Sibel Edmonds' new book, "Classified Woman," is like an FBI file on the FBI, only without the incompetence.

The experiences she recounts resemble K.'s trip to the castle, as told by Franz Kafka, only without the pleasantness and humanity.

I've read a million reviews of nonfiction books about our government that referred to them as "page-turners" and "gripping dramas," but I had never read a book that actually fit that description until now.

The F.B.I., the Justice Department, the White House, the Congress, the courts, the media, and the nonprofit industrial complex put Sibel Edmonds through hell.  This book is her triumph over it all, and part of her contribution toward fixing the problems she uncovered and lived through.

Edmonds took a job as a translator at the FBI shortly after 9-11.  She considered it her duty.  Her goal was to prevent any more terrorist attacks.  That's where her thinking was at the time, although it has now changed dramatically.  It's rarely the people who sign up for a paycheck and healthcare who end up resisting or blowing a whistle.

Edmonds found at the FBI translation unit almost entirely two types of people. The first group was corrupt sociopaths, foreign spies, cheats and schemers indifferent to or working against U.S. national security.  The second group was fearful bureaucrats unwilling to make waves.  The ordinary competent person with good intentions who risks their job to "say something if you see something" is the rarest commodity.  Hence the elite category that Edmonds found herself almost alone in: whistleblowers.

Reams of documents and audio files from before 9-11 had never been translated.  Many more had never been competently or honestly translated.  One afternoon in October 2001, Edmonds was asked to translate verbatim an audio file from July 2001 that had only been translated in summary form.  She discovered that it contained a discussion of skyscraper construction, and in a section from September 12th a celebration of a successful mission...

Too Much Truth For The Citizens Of Lisbon To Comprehend


SERIOUS BUDGET ISSUES

At last night’s Public Hearing the people of Lisbon were notified the proposed budget will raise taxes approximately 2 mil rate. This equates to approximately $200.00 per $100,000 valuation. This is only the proposed budget as it stands as of May 8th, 2012. The town and school are still working to improve their budgets. It is amazing how easily our town council can be manipulated by the town manager and Brooks.

Several months ago, I asked a County Commissioner what services Lisbon receives for the $574,197.52 taxpayers pay in County Tax. The following is a listing of services provided:

Register of Deeds
Register of Probate
Emergency Management
District Attorney   
County Corrections  
Court house building operations
911 Call answering

All other towns but Lewiston, Auburn, Poland and Lisbon also receive dispatching services. Lewiston-Auburn owns a 911 center that dispatches Lewiston and Auburn fire and police departments as well as Poland’s fire and rescue department.

Lisbon taxpayers are paying approximately $500,000 of additional tax dollars to operate the Lisbon Communications Center. The town could save $500,000 tax dollars by taking advantage of the County services being provided already. 

Brooks duped his bought town council into keeping the Lisbon Communications center operational instead of saving the tax payers approximately half million dollars.
In other words, we are paying for services we are not receiving; why is that?

By utilizing County services, which we are already paying for, Lisbon could reduce its operational cost and eliminate the need to raise taxes this year. It is baffling why the taxpayers of Lisbon are forced to pay twice for the same service when it could be provided by the County and paid only once. Right now Lisbon's Communications Center is not even a 911 Call Answering Center; Lewiston/Auburn is the 911 Call Answering Center for Androscoggin County. As it stands right now, Lewiston/Auburn 911 calls the Lisbon Communications Center to dispatch Police, Fire and Rescue in a 911 situation. So again, the question remains why we are spending approximately $500,000 dollars of taxpayers’ funds to operate a communications center when it is part of the services offered by the County and incorporated in our County Tax?

CORRUPTION CONTINUES IN LISBON

Last night the town council held a Public Hearing on the municipal and school budgets. This meeting was first announced on April 30th in the Sun Journal and was never announced in the Brunswick Times Record according to the respective papers. This is a direct violation of our town Charter, Section 6.04 – Council Action on Budget, (a) Notice and Hearing, 2 The time and place (not less than two weeks after the first such publication) of a public hearing on the proposed budgets.

Since the first announcement, only 9 days had past. When this information was presented to the council Chairman Larochelle, he ignored it and moved on with the public hearing. Apparently, this council has absolutely no interest in complying with OUR Town Charter. The citizens’ desires are meaningless to this council.

It is the town manager’s responsibility to ensure the provisions of OUR town Charter are upheld. This is another violation of the town charter by the town manager. How long do the people of Lisbon have to put up with his incompetentness? Councilor Mason states she was disappointed there were not more people there but when you announce the public hearing in one newspaper and then NOT allow the 14 days to pass prior to the meeting; What would you expect?

