE OF LISBON NEED TO REEL IN THIS COUNCIL AND TAKE BACK THIS TOWN BEFORE IT IS TOO LATE.  SPEAK OUT, TELL YOUR COUNCILOR’S THIS IS NOT RIGHT AND THEY NEED TO QUIT IGNORING THE VOICE OF THE PEOPLE AND PUT THE BEST INTEREST OF THE TOWN FIRST.  THIS TOWN NEEDS TO PUT A STOP TO ELDRIDGE’S CRONYISM.

Tuesday Night’s Town Council Just More Deceit And Deception

The Tuesday night’s Town Council meeting was nothing more than a continuance of more deceit and deception.  The only good news is there was no illegal meeting prior to the meeting.  That was because the puppet master (Bowie) was absent.  Councilors Pomelow, Mason, and Bickford hardly opened their mouths.  They had nothing to say because there was no briefing before the meeting.  They had no script to read off of.  This made the meeting go extremely fast.  Of course, Councilor LaRochelle informed everyone in the audience and on TV the reason the council elected to perform the revaluation over a 4-5 year period was because every time they brought the idea before the residents they voted it down.  The council ignored the desires of the people and is performing the revaluation against the wishes of the people.  See what happens when the puppet master is not there.

When asked by Mr. Ken Wells, "who is allowed to take town vehicles home", the town manager stated the Animal Control Officer was because he is responsible for 4 towns.  The town of Lisbon is paying the Animal Control Officer approximately $31,522 according to the approved budget.  I wonder how much the other towns are paying the Animal Control Officer.  Are they paying the Town of Lisbon for his services or to him directly?

I asked the question about why the town of Lisbon was discriminating against snowmobilers and ATV rider in Beaver Park.  The park ranger said these vehicles were too noisy.  The park ranger provides trails for snowshoers and cross-country skiers.  I believe this is very discriminatory because the park is large enough for trails to be built to accommodate everyone.  I am sure the snowmobile and ATV clubs will help build these trails.  Also, the town has several youth organization which could provide assistance.  I am sure there are not an excessive number of snowmobiles and ATV which will utilize the park to cause a noise issue.  Remember, the park is only open from 0700-sunset hours.  Also, the park ranger utilizes a snowmobile to perform her duties and I am sure her snowmobile makes the same amount of noise as any other snowmobile.  I hope no one decides to sue the town for discrimination.

By the way, I asked the town manager why at the last meeting he informed the public the $32,500 dollars was a legal transaction when the Secretary of State stated there was no record of a legal company called Atlantic Commercial Cleaners going back to 1993.  Eldridge stated this is an ongoing situation.  The town is going after the individual to recover the funds.  What Eldridge did not tell the town is at what stage in the process the town was at.   I do not believe the town, after 4 years, has filed a law suit anywhere.  The residents of the town need to know if the town manager and the town council are actively pursuing this matter.

On the agenda for the first reading was Chapter 46, Article V, Section 46-134 Access Management.  This deal with all public and private accesses onto:  Lisbon Street (State Route 196), Main Street, north of Huston Street (State Route 125), Mill Street, Ridge Road (State Route 9) and Upland Road.  I read it over and I do not understand why it does not apply to every street in the town of Lisbon.  It is easy to see this was coordinated with the Maine Department of Transportation MDOT) because it deals with State Routes 9, 125 and 196.  The intent for the document is to address numerous safety issues on these roads but safety should be everyone’s concern and this is so well written it could be applied to every road in Lisbon.  Safety should be the number one concern of the town council and all residents in the Town of Lisbon and if these guidelines have the blessing of the MDOT then it certainly should be good enough for the Town of Lisbon.  Copies of this proposal can be found on the town web site under Agenda and Minutes, Agenda Documents and Handouts, and 8-16-2011 Agenda Packets.  Once you have this document open scroll through the document until Chapter 46 appears. This document is 8 pages long and excellent reading.

THERE WILL BE A PUBLIC HEARING AT THE NEXT TOWN COUNCIL MEETING ON TUESDAY, SEPTEMBER 6, 2011; PLEASE COME AND  HELP ME GET THIS TO APPLY TO EVERY STREET IN LISBON.
