More on the Town Council Workshop last Tuesday





2012-2013 BUDGET

Last Tuesday, December 13, 2011, the Town Council held its first Workshop devoted to the 2012-2013 town budget.  Of course, there was no notification of the subject matter going to be discussed on the town web site.  In fact, there was no agenda posted under the Agenda section of the web site.  The town council does not want you to attend or know what is going on.  Residents cannot speak or ask questions but at least you would understand which council is doing what to you.  Thank you for the article on the Lisbon Reporter detailing what took place at this workshop.

Pomelow is concerned about the roads in town especially Route 196.  Wake up Lori, Route 196 is scheduled to be repaved by the state in the spring of next year.  You should be more concerned about the roads your husband’s tractor trailers are destroying daily.  Local roads are not designed to handle the excessive weight of tractor trailers loaded or unloaded.

Bowie (the puppet master) wants every town employee, except his wife, a lump sum one-time bonus because of the lack of pay raises and the manner they have been treated.  Apparently, Bowie forgot the 2011-2012 budgets approved a 1.75% pay raise for all town employees and some department heads received $10,000 pay increases.  Could it be he is losing his memory along with everything else?  Bowie cannot include his wife because this would violate the Ethics Panel 2009 ruling on conflict of interest.  Are you kidding me!!!!!!!!!!!!!

Mason was the only councilor who offered a suggestion to help reduce the operating cost of the town.  Gina made a great suggestion of allowing overnight camping at Beaver Park for a fee.  Bowie jumped in and suggested the town combine the Parks Department with the Recreation Department with a cost saving by removing Verla Brooks as department head because she does not need to be at Beaver Park 24/7.  According to Bowie the police department can handle any problems.  Are you kidding me, first the Police Department has plenty to do, even if they choose not to, without handling Beaver Park.  Second, Verle Brooks has done an excellent job with Beaver Park.  Adding Beaver Park to the Recreation Department is not going to save any funding but it will increase the requirements to travel back and forth.  So where will the additional vehicle come from and is the town going to have to pay for gas and maintenance on yet another vehicle?  It is perfectly clear to me Bowie has no clue or desire to improve the town efficiency or reduce the overall operating cost of Lisbon.  Bowie continues to demonstrate his lack of desire to reduce taxes in this town.

Ward and Lunt are not property taxpayers in Lisbon so they do not have a vested interest to reduce taxes in this town.  Both have stated they do not believe the citizens of Lisbon can handle a tax increase.  The proof is in the pudding, we will have to wait and see how they vote when it comes time.

Eldridge wants to move garden mowing to Parks Department.  Moving the cost from one department to the other is not a cost reduction.  It is a method to conceal operating costs.  This is exactly the method Eldridge utilizes to cover up the real cost of the operating the Police and Fire Departments. 

Why don’t we do something special this year and require the town manager and the finance director to list every line item in the department or sub division it is associated with reflecting the true operating cost.  This way there will be no hiding cost and will enable the taxpayers to see exactly where there tax dollars are being spent.

Why doesn’t the town council look for real cost saving in an effort to reduce the operating cost of the town in order to reduce spending and our taxes.  We have suggested combining the Police and Fire Department into the Public Safety Department.  We could eliminate both Brooks and Galipeau and get a qualified individual as Public Safety Director.  Turn the Communication Center over to the County.  This would save the town of Lisbon approximately $500,000 taxpayers’ dollars and help the County Commissioners with their problem of how to consolidate Communications Centers.  It would also enable the town of Lisbon to receive revenue from the County for rental on the communication space in the town office building.  What a concept save $500,000 tax dollars and in exchange receive a rental fee (money coming into the town)!!!!!!!!!!!!!!!

I agree with Peter Reuter; this town council needs to be tested for drugs several times a year.  These individuals are making decisions affecting our taxes and our way of life.  I want to ensure they are drug free making these decisions.

The Maine Center for Public Interest Reporting published an excellent article on corruption in small town's and their financial departments.  It is too bad these people did not come to Lisbon and investigate the Economic Community Development Department. 