There was not sufficient time for the message to get out to all the citizens. However, this is just another prime example of Eldridge not following OUR Charter and the town council being manipulated. They say, "ignorance is bliss, 'tis folly to be wise"!!!
 The actual wording comes from Thomas Gray's poem, "Ode on a Distant Prospect of Eton College" (1742): "Where ignorance is bliss, 'tis folly to be wise."

One of the more important questions asked was if the people were going to have an opportunity to vote on this year’s budget and the answer was “NO”. Chairman Larochelle stated this has to be changed in several parts of our Charter. Supposedly, it is in the hands of the town lawyer whose objective is to water this proposal down so the people of Lisbon will not have the opportunity to vote “by department” on the municipal budget. Remember last November when over 2,000 citizens of Lisbon stated they wanted to vote on the municipal budget by departments. Brooks cannot stand to allow this to happen because his budget is the most expensive.





At the last Town Council meeting, I pointed out to the town council I was not receiving correct information from the management of the town. I had asked for the general fund balance to determine if the town has the correct amount in the Undesignated Fund (emergency fund) which is mandated by our Charter. The town is required to maintain 12.5% of the total municipal and school general fund. I continued to receive different numbers every time I asked.  

So I asked the State of Maine Tax Division for the correct number and guess what; the town is SHORT approximately $7,271.50 in this account. Again, this is a violation of OUR town Charter. When Eldridge took over as the town manager there was over 3 million ($3,000,000) dollars in this account. Where has our tax dollars gone? We need a forensic audit.

How many more of OUR Town's Charters are we going to allow Eldridge to VIOLATE? 

When is the town council going to get the message Eldridge’s word cannot be trusted? 

I cannot believe how easy it is to manipulate this council.









Vote three of them out in November and let’s try and get some individuals who are not as easy to manipulate!!!!!!!!!!

Forcing the elderly and low income residents of Lisbon to pay for 26 Police employees many making $40 - $45,000 dollars a year is morally offensive and despicable.

As Congressional representatives overwhelming approved the  Federal Restricted Buildings and Grounds Improvement Act in February of this year, few Americans were paying attention. When President Obama signed the Act into law, he did so in secret, without any of the fanfare that came with his signing of universal health care two years prior – and for good reason. This is one of those laws the government doesn’t want you to know exists until it’s too late to do anything about it.

For many, awareness of the existence of the new law will only become apparent when they are arrested and charged under new Federal trespassing guidelines as they attempt to protest, display signs or disrupt any person or event of national significance. An event of national significance is any activity where Secret Service agents are responsible for security. With several thousand agents in the field at any given time, events involving the President, Congressional members, staff or individuals running for Federal office are all fair game.

Simply standing with a bullhorn, holding up a sign, promoting  a contentious message or even being on the grounds of a Secret Service secured event will now make it possible for the government to detain, arrest and charge those involved in these “disruptions” (even if you just happen to be passing through) with a felonious criminal act.

Op-Ed: A novel idea for the Maine legislature

This week, the Maine legislature will reconvene to consider another supplemental budget. As the Appropriations Committee joins hands once again, we at The Maine Wire have one simple suggestion to avoid the chaos that has surrounded previous budgets: go talk to the Governor’s office before you pass this one.

The Republican leadership in Augusta has put a premium on getting along with opposition Democrats, especially through the budget process.  Some powerful GOP legislators seem to believe that forming consensus with the opposing party is more important than maintaining clarity of mission with the Governor.

Last week, two Republicans on the Appropriations Committee, Sen. Roger Katz and Rep. Pat Flood, wrote a scathing op-ed, lashing out at Governor LePage for using the term “corrupt” to describe the mid-level bureaucracy in our state government. The governor’s strong language apparently gave the two liberal Republicans the vapors. Nevertheless they found the strength to pen the angry op-ed, likely after they were revived with smelling salts.

Katz and Flood further the stereotype of the pandering, value-free politician that follows the prevailing wind of public sentiment, even if it means turning against one’s own party. Defenders of this center-worship would argue that political pragmatism makes it the smart move. The problem is, voters see through this. Constituents don’t elect leaders to obey a perfect center-line when it comes to tax policy and state government issues. Voters send people to Augusta to fix problems, not make friends.

