On The Money Trail: The Maine Wire - Luxury Hotels, Magicians, and Massage: Maine Housing Vendor List Reveals Questionable Expenditures

What do social justice groups, professional DJs, massage therapists and luxury hotels have to do with affordable housing? That question is one of many which remain unanswered as the Maine State Housing Authority continues to delay the release of key expenditure details more than six months after a Freedom of Access Act request — for vendor records — was filed by the Maine Heritage Policy Center. Even minus the details, the skeletal vendor list obtained by MHPC reveals a pattern of questionable expenditures that will likely increase pressure on the quasi-state agency to open its books to public scrutiny.
The released list, which contains no dollar amounts, no transaction dates and no explanations for why money was paid, includes, as expected, thousands of landlords, contractors, and other vendors seemingly in keeping with MSHA’s mission to provide affordable housing to impoverished Mainers. But the list also contains hundreds of vendors that appear outside the scope of the Housing Authority – including hundreds of luxury hotels and bed and breakfasts, from Caesar’s Palace in Las Vegas to The Black Point Inn in Scarborough.
Of the hotel listings, many stand out for their opulence, such as the Harbor Court Hotel in San Francisco, touted on its website as “San Francisco’s premier waterfront boutique hotel.” The Wyndham Miami Beach Resort asks guests to “indulge in beachfront accommodations and breathtaking ocean views.” Others include The Flamingo Hilton in Las Vegas, The Ritz-Carlton in Boston, The Balsams Grand Resort Hotel in New Hampshire, The Caribe Royal in Orlando, Florida, the Fairmont Hotel in New Orleans and “The George” a D.C. boutique hotel that promotes itself as, “a modern masterpiece of lodging and lifestyle amenities in the heart of the Capitol Hill business district.”
Beyond the hotels, the vendor document also includes a listing for The Theatre at Monmouth, promoted as the “Shakespearean Theater of Maine,” where MSHA Director Dale McCormick has performed onstage, including a 2008 singing role in the chorus of Gilbert and Sullivan’s “The Mikado.” McCormick also announced at a September 21, 2010 MaineHousing board meeting, according to the minutes, that “she would be performing in ‘The Pirates of Penzance’ at the Monmouth Theatre in dual roles of a policeman and a pirate.”

In an article attributed to Steven Erlanger on January 4 ("Europe Takes Bold Step Toward a Ban on Iranian Oil "), this paragraph appeared:
The threats from Iran, aimed both at the West and at Israel, combined with a recent assessment by the International Atomic Energy Agency that Iran's nuclear program has a military objective, is becoming an important issue in the American presidential campaign. [my emphasis]
The claim that there is "a recent assessment by the International Atomic Energy Agency that Iran's nuclear program has a military objective" is a lie.
As Washington Post Ombudsman Patrick Pexton noted on December 9,
But the IAEA report does not say Iran has a bomb, nor does it say it is building one, only that its multi-year effort pursuing nuclear technology is sophisticated and broad enough that it could be consistent with building a bomb.
Indeed, if you try now to find the offending paragraph on the New York Times website, you can't. They took it down. But there is no note, like there is supposed to be, acknowledging that they changed the article, and that there was something wrong with it before. Sneaky, huh?

Wisconsin gov: Kestrel relocating to Superior


Wisconsin Gov. Scott Walker announced Monday that Kestrel Aircraft Corp. has agreed to establish its manufacturing operations and headquarters in Superior, creating up to 600 new jobs there that had once been envisioned for Maine.
Kestrel began talks with other states last year, when the company was not able to procure the amount of financing it needed.
“I am pleased with the aggressive package we have put forth in conjunction with strong local support to make this major job creation contribution to Superior,” said Walker in a release. “This relocation will be a huge boost to the Superior-area economy.”
The move illustrates the increasingly intense competition between states for jobs, with a range of incentive packages being floated to attract business across state lines.
Maine Gov. Paul LePage’s office did not immediately return calls for comment on Monday, a holiday.

My Travels

My travels

 
I have been in many places, but I've never been in Cahoots. Apparently, you can't go alone. You have to be in Cahoots with someone.

I've also never been in Cognito. I hear no one recognizes you there.

I have, however, been in Sane. They don't have an airport; you have to be driven there. I have made several trips there, thanks to my friends, family and work. I live close so it's a short drive.

I would like to go to Conclusions, but you have to jump, and I'm not too much on physical activity anymore.