The town of Lisbon just completed another annual audit and passed with flying colors.  But according to the article a Mr. John S. Eldridge III, Brunswick’s finance director, said, “I can’t speak to individual situations, but a lot of things happen when you trust people.  Fraud is committed by people we trust.”  He continued on to say, the annual audit shouldn’t be the only means for looking for fraud. The purpose of an audit is to render an opinion on whether the financials have been fairly stated.” In other words, an audit won’t necessarily find a problem if someone has made an effort to hide them.  An audit is only as good as the financial statements presented to the auditor, said accountant Ron H.R. Smith, who is a certified fraud examiner.  Remember Figures Lie and Liars Figure?

I personally believe Brooks, Bowie and Eldridge are trying to bury mistakes made in the past.  It is like the $32,500 dollars issued to the Atlantic Commercial Cleaners.  No matter how hard Brooks investigated this case he could not gather enough information to prosecute anyone for the misappropriations of these funds.  I believe the real reason is because if this case went to court the truth would come out implementing some key personnel in the town of Lisbon at the time.  Isn’t it strange there has been no reported action, in the past several months, since Eldridge announced  the town was going to file a civil lawsuit to collect the funds?  I do not believe this will ever see the inside of a court room.

Wouldn’t it be outstanding if the Maine Center for Public Interest Reporting was to investigate the Economic Community Development Department for the past 10 years?  There is a possibility the town of Lisbon could recoup the missing $32,500.00.


Plus who knows what else they just might end up uncovering for Illegal Actions.

Things the Town Council and Town Manager won't tell you.


Present at the December 13, 2011 council workshop were Councilors, Chair Fern Larochelle,

Vice-chair Lori Pomelow, Lisa Ward, Roger Bickford, Gina Mason and Mark Lunt.

Also present were Town Manager Steve Eldridge and Town Clerk Twyla Lycette.

Also present but not allowed to speak, ask questions or make comments, was Dot Fitzgerald.


The topic was BUDGETS. An overview of the 2012/2013 budget.


The meeting began with the School Department budget.

Mr. Eldridge said in his conversations with School Superintendent Richard Green

that Mr. Green expects the 2012/2013 budget to increase by $250,000.

The school department is hoping the budget will go to referendum on May 8, 2012.


Note: We always voted on the school budget in June.

Why the early vote?

It wouldn't be because the town is trying to avoid the citizen's wishes to vote on the

town budget as we do on the school department?


Twilia said that the cost of each referendum/election is approximately $3,000.

So, voting on the school and town budgets separately would cost more money. Do it together you dummies!!!!!

Eldridge trying to save money? Really???

Mr. Eldridge said to expect the town budget to increase by $36,000 due to increases in

normal expenses, i.e. insurances, etc.


The Fire Department is also looking to increase their budget, to bring their capital

improvement plan back on track. Public Works says they will need an additional

$250,000.

I thought that by combining Public Works, Transfer Station, Solid Waste and 

Town Engineer under one manager was to save money.

Where are the savings Ryan?


Keep in mind that one mil increase is an additional $45.000 on $100,000 of property valuation.


Fern asked that each councilor to voice their opinion as why they voted the way they did.

He feels the 2011/12 budget was bare bones. He said that in spite of that some

peoples taxes went up anyway.

Note: real estate taxes increased due to the property valuation adjustment required

by the State. Remember the real estate and personal property fiasco created by

Eldridge's friend, former assessor Pat Dow?


Lori's comments were that our town roads are in deplorable condition, especially Route 196.

Road improvements should be a priority in the next fiscal year.

Does that include Scotsdale Street Lori?

Her comments were echoed by new councilor Lisa Ward.

Lisa said that although she does not pay real estate taxes, she would not want

to see a tax increase. The higher cost of gas and groceries is hurting everyone, she said.


Mike Bowie would like every town employee to receive a lump-sum, one-time bonus.

He cited the lack of pay increases and the "way they have been treated in the past"

The way to justify it to taxpayers is the 80% valuation minus the homestead

exemption, plus the fact that property values go down each year. 

I'm wondering what planet he lives on?

Even Fern had a hard time understanding that one!

He, Mike, feels a capital improvement plan is a good idea.

He said that when at the Transfer Station one day he spoke with a man who

moved here from Massachusetts. The town he lived in increases taxed by one mil

each year. The extra was designated for capital improvements. Everyone expected it.


It would seem that Mr. Bowie has a short memory. Has he forgotten the $10,000

pay increases just given to a select few department heads?


Gina Mason emphatically stated she does not want to see any increases in taxes!

