 GSA Again Under Fire, Now Over Video Spoof

The same government agency already under fire for wasteful spending at a Las Vegas conference is under further scrutiny today for a newly discovered video featuring a U.S. General Services Administration employee joking about excess government spending.

The video features a GSA employee, identified as Hank Terlaje, playing the ukulele to the tune of Travie McCoy & Bruno Mars’ “I Wanna Be a Billionaire,” and rapping about what life would be like were he to become the GSA administrator, or in his parlance “Commissioner.” Among his promises, ironically, is that the agency would “never be under OIG investigation.”

“Obama better prepare, when I’m Commissioner,” he croons. “I’d have a road show like [Acting Regional GSA Administrator Jeffrey] Neely, every time you see me rolling on 20s yeah, in my GOV. Spend BA 61 all on fun. ATF can’t touch GS-15 guns! Cause I buy everything your field office can’t afford. Every GS-5 would get a top hat award. Donate my vacation, love to the nation, I’ll never be under OIG investigation.”

Terlaje, who is an employee of the Hawaiian office of the GSA, won first prize for the creative project and was named honorary GSA commissioner for the day.

The House committee on Oversight and Government Reform circulated the video, which was uncovered by an investigation by GSA’s Inspector General.

Rep. Darrell Issa, R-Calif., chairman of the House Oversight and Government Reform Committee, was blistering in his attack on the GSA and the Obama administration.

“It takes a lot of work to spend $3,000 a person and at a time when unemployment was nearly 10 percent, Americans were suffering and GSA was enjoying the good times and doing so with high-ranking political employees,” Issa said. “This administration knew about this 11 months ago and they didn’t act until the press got wind of it. This is typically what has been happening in this administration. They are only transparent when they are discovered.”

ABC News spoke to Terlaje on Thursday afternoon, but he wouldn’t comment, referring reporters to GSA spokesman Adam Elkington.

“This video is another example of the complete lack of judgment exhibited during the 2010 Western Regions Conference,” Elkington, deputy press secretary at GSA, said. “Our agency continues to be appalled by this indefensible behavior, and we are taking every step possible to ensure that nothing like this ever happens again.”

GSA helps manage the basic functions of federal agencies, including by developing policies intended to minimize the cost of doing business with the federal government.

The Maine Wire has obtained a letter sent from U.S Congresswoman Chellie Pingree (D- Maine) to the Department of Energy in support of Angus King’s Record Hill Wind project. Record Hill was named last week in a report from the House Committee on Oversight and Government Reform as one of a number of companies that received federal loan guarantees under questionable circumstances. King’s company received a $102 million government loan guarantee, despite having more than sufficient cash on hand for the project, as well as the backing from the $8 billion Yale Endowment.

King’s company applied for the loan guarantee under an ‘innovative technology’ grant. The report shows that King’s technology was not, in fact, innovative- it has been widely used commercially before the Record Hill project.

 

King's campaign claims the candidate knew nothing about the congressional investigation, despite a letter from the committee to King's business partner six days before the report went public.

Lisbon Mother's Day Mother Son Dance Planned‏

LISBON’S MOTHER – SON MOTHER’S DAY DANCE SCHEDULED FOR MAY 12

LISBON CELEBRATES DR. SEUSS DAY WITH RECORD CROWD

Lisbon – Throughout the halls of Lisbon Community School on Friday, March 2 pajama and costume clad students, parents, staff and community members celebrated the National Read Across America Program with a Dr. Seuss Birthday Celebration.  Guest readers Kymberlee Piela, Muriel Michaud, Kelly Austin, Sue Ramsay, Angela Shambarger, Jim Millhime, Lisa Caron and Ron Hood provided readings to children and their parents from the most popular collection of Dr. Seuss books.  “Thanks to the combined efforts of our volunteers and the assistance of Carlene Iverson, Ryan Patrie, Audrey Harlow, Katy Dodge, Victoria Worden, Annette Clark, Heidi Coulombe, Jim Damsgaard, LCS Custodial and Kitchen staff and a number of Interact students and junior volunteers, the evening was a huge success,” shares Lisbon’s Community Resource Coordinator, Monica Millhime.   “Cake and ice cream were served along with a number of door prizes.  Four tickets to the UNE Players production of Seussical the Musical scheduled for April 13, 14 and 15 at the City Theater was the biggest lucky draw of the night.  “We anticipated 75 to 100 guests. Hermon investigates transfer of funds because of cash flow problem

HERMON, Maine — A recent transfer of funds earmarked for economic development into the town’s checking account to meet payroll obligations will be among the matters that the Town Council will address Thursday night.