I have also been in Doubt. That is a sad place to go, and I try not to visit there too often.

I've been in Flexible, but only when it was very important to stand firm.

Sometimes I'm in Capable, and I go there more often as I'm getting older.

One of my favorite places to be is in Suspense! It really gets the adrenaline flowing and pumps up the old heart! At my age I need all the stimuli I can get!

And, sometimes I think I am in Vincible but life shows me I am not.

People keep telling me I'm in Denial but I'm positive I've never been there before!

I have been in Deep$hit many times; the older I get, the easier it is to get there. I actually kind of enjoy it there.

So far, I haven't been in Continent; but my travel agent says I'll be going some day.

Editorial: Pingree’s Folly- An End to ‘Clean Elections’, At Last

Chellie Pingree was Maine Senate President when the Maine Clean Elections Act (MCEA) became law. Pingree has made a career out of this law – parlaying her role in its inception into a position as head of the advocacy group Common Cause, and ultimately using it as rhetorical cover for her own significant campaign finance abuses. Besides offering the Congresswoman an opportunity to engage in hypocrisy of the highest magnitude, Maine’s Clean Election Act has failed to offer the slightest positive impact.
The original intent of the law was fairly simple – to reduce the impact of money on politics, and to engage a broader sector of the electorate in the democratic process. Since the law went into effect, Maine taxpayers have paid millions to finance the political ambitions of hundreds of candidates. This has neither reduced the impact of outside money, nor has it impacted the participation levels of voters or candidates.
Studies have shown that Maine’s Clean Elections Act has failed to reduce the stranglehold of incumbents, it has failed to bring more ‘non-traditional’ (ie-non-lawyers) candidates into office, and it has failed to bring more women into elected office, all goals identified by proponents of the Act. The MCEA has also utterly failed to reduce the impact of money on elections. The proliferation of PACs and independent expenditures has made the Clean Elections Act a caricature of failed progressive policy, allowing candidates to proclaim independence from outside money while at the same time funneling tens of thousands of lobbyist and corporate money into so-called ‘leadership PACs’.
Besides not living up to the goals of the Act’s proponents, the concept behind clean elections is a travesty to begin with. Forcing taxpayers to fund the political ambitions of candidates they don’t even support is a disgraceful idea, and one that could only be propagated by an innately corrupt political culture. Think of the audacity of an incumbent candidate believing the constituents of his district should foot the bill for his television ads or campaign pamphlets.

Yes, we have a Constitutional Crisis

He sums up his views in one paragraph.
While I don't know if I can agree with some of what he says, he makes it crystal clear what a crisis we have....

David LaRocque: "When we have an ineligible president, an unconstitutional monetary system, unconstitutional czars, unresponsive elected representatives, a thoroughly corrupt federal court system, undeclared wars in violation of the Constitution, an unconstitutional tax system, numerous federal agencies and departments that undertake roles far exceeding the limitations of the Constitution, serious and growing abridgement of specific constitutional rights originating from our Creator and guaranteed by the Constitution, unconstitutional infringement of the rights and prerogatives of the states on a massive scale, unconstitutional land grabs by an out-of-control federal government, outrageous abuses of governmental powers in a wide variety of areas (including the infamous TSA operation, the EPA, the IRS, the DHS, the ATF, the DEA, the CIA, the FBI, the Forest Service, the Fish and Wildlife Service as examples), a socialist welfare scheme that is both unconstitutional and is bankrupting the country, no federal budget for three years running, a “First Lady” who desires to be addressed as “Your Excellency” and has a personal staff paid for by the taxpayers as large as some small agencies, an administration overrun with individuals committed by their Marxist political philosophy to the overthrow of the Constitution and the rule of law, a so-called “Congressional Research Service” which manufactures lies intended to deceive the American people, a Department of Justice that is so corrupt that it defies comprehension and acts as if it is above the law, a corrupt Congress whose members openly exploit their positions of trust for personal financial and political gain, a Supreme Court with members who brazenly defy the obligation of recusal in the face of outrageous conflicts of interest, a Speaker of the House who proclaims that a bill must be passed before we can find out what is in it, unconstitutional “government sponsored enterprises” (including FNMA and Freddie Mac) which have incurred huge losses arising from politically-motivated policies and which losses were borne by the taxpayers while virtually destroying large sectors of the national economy, the passage of a plainly unconstitutional health care bill which will almost certainly destroy what is left of the economic vitality of the nation and insure the descent of the nation into a fiscal abyss from which there can be no recovery, election fraud on a massive scale, and on and on – well we just don’t have much of a Constitution left, in my opinion."

