Duck & Cover In Lisbon As Inept Is The Norm‏


INEPT IS THE NORM

It is disgraceful for the citizens of Lisbon to continually be subjected to inept management by Eldridge and his cronies. The town has established a web site to keep the residents informed of "what is going on in this town"

This web site is an excellent method of communicating with the public. The only problem with this is when the inept manager and his cronies do not proof read the information posted on the site. These town employees have posted articles written by a department head with misspelled words, wrong words used, and even more appalling full of grammatical errors. 

These postings are a reflection of this town and right now it is clear this town is being operated by a bunch of hicks with no or little education. It also demonstrates Eldridge, the Chief Administrative Officer, is completely incompetent. Eldridge receives a salary of $83,000+ of taxpayers’ dollars for publishing garbage.

However, this web site is utilized to conceal information the citizens need to know. A prime example is the up-coming Public Hearing on the Planning Board's recommendation to change the “Conditional Usages” along the Route 9 corridor. 

 I completely understand the law ONLY requires the town to post the announcement in the local newspapers at least two weeks prior to the hearing. Two weeks ago, Eldridge announced at the Town Council meeting, there was going to be a Public Hearing held on April 26, 2012 and hosted by the Planning Board on the Route 9 changes. However, there is a portion of the town web site called “Agenda & Minutes; Agenda Document; Public Hearing Documents”. 

This costs the town absolutely nothing to post changes so why doesn’t the town utilize it for ALL Public Hearings? This town web site has posted the May 1, 2012 Public Hearing on the Gartley Street zoning proposal but yet there is no mention of the Planning Board’s Public Hearing.

In this day and age, computers are everywhere and probably the fastest means of providing information to the masses in a speedy manner. Keep in mind, this costs nothing to post to, so why not utilize it more effectively?  There can only be two possible reasons not to utilize this web site and they are (1) Keep the citizens in the dark and not let them know what is going on in their community or (2) The town manager is totally inept. The choice is yours.

It is time to get rid of this town manager and put a stop to this incompetency. It is not rocket science to post professional documents or to post necessary information for the public. The purpose of a web site is to notify readers of information crucial to keeping residents informed. There is no transparency in Lisbon. Eldridge and Brooks do not want anyone to know what is going on or how they are manipulating this town.

Corruption in Lisbon‏

Editor:     Mercuryx80 hit the nail on the head with his expletive describing what is happening in Lisbon.  We are in a recession which is not improving, private businesses are holding the line on salary increases and/or reducing hours or worse.  Yet the Town of Lisbon is upping salaries by thousands of dollars.  This is an affront to the taxpayers of Lisbon, but business as usual for Bowie and Brooks.  This idiotic council just lets this all happen without batting an eye.  Eldridge has let the budget surplus dwindle by millions and does what the B & B bas****s tell him.  He doesn't live here, doesn't have to pay the exorbitant taxes here, yet makes an obscene salary to do all this.  Bowie's wife has been given an outrageous salary increase, makes me wonder if she obtained her PHD or something.  Oh wait, she has only a high school diploma or GED.  Bowie tries to hide behind the fact that employees names cannot be mentioned at a public meeting, yet that has never stopped him in the past.  The Ethics panel is nothing more than a joke, or this would not be happening.  Apparently though, the joke is on us, Lisbon taxpayers, as we struggle to pay our taxes,  while certain employees, most with little education, reap the benefits of no council leadership or GUTS. What a corrupt town this is....

First Lisbon Republican Fundraiser Results‏


First Fundraiser Results



  Well the results are in for YOUR first fund raising event of 2012. I'd like to take a moment to thank all the core people involved in this effort, especially Randy and Karen Crafts. Without the over and above effort of this fine family YOUR event would have been impossible. Randy and Karen gave us permission to use part of the parking lot at the Big Dipper as well as donating part of the profits from selling 2yd loads of organic loam (remember it's that time of year so give him a call or me for that matter and get a head start on your yard or garden this year) then, rallied his family to assist, he called John up at the car lot and he brought up a dozen red white & blue balloons and John senior brought down items for the sale.
       The next group of citizen volunteers is a rather small group compared to the 1700 + registered republicans in town.They were the boots on the ground, the members who cleared out there basements and set up every morning and took it down every night. I thank you with all my heart and as requested these people shall remain nameless, I will leave it up to our membership to become involved and as you do you will have no problem identifying these great Americans,  the citizens of Lisbon Falls Maine !
 
        Finally and most importantly the people who made the extra effort to take time out of there busy schedules to come by and leave some donations or make maybe a small purchase or leave us a cash donation. Thank You all and I encourage to become more involved.
 