We need to make cuts in the budget. She suggested making more use of Beaver park,

such as allowing overnight camping for a fee.


Mike Bowie jumped on that one. He would combine the Parks Department with

the Recreation Department. Savings would be realized by demoting Verla Brooks

as department head. She does not need to be there 24/7. He said that if there was

a problem at the Park, all wold be needed is a phone call to the police department.

A change of heart Gina, who always voted yes on everything?


Note: Can you imagine the vandalism if Verla was not there 24/7?


How about combining the Police and Fire Departments  Mike?

Create one Public Safety Department.

Retiring Chief David Brooks would be a huge savings.


Fern would go to department heads to look for effectiveness, than give bonuses.

Ask them to do more with less. Mike suggested departments reduce staff.


Mark Lunt echoed the fact that roads are bad. Can we fund 100% the next fiscal year or 50%?

Roger Bickford can see a tax increase of 3 mils. Just kidding he said at the looks he was given.

Eldridge, find effectivness. Roads are important. Consolidation. Would put parks, gardens mowing under parks.

That's just moving expenses from one department to another. No savings there. Hiding money again?

Fire Department capital improvement plan not realistic.

He is expecting cuts in valuation.

Well Yah! Personal property has been removed from the former Knight Celotex plant.

 Equipment is being removed from the former Worumbo Mill buildings.

Businesses are closing left and right.

Are Development business loans to failed  businesses being paid?

Lisbon -  Members of the Lisbon High School Class of 2014 fundraising committee joined a number of community minded crafters and exhibitors at the recent Holiday Expo held at the high school.  The event was sponsored by the Lisbon Boosters.  Crafters, food vendors, and other exhibits offered a variety of gift ideas and offered the perfect solution to holiday shopping.  Fundraising committee members experienced a day of Downeast support at the Expo thanks to donation of popcorn to sell throughout the event compliments of Downeast Energy and raffle tickets for  two round-trip tickets to Boston from the Northern New England Passenger Rail Authority.  Raffle tickets are available through Wednesday, December 21.  Tickets are $3 each or a book of 10 for $5.  All proceeds from both events benefit students project graduation.  FMI call 754.0021 or email mmillhime@lisbonschoolsme.org.

Raiding the town till: Corruption in small-town Maine costs taxpayers $800K in past five years

 A Maine Center for Public Interest Reporting examination has found that over the past five years, at least $800,000 has been taken from municipal coffers across Maine in the form of money or services by local officials whose job was to faithfully and honestly serve their towns. And this has often come at steep cost to the towns, not only in missing money but in added fees and charges, not to mention hard feelings.
 Eric Conrad, spokesman for the MMA, said, “We want to emphasize that we’ve seen no data indicating an upward trend in municipal embezzlement cases. These things happen rarely.”  JOKE!!!
 Experts say a lack of training in financial record-keeping and uneven oversight by town officials have contributed to the problem. The thefts primarily occurred in the smaller towns among the nearly 500 Maine municipalities, where there may be few people available to furnish the second pair of eyes that could see every town transaction.

And, he said, the annual audit “shouldn’t be the only means for looking at fraud.”
He added, “The purpose of an audit is to render an opinion on whether the financials have been fairly stated.”
In other words, an audit won’t necessarily find problems if someone has made an effort to hide them.

BATH, Maine — A shipment of equipment from the West Coast to Bath Iron Works contained something a little unexpected recently: about two dozen black widow spiders.
BIW spokesman James DeMartini said the spiders were eradicated by a professional pest service and that none have been seen in the past week or so. The spiders arrived in a shipment of vertical launch system parts from a supplier in California. A warehouse where the crates were stored initially, as well as some compartments of the future USS Michael Murphy, an Arleigh Burke guided-missile destroyer under construction at BIW, were fumigated, said DeMartini.
“There was some excitement when the spiders were found, but the more we looked into it, the more we’re confident that what we did was all we needed to do,” said DeMartini.
Aside from hiring the exterminator, DeMartini said BIW officials communicated with state and Navy officials as they dealt with the problem. Company doctors also had discussions with several employees who work in the affected areas, but DeMartini said no one was bitten. Despite the fact BIW receives shipments of parts and materials from far and wide, DeMartini said the arrival of the venomous spiders was a first to his knowledge.