Maine’s problems can’t be fixed if the legislature continues to follow the errant path that got us to this point. That errant path was paved by the people GOP leadership seem hell-bent on compromising with: Democrats like John Martin, Peggy Rotundo, and other big-government, welfare-state liberals that would take every penny out of the taxpayers’ pockets if left unopposed. Since Republicans gained control of the legislature, our budgets have been disproportionately impacted by these types, and the change needed to get Maine on track has been delayed.

This time around, the GOP majority should look in a different direction for guidance on the budget. Governor LePage and his staff have consistently led the charge to fix the decades-old problems hurting our businesses, our families, and our kids. Instead of worrying about what the opposition might think, GOP leadership needs to look to Governor LePage and make sure the budget reflects his agenda, before forcing another veto standoff. Rather than passing a compromised budget based on capitulation to the worst players in state government, they should fashion a budget they are certain their governor will sign.

This budget exercise may well be the last one controlled by the GOP. Republicans face a tough election this fall, and many are betting on a Democrat takeover of at least one House of the legislature. GOP leadership has the opportunity to forestall their eviction by sticking to the principles that got them elected. These principles won’t be embraced by their liberal colleagues, but the GOP needs to show some spine to ensure Maine voters they were serious when they said they’d get this state back on track.

TOWN OF LISBON NOTICE OF PUBLIC HEARING 

The Lisbon Town Council will hold a public hearing for public comments and questions on Tuesday, May 8, 2012 at 7:00PM at the Lisbon Community School Cafeteria on 33 Mill Street. The proposed budget summary by department will be available at the Town Office or on–line at www.lisbonme.org.

Draft Proposal, the Town Budget, as proposed by the Town Manager:

Total Expenditures: $7,329,739 a 5.71% Increase from 2011–2012.

Total Revenue: $2,883,950 a 3% increase from 2011–2012.

This is the Town Council starting point on the 2012–2013 fiscal year budget

In Summary, the School Budget, as proposed by the Superintendent of Schools and the School Committee:

Total Expenditures: $14,167,504 a 3% increase from 2011–2012.

Total State Subsidy: $8,270,938 a 2.6% increase from 2011–2012.

Total Local Funding: $5,471,099 a 3.6 increase from 2011–2012.

These proposed budgets will increase the municipal tax rate. 
The Town Council and School Committee will consider public comments and questions in reviewing the budgets at a public meeting on May 8; meeting includes the Budget Advisory Board. Citizens are encouraged to attend the hearing and ask questions or provide advice.

What is the future of Maine’s newspapers?

With excessive debt, declining revenue and shrinking circulation plaguing daily newspapers around the country, what exactly is the future of Maine’s newspapers?


That was the question posed to panelists on Monday, May 7 during a two-hour discussion sponsored by Vox Global, the Maine State Chamber of Commerce and the Maine Press Association at the Holiday Inn by the Bay.


Panelists included Tom Bell, Portland Press Herald reporter and president of the Portland Newspaper Guild; Terry Carlisle, general manager of the Ellsworth American; Tony Ronzio, new media director for the Sun Media Group; Todd Benoit, director of news at the Bangor Daily News; and Bill Kuykendall, senior lecturer in new media and cooperating professor of communication and journalism at the University of Maine.


Mike Cuzzi, senior vice president and manager of VOX Global’s Portland office, moderated the discussion, which was attended by about 60 audience members. “Will newspapers go the way of the dinosaurs?” Cuzzi asked the panel.


One newspaper represented on the panel does not have to worry—at least for now—about excessive debt, declining revenue and shrinking circulation: the Portland Press Herald.


Hedge-fund billionaire S. Donald Sussman, a major benefactor of Democratic causes in Maine and husband to sitting U.S. Congresswoman Chellie Pingree, recently purchased a 75-percent stake in MaineToday Media, which publishes the Portland Press Herald, Waterville Sentinel and Kennebec Journal.


When Cuzzi asked the panel whether new models of ownership and investment in newspapers would affect the independence of their reporting, Bell reached for his phone. “Let me quickly call Donald and see what he wants to say,” Bell said to laughter, holding his phone to his ear. “No reception on his private jet,” Bell said to more laughter as he put his phone away.


Bell said that while Sussman is politically active, he did not buy MaineToday Media for political reasons. “This is about saving jobs,” Bell said. Of the 400 employees in the company, only eight or so are involved with politics, he said.


Sussman does not want to influence coverage, according to Bell. “He does not want anything to do with editorials,” Bell said. “Since he bought the paper, he has shown that he will have absolutely no influence in the newsroom.”