        There were some great moments and a lot of hard work done over the past three days and I will be posting some stories and pictures on YOUR website as soon as I recover (whew). I have just completed  the comments from Mercuryx80 pertaining to corruption in a small town. This Lisbon resident was right on the mark with his comments. These are the same items which have been recorded on the Lisbon Reporter (lisbonreporter@hotmail.com). The staff and the citizens of Lisbon would appreciate you submitting your comments or articles to the Lisbon Reporter also.

You have brought out how very corrupt the management of the town of Lisbon really is. It all starts with Brooks not enforcing the ordinances when it applies to Councilor Pomelow and her husband driving and parking his tractor trailer in Huston Park. Also, both of them blowing thorough the “STOP” sign on Wing Street.

Now let’s move to Councilor Mason and her husband. The Planning Board had to approve a “conditional usage” for Rick to operate his business from their residence. Also, I have been told, the Masons have a garage on 1.5 acres of land which is permitted but they went one step further and added an apartment over the garage which is yet another violation of town ordinances.

Town Manager Eldridge has repeatedly instructed the Code Enforcement Officer, Mike Cote to ignore all these violations. I dare any citizen of Lisbon to ask Eldridge to produce a history of the “Un-designated Funds” account for the town. You know what you would find? You would see where when Eldridge was hired in 2008 there was over three millions dollars in this account and now there is just barely enough to cover the state's mandatory requirement. So tell us Mr. Town Manager where is all our money?

Remember, Brooks when he was Interim Town Manager recommended Eldridge for the position of Town Manager. I guess you can see who is really running this town. 

If you were to review the makeup of the council, you see how much allegiance is owed to Brooks. 

Let me explain fully. Bowie's wife last year received a $13,000 + increase in her salary without the council’s approval; Ward is cozy with Brooks through past involvement with some of the extra programs the Lisbon Police Department offers; LaRochelle has done and does repair work for police vehicles and operates a towing service utilized by LPD; Pomelow  and Mason signed their respective oath of offices knowing fully well they were in violation of the town ordinances by operating a business out of their residence which is a violation of Maine Statute 456 Tampering with public Records or information which is a Class D crime. I hope no one in this town expect Brooks to enforce Maine law. This just adds to the list of corruption in Lawless Lisbon. Bickford, was recruited by Dale Crafts to play along and is too afraid to stand on his own. And Lunt, one has to wonder if he just was trying to protect the image of his father, former Town Manager Curt Lunt.  So now you see how things are intertwined in town.

Mercuryx80, please join our staff and help educate the citizens of Lisbon and hopefully restore this community back to the pre-Eldridge era when “A great place to live and do business.” was not just a slogan on a sign but was a way of life here.

M.D. Harmon: Time to stand our ground on “stand your ground”