“The Maine State Chamber of Commerce and makers of children’s products reconfirm their commitment to safety and their cooperation with the Department of Environmental Protection.  The recent company filings showed very limited presence of Bisphenol-A in children’s products – at levels which pose no risk to children or consumers. The consensus of government scientists is that BPA is safe for use including in food contact materials intended for infants and toddlers. 

The fact that only eight companies filed a report confirms that there is no reason for concern. The marketplace has already addressed this issue, and shows that with cooperation between our business community and our government entities, we can do what is best for both our economy and our citizens.  In fact, many of the companies did not even need to report, but did so out of an abundance of caution and wanting to provide DEP full information for consideration. 

“We are therefore concerned about the continued insistence of the ESHC to grandstand on this issue and pervade fear into the public – when there is no real risk of harm.  We showed during the legislative session that together we can come to reasonable solutions that protect our children and make Maine a business friendly State.  The latest actions by EHSC, defy that spirit of cooperation and once again proves that it is their way or the highway in Maine.  Such extremism is not good for our children, our State, or the future of business in Maine."

Forbes lists Maine as worst state for business, again

Forbes magazine has ranked Maine as the worst state for business for a second year in a row.

“Maine suffers from energy costs 31 percent above the national average, stagnant population growth and anemic forecasts when it comes to job and gross state product growth,” according to the magazine.

The magazine has put out the list annually for six years. Maine has ranked near the bottom each time, but in 2010 dropped from 41 on the list to last.

“When I look at this I think, ‘Go, Gov. LePage, go,’” Republican activist Mary Adams told the Portland Press Herald. “We’ve got a dead state, whether Democrats or Republicans recognize it. People are suffering.”

Lisbon – On Wednesday, November 30 a group of students from Lisbon Community School, Philip W. Sugg Middle School and Lisbon High School provided a night of Christmas Caroling at the Lamp Alzheimer’s Facility in Lisbon.  The Lamp’s Activity Director, Richelle Niles, welcomed the carolers and expressed her thanks to students on behalf of the residents and staff for their gift of kindness by providing an evening of holiday cheer.  “Our students were thrilled to present this program for the third year,” comments Lisbon’s Community Resource  Coordinator, Monica Millhime.   “Thanks to the galvanized efforts by LCS Assistant Principal, Ryan Patrie, and PWS Music Teacher, Jonathan Pollack, and a number of Lisbon adult volunteers, students throughout the Lisbon School District were able to share a memorable evening with the residents.”  “Lisbon is a wonderful community of sharing and caring students, parents, educators and community folks,” shared Millhime.  FMI on additional community events call 754-0021 or email mmillhime@lisbonschoolsme.org. WikiLeaks Exposing "Mass Surveillance Industry"


The anti-secrecy group WikiLeaks began releasing documents last week related to what it calls the “mass surveillance industry,” a little-known but expansive underworld of contractors offering tools for governments — from brutal dictatorships to more moderate Western states — to monitor citizens and hunt down dissidents. Furious activists reacted to the revelations by calling for stricter controls and measures to hold the firms accountable as “accomplices” to mass murder.  
The information released so far covers over 150 companies spanning more than two dozen nations. The documents highlight the nature and growth of a multi-billion-dollar industry that, in addition to supplying espionage assistance to the most murderous regimes on earth, has been quietly turned against citizens in supposedly “free” countries as well.
“Who here has an iPhone? Who here has a Blackberry? Who here uses Gmail? Well you are all screwed,” WikiLeaks chief Julian Assange told a press conference in London announcing the new project. “The reality is intelligence contractors are selling right now, to countries across the world, mass surveillance systems for all of those products."

Some of the newly released information details how governments are able to secretly intercept phone calls and take over victims’ computers. Cell phone owners, it turns out, can be tracked even when the devices are not activated. But it gets worse.

“In the last ten years systems for indiscriminate, mass surveillance have become the norm,” WikiLeaks said in a statement about the revelations posted online. “Intelligence companies such as VASTech secretly sell equipment to permanently record the phone calls of entire nations. Others record the location of every mobile phone in a city, down to 50 meters. Systems to infect every Facebook user, or smart-phone owner of an entire population group are on the intelligence market.”

Among the more than 1,000 documents involved are pamphlets, brochures, and catalogues marketing the surveillance products to government officials worldwide. Also included in the cache of information are videos, contracts, and more.