David LaRocque is a Vietnam veteran, having served in the U.S. Navy as a naval aviator. He has a B.S degree in metallurgical engineering and an MBA degree in finance/accounting. He retired from the U.S. Naval Reserve with the rank of Commander USNR, and is also a retired Trans World Airlines captain with 32 years of service in both domestic and international flying. As a plaintiff in the Barnett case, he attended all three hearings in the U.S. District Court for the Central District of California in Santa Ana, CA presided over by Judge David O. Carter.

Brian Bilbray (Rep-CA 50) to discuss their concerns regarding Obama's eligibility, once with Rep Bilbray himself.  More recently, on June 9, 2011, they met with Mr. Steve Danon, Chief of Staff to Rep. Bilbray to discuss the issue of allegations of criminal acts committed by Obama in connection with the release of a fraudulent document purported to be an original long form Hawaiian birth certificate.

Freedom of Speech: "Gun In The Room"

The Town Council in Austin, Texas finally got the message regarding freedom of speech by it’s citizens. I hope Lisbon’s council will wake up and see the injustice of their Council Working Rules of restricting the freedom of speech by residents. I hope it does not take a lawsuit for Lisbon’s council to get the message.

In a move by the town council to keep the residents in the dark and discourage anyone from making comments at council meetings, the town manager has once again left off several agenda documents from the town web site.

 Pomelow, who is the author of the Council Working Rules, eliminated citizens from speaking on agenda items prior to having the agenda item explained by the sponsor.  Pomelow had the Audience Participation moved to the top of the agenda and required residents to only speak during this time in order to shorten meetings.  The people were trying to comply with this ridiculous rule by reviewing the agenda documents.  Now the town manager has eliminated some of the agenda documents.  For example, on this week’s agenda we are missing the documentation on Bates College Signage Project Presentation, Lisbon Connection Update, Parks Department Discussion and his own Town Manager’s report.  I can understand not having the Bates College Signage Project Presentation because I believe the representative from Bates College will probably bring the presentation with them.  However, this is the second meeting we have not had the town manager’s report.







 It is extremely difficult to comment on any agenda item without the sponsor explaining why they recommend their course of action but now the public is totally in the dark on agenda items being considered by the town council.  Neither the council nor the town manager want the people of Lisbon to know what wheeling and dealing they are doing.  A prime example of this is under Executive Session as: “Acquisition of real property”.  I wonder who now is losing their property.  Why does this have to be such a mystery?   Also, what can be so secretive about Economic Development in the town of Lisbon that the residents are not allowed to know?

Do not look to the town government for any transparency in Lisbon.  This is why I had to sue the town for information pertaining to the retirement /rehire of three individuals and information pertaining to all the outstanding loans.  The judge decision came down and all information pertaining to the retirement/rehire and all but three items on the loans was granted.  This cost the town a great deal in legal fees because the town attorney provided poor advice on the retirement/rehire FOAA and again on the loans FOAA.  My lawyer attempted to resolve the issues prior to filing the lawsuit but Therriault and Eldridge would not have any part of it.  Of course, these two individuals do not live in Lisbon or pay any taxes here so what do they care how much it costs the taxpayers.

Wouldn’t it be nice if a taxpayer could understand the reason our taxes are so high?  I am only trying to see how my tax dollars are being spent.  So far there are two outstanding loans which were scheduled to be paid off in 2008 but are still on the books and no one has a clue why.  You would think Scott Benson, Economic Development Director, would know the status of all the outstanding loans in Lisbon.  There is a Standard Operating Procedure (SOP) for the Revolving Loan Fund (RLF) but no one follows it. 

I realize, from the turnout at council meetings and the lack of interest in where your tax dollars are being spent, people do not care until they receive their tax bills.  By the time you receive your tax bill, it is way too late for another year.  If you do not do anything about it now, please do not bother showing up once you get your tax bill.

Pro-Life Event/Maine GOP Caucus Training Protest (Saturday AM, 1/14/12)‏

 I'll be warning both pro-life Catholics and Maine's legislators (see attached sign pic) about the current, corrupt leadership of the Christian Civic League of Maine (also known by the Maine Family Policy Council) tomorrow morning at both the Hands around the Capitol pro-life event (prior to the 10am mass at St. Mary's Church in Augusta) and the Maine Republican Party caucus training (prior to 11am at Jewett Hall at the University of Maine at Augusta).