The current ginned-up controversy over “stand your ground” laws in Florida and elsewhere is actually a testament to the growing influence of that portion of the civil liberties movement that is focused on the Second Amendment.
The chief, but certainly not the sole, agent of that growth in effectiveness is the National Rifle Association, of which I have been a member since 1967, when I took the proceeds of my first military paycheck and sent in the requisite $100 that a life membership then cost. (It was a fourth of my monthly gross pay, so it was a substantial amount.)
I’ve never regretted it for a second. Our liberties dealing with the right to keep and bear arms (which are rooted in the intrinsic human right to self-defense) are scorned by other so-called “civil liberties” groups (yes, I mean you, ACLU), so we need a dedicated organization to defend them against their attackers.
We wouldn’t have recent U.S. Supreme Court decisions that verified those rights exist, and apply nationwide, were not the NRA and others willing to bear the legal, moral and financial burdens of defending them. Such groups remain at the forefront of a double-barreled effort (sorry) to expand the reach of these liberties.
The first is to reach into those jurisdictions hostile to our rights to fight in court against the continued restrictions such communities and states (and bureaucracies at various levels) enact and try to enforce that are in violation of both the Court’s decisions and the application of those decisions to individual Americans.
Along that line, Second Amendment defenders are contesting the laws of New York and New Jersey, which are using local laws and court decisions to impinge on the rights of Americans to travel with secured firearms and ammunition, something federal law specifically permits.
Even trained military personnel have been charged and their weapons confiscated under these oppressive state policies and statutes, and new laws are being drafted in Congress to halt these abuses of our rights.
In other cases, anti-gun activists have tried to ban the use of lead in bullets via federal regulation, with the latest attempt turned back just this month. Such a ban would greatly increase the price of ammunition, making it difficult or impossible for hunters and target shooters to practice their preferred enthusiasms.
Other states have attempted to require that guns should be manufactured with the ability to “microstamp” bullets fired through them, to link a firearm with its expended rounds. This technology, which does not exist at present, would also be extremely expensive if it ever was developed, and raise the cost of new firearms far beyond the reach of most people, experts say.
Beyond opposing laws designed to harass ordinary gun owners and make criminals out of law-abiding people, gun-rights defenders also have aimed for decades at passing positive legislation that expands the reach of firearms’ rights, both with regard to sporting uses and with regard to their primary purpose, self-defense. (Americans use guns for defending themselves and their loved ones hundreds of thousands of times a year, if not more.)
Thus, gun clubs have been grandfathered into their locations and offered legal protection against neighbors (some of whom moved in knowing there was a gun club nearby) who complained of noise or traffic, or alleged that firearms’ discharges were hazards they deserved to be defended against, regardless of the adequacy of range safety measures.
More significantly, the right to bear arms outside of one’s residence has been strongly defended, resulting in all but one state (Illinois) allowing weapons to be carried outside the home. But the numbers and types of restrictions, including on “open carry” (with a weapon in plain sight) and concealed carry, vary widely. (The places with room for considerable improvement besides Illinois include Massachusetts, New York and New Jersey).
Guns rights defenders in both parties in Congress are working hard to get a law passed to treat concealed weapons permits like drivers’ licenses, in that each state that offered them would have to recognize those of other states, although individual state laws would apply to the circumstances of carry within each jurisdiction. The law is very popular, but will probably have to await the election of a new president to avoid a veto from the current one.
Four states — Alaska, Vermont, Arizona and Wyoming — require no license at all to carry a firearm, either openly or concealed, and Maine is one of many “shall-issue” states where guns may be carried openly and concealed carry permits may only be denied for reasons specifically laid out in law (and not at some official’s whim, as is the case in some of the places mentioned above).
So, felons, the certified mentally ill and spouse abusers may not carry weapons, but every other adult may, including carrying concealed as long as training and registration requirements are met.
We’ve all seen how foolish “No Guns Allowed” policies are, disarming law-abiding people while opening up schools and other public places to those who are willing to break the law because they deliberately intend to attack the defenseless.
The most notable recent addition to the positive side of the law regarding firearms possession and use are so-called “castle laws” and “stand-your-ground laws,” the latter much in the news because of the death of a teenager in Florida at the hands of an armed member of a neighborhood watch group.
Briefly, because many state laws and legal precedents had established that crime victims had what was called a “duty to retreat” when violence was threatened against them, people had to prove that they were essentially cornered and unable to escape before they could use force to defend their persons or property. Or, they had to flee their own homes if they were able.
Because this state of affairs was widely (and correctly) seen as unjust, privileging criminals and punishing victims, many states passed laws saying there was no duty to retreat if you were in your own place of residence. These were known as “castle laws” from “a man’s home is his castle.”
But that “duty” to run away was still being applied to victims threatened or attacked in public, even in places where those citizens had every legal right to be — parks, sidewalks, parking lots, yards, etc.
That was true even though, as long ago as 1895, the U.S. Supreme Court had ruled in Beard v. U.S. that an innocent person under attack was “not obligated to retreat, but was entitled to stand his ground, and meet any attack on him with a deadly weapon…”
“Stand your ground laws” thus extended the right of self-defense to those public places, on the solid moral ground that criminals should not have the power to force law-abiding citizens to flee from locations where they were breaking no law and had every right to remain. Janet Napolitano, now the secretary of the Department of Homeland Security, signed such a law when she was governor of Arizona.
So it seems odd that people would resist such laws, because there is no reason to make criminals a privileged group. That would be — well, criminal.
Of course, long before anyone, beyond the people directly involved, knows what really happened in the Florida case, anti-gun groups are blaming that state’s stand-your-ground law for the shooting of an innocent person.
Numerous legal experts have pointed out, however, that no matter what happened, the law is not at fault. If George Zimmerman, the admitted shooter, confronted Treyvon Martin, the teenager, after following him, he wasn’t standing his ground under the law’s definition.
And if, as he tells it, he had left off following Martin and was returning to his car when he was attacked and then defended himself, he was acting within his rights under the law.
Either way, the law isn’t the issue, and shouldn’t be criticized as if it were. Efforts to overturn such statutes should be seen as exactly what they are – efforts to turn public places back over to the control of the worst among us, and make everyone else give way to them. Or, more likely, become their victims once again.
We’ve had enough of that. The just-concluded NRA annual convention had more than 75,000 attendees, a record. Let’s show the crooks’ defenders (some of whom are crooks themselves) that most Americans will stand our ground on “stand your ground.”
Speaking of which, isn’t it time Maine had such a law?