While other daily newspapers in other parts of the country are facing excessive debt and shrinking revenue, Bell said the outlook for Maine’s papers is more hopeful. Other newspaper groups are often multi-state organizations that are publically traded, must answer to stockholders and have high levels of debt.


But MaineToday Media has already hired four reporters and plans to hire four more, Bell said, doubling the size of the reporting staff. Other newspapers might have to decide whether to hire reporters as a way to improve their news product, which could increase circulation and attract advertisers. But Bell said the “reason we’re hiring new reporters is not to make money.”


Referring to Sussman, Bell said “our new owner believes that democracy is being born in a vibrant and healthy newsroom. It’s what makes our company worth saving.”


Despite the image of newspapers failing around the country, Bell said that he has never seen Maine’s newspaper environment as competitive as it is today. He said Portland Press Herald staff regularly reads the Bangor Daily News and Sun Journal, and “we are now at a point where we can try to poach their reporters.”


One member of the audience asked Bell if MaineToday Media would work to balance the liberal slant of the paper or if the eight new reporters would simply continue to hammer out more of the company’s liberal ideology.


“Our job is to get balanced news,” Bell said. “That is our bread and butter, and we’re not going to give it up.”


Despite Sussman’s claims that he will stay out of the newsroom, Bell said that the billionaire is very interested in the business side of the media group and has been bringing in consultants from around the country for advice. “We need a financial wizard on our side,” he said.


Terry Carlisle of the Ellsworth American said her company publishes two weeklies, prints several more and has an online news site. She said weeklies are faring very well, even though revenue is flat, because they are often locally owned and have lower levels of debt. “Flat is the new up,” she said to laughter.


Since her company has no debt, Carlisle said the papers would definitely be here in 10 or 15 years. “If you don’t have any debt, and you have a good businessperson who owns the paper, you can publish forever in print,” she said. “The owners will be local, and they will be nimble and quick. Whatever model will be here in 10 to 15 years, we’ll be doing it.”


Tony Ronzio of Sun Media Group said that newspapers either have a local owner or an absentee owner, who often resides in another state. Absentee owners often read newspapers as “spreadsheets rather than broadsheets.” In the end, having a local owner is a better situation, Ronzio said.


The panel grappled with numerous questions about using “new media” technology to deliver their news product, including websites, iPad and mobile phone apps, videos, live streaming of events, readers’ comments and social media, such as Twitter and Facebook. Most of the panel discussion centered on the technology that will be used to deliver the newspapers’ content, rather than improving the quality of the actual content.


Todd Benoit of the Bangor Daily News said the biggest change from moving from print to online news is the process. He said it is important to be first to report the news, but the quality of the news must remain high. “It’s not enough just to be first,” he said. “The skill is only putting up what you know.”


When Senator Olympia Snowe announced her retirement, Benoit said the Portland Press Herald beat the Bangor Daily News with the news stories. But he said that two of the BDN’s bloggers, Amy Fried, a professor of political science, and Matt Gagnon, a Republican strategist, were providing their expertise online about the story.


Ronzio said scoops are measured in seconds these days. And within the new news ecosystem, “everybody can have their say,” he said. The organizations that are honest brokers of information, that maintain their credibility and that earn a reputation for being trustworthy will succeed. “It makes our historical role in society even more important,” he said.


Having news posted online as soon as possible allows the readers to contribute to the process, Benoit said. In one story about a propane-tank explosion, some readers asked what kind of valves were on the tanks. Benoit said the reporter probably would not have known to ask whether the valves played a part in the explosion.


Panelists were asked how to “monetize” social media involvement, such as capitalizing on readers’ comments or links to Facebook. “Why are we there?” Benoit asked about social media. “Because that’s where the readers are. We will go where the readers are.”


He said Facebook offers a valuable audience of 30-something women with decent incomes. With that knowledge, he said the paper could offer a certain online audience to certain advertisers.
Ronzio said that the local newspaper has traditionally been the most effective way to reach the local audience, but that has been eroding since 2005. Online news sites have taken readers from local dailies, and sites like Craigslist have taken classified-ad revenue from newspapers.


“We’re competing with Google and Facebook and daily-deal sites for advertising,” he said. And the newspapers are not going to get ad revenue from Walmart or Target, he noted.


But as advertising revenue migrates online, Ronzio said there is still “no better bang for your buck” for local advertisers than the local newspaper that has served the community for 100 years.