The meeting is scheduled for 7 p.m. in the public safety meeting room.

Town Manager Clinton Deschene said last week that in order to address a cash flow problem related to the town’s April 1 due date for property tax payment, he transferred more than $500,000 in revenues from the town’s tax-increment financing district into the town’s checking account.

As it turned out, however, the funds were not used because enough cash came in to cover expenses, Deschene said. He said the funds since have been put back into the economic development account.

Lisbon Middle School Teachers Honored by Colleagues‏

Philip W. Sugg Middle School teachers (pictured l-r) DJ Thorne, Karin Dionne, Carol Bianchi, Jonathan Pollock, and Nicole Sautter will be attending a Portland Sea Dogs’ Day honoring teachers.  Teachers were nominated by their peers for demonstrating a high level of commitment with students.

Lisbon - Five teachers at Philip W. Sugg Middle School in Lisbon were selected by their colleagues to be honored at the annual Portland Sea Dogs Teacher Appreciation Day.  Teachers were provided with tickets to the game on Friday, April 27th.

Portland Sea Dogs extended an invitation to the school to nominate five teachers who have gone above and beyond the call of duty this past year. Nominations were based upon their level of commitment to education, commitment to their students, as well as any capstone achievement they have accomplished this year.

Fellow citizens, let's not forget that Roger Therriault  (aka Sleepy) was investigated by the Maine Municipal Association for incompetency.  This was just a few years ago.  Lisbon doesn't seem to mind paying him big bucks.  What has he done as far as bringing the CDBG loans up to date by legal action for non-payment of loans?  What is Benson doing about these outstanding loans? he must have plenty of free time as businesses in this Town are being shuttered one by one.

As one who has attended just about all town meetings and workshops I can only say, that I am simply baffled with amazement and complete total disgust with the way Lisbon's leaders are running this nice community into the ground.   The leaders are not doing it alone.  We have all heard them say "it is with the advice of our lawyer" how many times now?

It is no secret that the town's attorney is involved with a questionable 'legal' scheme to "rape the taxpayer's" pockets of every last penny that he can possibly get.  Lisbon's attorney, Roger Therriault has to be the most unscrupulous heathen that has ever practiced law.  Not only did he promulgate, as personal witness, the complete an fallacious attack of local citizens by Lisbon Chief of Police David T. Brooks recently, he has also provided terrible legal guidance for Freedom of Access requests.  Prompting, so far, two lawsuits that the Town of Lisbon has lost because of his representation.


And the current Town Manager, Stephen G. Eldridge, is proposing to raise the town's legal defense fund by at least another $6000 dollars?   Why is it that we as taxpayer's in this once business oriented community have to continue supporting this? 

How about it Councilor Gina Mason. you and your Councilor Co-hort Cousin Dale Crafts must really be proud of the championship that you provided to former EDC Director Rosie Bradley provided on this one.

 What are you all afraid of?  The economy sucks, taxes are going to rise again and we have a 'money sucking pig' that is only looking out for his selfish legacy all the while providing misinformation about the true expenditures of his department's true operating costs.  Yeah you David T. Brooks, Lisbon's so called Chief of Police.  You are just at the top of the list.  It is Long don't ever forget that.


Isn't enough, enough already?  

Larry Fillmore, Roger Cote, Dorothy Fitzgerald, and many others that have stood tall in the past, for you residents, the taxpayers, the youth in this community deserve to be given a lot of credit for their tenacity. For with out them and this median that was created by the Lisbon Concerned Citizens you would be no different  than a mushroom growing in the wild.  Alone and in the dark.

Doesn't it make more sense to have a so called manager that knows how to do their job and not play party to what soon will break as the biggest corruption scandal in Lisbon's history?  I certainly think so. 

But let's take a look at Roger Therriault for the moment.  He as a licensed bar member has a history of sanctions against him by Justice Andrew Horton of Sagadahoc County Superior Court.

Attorney Roger Therriault  of the same fame, as Lisbon's law firm, Therriault & Therriault, a father and son dynamic law-less duo, was representing Bath and West Bath at the same time at trial proceedings during the summer of 2010.  CONFLICT OF INTEREST come to mind anyone?

Now does this sound like where Lisbon is heading with our Planning Board's recent recommendations?  I certainly think so.


It took Therriault several more months before he ended his involvement with the case.  We are now into November 2010.


On December 15, 2010  West Bath District Court Judge Andrew Horton ordered the case be sent back to the Planning Board.