Follow-Up On Corruption In A Small Town, Well Put

Lisbon Maine is f$#@ed. It is one of the most corrupt towns I have seen in a long time. I have lived in this town on and off for almost 30 years. The locals are nice but the town officials are awful.
There is a garage in town - there is a auto mechanic there and next to it is a trailer. Most people dont even know the trailer exists, as it is hidden behind a fence and fairly obscure.
There is a local guy who runs an IT shop there, he does basic repairs, some web design and in home repairs. He gutted the entire trailer so it is a wide open room with desks on either side and made one of the bedrooms a store room, filled with shelves etc.
Now, the office trailer is in the village zone, meaning that no mobile homes used for people to live in are allowed to be there unless they are grandfathered. The town ordinances do allow an office trailer as long as it is temporary - the guys there are planning on building a new building for offices there this year.

The town just recently forced the land owner to remove the trailer completely. Stating it was a mobile home used for people to live in. Mind you, the code enforcement officer did not enter the trailer at all for an inspection he walked around the outside and said it was a mobile home and then tried to leave. Once he was confronted, he informed the owner and the IT guy that if he didnt declare it a mobile home he would lose his job. He was afraid Steve Eldridge (the town manager) would fire him, which would result in him losing his pension.
Another recent thing the town council decided to do - limit public speaking at town meetings. Now, I can understand limiting it, you don't want everyone talking over each other and having the meeting get out of hand. However, when someone from the public does go up to speak, and they bring up something the council does not want to here, they are instantly asked to leave and if they do not they are escorted out by the police.
Is...is this news? Chances are it was parked there because it was too dangerous to drive and unload elsewhere during the storm. Which is more important - enforcing a parking ban, or someones life?
No, he was not parked there due to the storm. He parks there all year round. He has never gotten a ticket. His wife is a council member for the town - so apparently this gives him a free ride to do what he wants.
So basically, if you don't live in this town and don't know the people, don't guess what it's like.
I know every town has corruption - its common. However, if you were to come to this town and start talking to people, you would find alot that is just flat out disgusting.

Lisbon Town Council Meeting April 17, 2012

Recap of Tuesday's Town Council Meeting & Workshop Review


RECAP TOWN COUNCIL MEETING/WORKSHOP – APRIL 17TH

At Tuesday’s Town Council meeting/workshop it was business as usual. The meeting portion of the evening was very uneventful and was completed in about a half an hour. There was nothing earth shattering on the agenda.

The most interesting information released by the council was in response to the question I had asked in the previous meeting. The question was: “In what computer system has Mr. Van Tuenin stored or uploaded the reevaluation information for the first year? Mr. Van Tuenin has told me personally that he will not utilize TRIO software.” The response was the reevaluation information is stored in a computer other than TRIO. This was totally insignificant to the council but I am extremely concerned for two reasons (1) there is no redundancy for this computer. If this computer dies, and if you have ever owned a computer you know this is a frequent occurrence, the town would have to rely on the backups provided if there are backups being performed regularly. Backups need to be checked to ensure that the integrity of the information can be restored and (2) if the town cannot pay for next years’ reevaluation what will happen to the data already collected?

 Does Van Tuenin own the computer and the data or does the town own the data? This could turn into a legal battle. The data needs to be retained by the town at all times with a method of redundancy established to protect the data already paid for by the taxpayers.

The other questions I had asked pertained to the budget. Chairman LaRochelle explained the budget is being worked every day and could not provide concrete information on them. I completely understand the municipal budget is being worked and he was not prepared to provide concrete answers.

Now, let’s move on to the workshop portion of the town council meeting. The council asked the Police Chief, Public Works Director and the Fire Chief to explain their portions of the budget.

Brooks did a wonderful job of double talking the council and the council sucked it all in. Items such as $30,600.00 for furniture in the communications department were simply dismissed as a required item. There is one Dispatcher working on one console (even though there are two consoles in the communications department) in one room.
 
Brooks made sure I knew there were two consoles in there but how many consoles can one person use?

The town has a grant for $97,000 to upgrade the communications equipment (both consoles). Even so $30,600.00 is excessive for two consoles and two chairs unless you are going to turn the communications department into a lounge.

There was another significant event in the Police budget that is extremely disturbing. Brooks explained the description under wages. I quote; “Includes a 2% wage adj. and a reclas to the Communication line for half of one salary for management coverage.” When asked who this person was, Councilor Bowie said it was not appropriate to identify the person.  I believe the officially unidentified person is none other the Bowie's wife, Denise Bowie.