Specifically, I'll be informing legislators of the currently pending Maine Ethics Commission complaint (see attached) against Carroll L. Conley, Jr. (Executive Director of the Christian Civic League of Maine) and the tax fraud committed by Rev. Robert K. 'Bob' Emrich (Board of Directors Chairman of the Christian Civic League of Maine) regarding his now-defunct Maine Jeremiah Project.
Additionally, I'll be informing the pro-life event attendees of Conley, Jr.'s tolerance of abortion under certain circumstances, his unwillingness to proclaim a 100% pro-life stance, and his recent comments on abortion.

Christian, Did You Know?


Carroll L. Conley, Jr., Executive Director of the Christian Civic League of Maine, publicly supports exceptions to a total ban on abortion: "In those areas, such as marriage and abortion, we want to make sure to maintain compassion" and "Conservatives will scream and scream and scream about abortion..."

He supported Maine’s 2005 gay rights law and supports civil unions.

On December 14, 2010, Conley, Jr. signed a consent decree with the Maine Department of Labor's Workers' Compensation Board Abuse Investigation Unit (AIU Case #48861K) admitting to personally failing "to obtain or maintain approved workers' compensation insurance coverage" as required by Maine State law.

The Workers' Compensation Board Employment Rehabilitation Fund ordered Conley, Jr. "in his capacity as Executive Director on behalf of the Christian Civic League of Maine" to pay a "civil penalty" "pursuant to 39-A M.R.S.A. 324.3" (the Maine statute which Conley, Jr. violated).

Rev. Robert K. "Bob" Emrich divorced his first wife, Sarah Emrich, while pastor of the Baptist church in Sangerville, Maine in the 1990s. She currently lives in Portland, Oregon, where she and Bob Emrich are from.

He moved to Plymouth, Maine with his current wife, Debbie Emrich, and currently pastors the Emmanual Bible Baptist Church there.

His Maine Jeremiah Project (founded by Bob Emrich in 2006; Employer Identification # 20-4844506) had its 501(c)3 non-profit tax-exempt status involuntarily revoked by the I.R.S. on May 15, 2010 due to not ever filing the required annual federal 990 tax return since its inception.

Emrich was made Chairman of the Christian Civic League of Maine Board of Directors in 2011.

In March, 2011, Emrich announced a "merger" with his defunct, disgraced Maine Jeremiah Project and the Christian Civic League of Maine (after its tax-exempt non-profit status was involuntarily revoked). On June 9, 2011, the I.R.S. first publicized its involuntary tax-exempt status revocation of Emrich's Maine Jeremiah Project.

The Maine Wire: Developing: MaineHousing gave out more than $100,000 in bonuses in 2010 ...Huh? This Sounds Like Lisbon's Councilor Mike Bowie!

DEVELOPING: According to minutes from the Maine State Housing Authority’s board of commissioners meetings,the agency gave $1,000 non-performance-based bonuses to all employees between August and September 2010.

At the suggestion of MSHA board member Donald Gean, bonuses were apparently given to all Maine Housing workers employed on December 31, 2009. Data from MaineOpenGov.org show 144 employees on staff in 2009, and 147 in 2010. This puts the approximate total of arbitrary bonuses paid by MaineHousing at between $144,000 and $147,000.
From the August 2010 board minutes:
“Commissioner Gean asked to follow-up his e-mail about the budget and 2009 staff increases. He suggested that in lieu of no salary increases we consider the possibility of a $1,000 bonus to all staff. He asked that it be put on the table for discussion. Commissioner Gean credits the staff for efficiencies in work and reorganization to handle the increased work load. Commissioner Gean made a motion seconded by Commissioner McLean to reward all staff at MaineHousing with a $1,000 bonus. The motion passed with 5 Commissioners voting in favor, none opposing and 1 abstaining. The vote carried 5 – 0 – 1.

The Board continued the discussion about what had actually been done for staff and talked about whether the bonus should be just for employees who worked in 2009 or also for staff hired in 2010. Commissioner Cota made a motion to reward the $1,000 bonus to all employees working at December 31, 2009. The motion passed with 5 Commissioners voting in favor, none opposing and 1 abstaining. The vote carried 5 – 0 – 1. Commissioner McCormick expressed her appreciation on behalf of the staff.