But more importantly he 'slapped' the wrist of Attorney Roger Therriault for Conflict of Interest between Bath and West Bath.  You would think the he, being a 'supposedly' noted scholar of Law, would have known that.  Any reasonable person with a sound mind and basic understanding of the Law could have seen that just as plain as someone having egg on their face.  But not ole sleepy Therriault and his quasi legal fees of some $170 plus per hour.  Nope, he only sees the meter running with the dollars of public funding.  Legal monetary rape of the taxpayers once again

After a hearing at West Bath District Court, Judge Andrew Horton ordered the case remanded to the Planning Board, which approved the third phase in April. He had called for similar action in July, prompted by a lawsuit filed in May by Robert and Wendy Johansen in Sagadahoc County Superior Court.

In his first order of remand, Horton also noted that attorney Roger Therriault represented both defendant Bath and applicant West Bath. The judge suggested he was concerned about Therriault's work with both sides.

On Tuesday, Therriault's continued involvement – which ended last month – prompted Horton to send the case back again to the Planning Board, with a new attorney representing Bath.

The new attorney, Patrick Scully of Bernstein Shur, said last week that the Johansens alleged that Therriault had a conflict of interest or that the Planning Board process was conflicted because Therriault is also town attorney for West Bath. The dispute, in part, concerns an access road in Bath that leads to the lots to be developed in West Bath.
"In looking at the merits of that argument, I don't believe that it has any legal significance," Scully said. "... I don't think there's a conflict, and nor do I think that it's an appealable issue, but I think the city concluded that in order to essentially take the issue off the table and to eliminate any further suggestion that there's something inappropriate about that, that they should go out and bring somebody else in to handle the appeal from here forward. So that's why they brought me in."

Bath's saga continued into February of 2011 with Therriault still proclaiming that he did not have a Conflict of Interest.  Yeah right Therriault we know you for the putt's that you really are.

The Center for Public Integrity released a report detailing the risk of corruption and lack of accountability in all 50 states last week. The findings of the report should worry anyone who believes state governments are transparent and free of corruption. Of course, no state is without flaws. Unfortunately, nearly every state received a grade that would give residents cause for concern.

Maine received F grades in nine of the 14 measured categories, including legislative accountability, lobbying disclosure and public access to information. The State Integrity Investigation identifies the existence of possible conflicts of interest and corruption. According to the report, there is no law in place, for example, to force Democratic State Senator Jim Brannigan to disclose that the organization that he was a director of received $98 million in Maine government contracts. On February 1, Republican State Representative David Burns was arrested for violating campaign finance laws such as falsifying records and misusing funds.

 gave the Town Council a scaled down version of the same presentation on the Gartley Street zoning change and the “Conditional Usages” for Open Rural District 1 (Route 9).

 During the discussion Councilor Bowie asked the town attorney Therriault for his opinion over whether or not this was “spot zoning”. Therriault did NOT provide the council with a legal definition of “Spot Zoning” but instead provided his own rendition of the situation with pure double-talk. At no time did he answer Councilor Bowie’s question. 

This is the method Therrault utilizes to make his money by providing his opinion instead of a legal review. All Therriault sees is “Cha Ching” dollar signs. 

Roger Cote, a member of the audience, offered a legal definition off of his phone but no one was really interested.

“Spot Zoning” is a violation of Maine Law. “Spot zoning is the application of zoning to a specific parcel of land within a larger zoned area when the rezoning is usually at odds with a city's master plan and current zoning restrictions.” as defined by Wikipedia.

These two definitions clearly define what “Spot Zoning” is and the Gartley Street proposal meets all the conditions as outlined by definition. Double-talk by Therriault will not change the situation but it will open the town to lawsuits and possible sanctions by the state. Both Fellows and Potvin are well aware of the spot zoning definitions and are willing to ignore them.

The Planning Board has a history of ignoring ordinances. At the last Planning Board meeting, they voted to ignore the Wellhead Protection Ordinance and allowed an emergency access strip across Zone 1 of the Wellhead Protection Ordinance.

Also, when Councilor Mason’s husband wanted to legalize his business on Route 9, this very board utilized a “Conditional Usage” to approve his request. The only problem with their decision is they cited “Sec 70-353 Conditional Usages, paragraph 3, Other; subparagraph g, Temporary construction, excavating, fabrication or processing.” without an expiration date. 

This now makes this temporary condition permanent. This conditional usage clearly states it is a temporary condition but the Planning Board made it permanent. Is this special treatment for a councilor or possibly English is not their first language?

Why do we have ordinances and laws if they are going to be ignored?