Councilor Lunt then asked how much the salary was and Brooks stated $28,985.00 for half which means Denise Bowie must have received more than a 1.75% raise last year because her salary as an Administrative Assistant was $44,905.65 according to the Finance Director. 

This also means Mrs. Bowie’s salary was $57,970.00 which is a difference of $13,064.35. According to my calculator 1.75% increase of $44,905.65 is $785.84 which is a far cry from $13,064.35.  

How is it possible for Mrs. Bowie to be receiving such a pay increase without the town council voting on this increase? What is Brooks doing and why so much?

According to the investigation completed by the Ethics Panel and testimony by Brooks and Councilor Bowie, Mrs. Bowie was not involved or did not work in the Communications Department even though it was in her job description. Had she been more involved with the communications department there would have been a conflict of interest with Councilor Bowie. What gives; were you lying then or are you lying now Brooks because you cannot keep changing your mind to suit the situation?

The most incredible aspect of this whole scenario is the town is taking an Administrative Assistant and converting this position to a management position. Once, this is completed the town will have another department head with an inflated salary (cronyism) and Brooks will need another female administrative assistant to fill the void. What is wrong with this picture?

This council has no intentions of trying to cut spending. The proposed budget is a disgrace and an injustice to the taxpayers. This council is looking to increase spending at least 1 mil if not 2 mil this year. They have no understanding of how to manage taxpayers hard earned money. 

 This year the state revenue was increased approximately $65,000 dollars and if we could cut spending the town would have a great opportunity to reduce taxes but instead this council is increasing the wages of the department heads. Our department heads already receive approximately $166,000 plus more than their counterparts in Skowhegan, so instead we are adding another 2% to these inflated salaries. 

 Do you get the feeling the taxpayers of Lisbon are being screwed?

                             Vote them out in November!

1st Private Mission to Space Station Set to Launch April 30

A private spaceship mission to the International Space Station is on track for a planned April 30 launch, which will mark a historic first for the orbiting laboratory, NASA officials announced today (April 16).

The launch will kick off a pivotal demonstration flight for the unmanned Dragon capsule built by the company Space Exploration Technologies (SpaceX) of Hawthorne, Calif. During the mission, the gumdrop-shaped spacecraft will rendezvous with the space station, be captured by astronauts operating a robotic arm and offload some cargo.


If successful, it will be the first time a commercial American robotic spacecraft has ever flown to the International Space Station.


NASA space station managers and SpaceX officials met earlier today to review the Dragon spacecraft's readiness for its debut trip to the orbiting lab. They said the capsule is on track to blast off in two weeks, but only if a few remaining issues are resolved.


"Everything looks good as we head towards the April 30 launch date, but I would caution us all that there's still quite a bit of work that needs to be done," Bill Gerstenmaier, NASA associate administrator for Human Exploration and Operations, told reporters today. More software validation tests for the Dragon spacecraft, for example, are among the items remaining to be completed.


"We'll continue to work through this stuff over the next week or so," he added. "On the 23rd of April, we'll get back together again and just kind of assess where we are overall to see how things are moving forward."


Making history


SpaceX aims to become the first company to launch a spacecraft toward the orbiting lab under NASA's Commercial Orbital Transportation Services (COTS) program, which seeks to spur the development of American private vehicles to take over the duties of the agency's retired space shuttle fleet.


The firm holds a $1.6 billion contract with NASA to make 12 robotic supply missions to the space station. But the scheduled April 30 flight is not one of the 12; rather, it's a demonstration to show that Dragon and SpaceX's Falcon 9 rocket have the right stuff.

Blackhawks Circle Low Through Chicago Skies as Secret Service Releases Security Details

Chicago - Blackhawks and A/MH-6 Little Bird helicopters used by special forces circling low through downtown Chicago skies made for a scary scene along the Chicago River, as they rattled windows flying among the city's skyscrapers.

The training exercise comes as the city found out some of the details of what the Secret Service wants for security at next month's summit at McCormick Place.


FOX Chicago News has their terror prevention shopping list, courtesy of the
Chicago Sun-Times:

The Chicago Tribune reports that the most traffic for NATO dignitaries will be between McCormick place and downtown hotels in the Loop, River North and the Gold Coast.

Fifty heads of state will attend, with delegates, and will be moving multiple times each day.

FOX Chicago News viewers called in, describing men with automatic weapons, hanging out of helicopters.

The city’s Office of Emergency Management and Communications on Monday announced that Chicago is the site of a military training exercise this week involving personnel and at least three helicopters.

But the bland press release from City Hall did nothing to prepare folks for the jarring scene that unfolded Monday evening.

“It was frightening,” Jessica Hill said. “I was definitely alarmed.”