Getting readers to pay for online content is another challenge. Benoit said that the BDN has not yet found a successful model to do that. He noted that the New York Times spent a year and $25 million to find their model. “I don’t think we’ve found ours yet,” he said.


Bell said that going to a paid online model is like a game of chicken: which of Maine’s three biggest dailies will go first?


Given that young people are “digital natives” who are more interested in social media, Cuzzi asked the panel where newspapers would find good reporters in the coming years.


Bill Kuykendall, professor of communication and journalism at UMaine, said that newspapers need to send more journalists into the classroom to teach students about the principles, ethics and techniques of news gathering and reporting. College students today are highly advanced with social media and digital platforms, but they need someone to teach them the fundamentals of journalism.

Saturday night at the dinner held after the first day, Mitt Romney's brother spoke, asking for "unity" in the party. However the following day it was reported that Mitt Romney had sent their top lawyer to Maine to get the results of the Maine GOP convention thrown out. So much for unity.

The report mentions that Charlie Webster, current head of the Maine GOP complained about the vote. Many of the Paul people are upset with Charlie for the way he ran the caucuses and the way he has belittled the Paul supporters. However...

Following the convention Sunday night, he met with the delegates to the RNC, (including me, as I was elected as an alternate) and said that he knew that there would be a challenge to the Maine delegation (of which he is a member) but that "didn't have anything to do with me," and that he would "fight for this group," and we should just move forward and prepare to go to Tampa. He was very nice, and even seemed cheerful, and he and Linda Bean (of LL Bean) who is a part of the delegation, exchanged hugs and said they had been friends for decades. So we will see what happens.

A leaked U.S. Army document prepared for the Department of Defense contains shocking plans for “political activists” to be pacified by “PSYOP officers” into developing an “appreciation of U.S. policies” while detained in prison camps inside the United States.

The document, entitled FM 3-39.40 Internment and Resettlement Operations (PDF) was originally released on a restricted basis to the DoD in February 2010, but has now been leaked online.

The manual outlines policies for processing detainees into internment camps both globally and inside the United States. International agencies like the UN and the Red Cross are named as partners in addition to domestic federal agencies including the Department of Homeland Security and FEMA.

The document makes it clear that the policies apply “within U.S. territory” and involve, “DOD support to U.S. civil authorities for domestic emergencies, and for designated law enforcement and other activities,” including “man-made disasters, accidents, terrorist attacks and incidents in the U.S. and its territories.”

The manual states, “These operations may be performed as domestic civil support operations,” and adds that “The authority to approve resettlement such operations within U.S. territories,” would require a “special exception” to The Posse Comitatus Act, which can be obtained via “the President invoking his executive authority.” The document also makes reference to identifying detainees using their “social security number.”

Economic Brief: Mainers Flee to States with No Personal Income Tax

In fiscal year (FY) 2009, Maine had the 6th highest tax burden, as a percent of private sector personal income, in the country. The single largest source of Maine’s tax burden comes from the personal income tax which, in FY 2010, constituted 37.3 percent of all state revenue. This large share is driven directly by the top marginal tax rate of 8.5 percent which is the 7th highest in the country.

Of course, this large personal income tax burden comes at an economic price which manifests itself, in part, through the out-migration of people and income to greener pastures. This study examines Maine’s net migration to states without a personal income tax from 1995 (the first year of available data) to 2009 (the latest year of available data) based on data from the Internal Revenue Service.

Analysis of this migration data shows that Maine has lost people and their income to the nine states that have no personal income tax for nearly every year in this time-period. Cumulatively, as shown in Table 1, Maine has lost 11,486 people and $661,274,000 in income. The lost income is a conservative estimate because it does not account for the compounding of in-come over time and the multipliers of the income as it ripples through the economy.

Additionally, this lost income has consequences for Maine’s state and local governments through reduced tax receipts. Table 1 shows that Maine’s state and local governments have, conservatively, lost $87,004,000 over this time-period.

The first step in the long road back to economic recovery is to give these out-migrants a reason to stay or return home. This evidence strongly suggests that eliminating the personal income tax would help level-the-playing-field and give Maine a fighting chance to convince residents to stay put. It would also help Maine’s small businesses and create new jobs.

Voting with Their Feet 

Chart 1 and Table 1 shows how much income, as measured by taxpayer’s Adjusted Gross Income, that Maine has lost between 1995 to 2009 to states with no personal income tax. On average, every year $44,085,000 in income leaves the state to never re-turn. Chart 1 shows that not only would Maine’s net in-migration of income be higher than it was for nearly every year over this time-period, but that the last two years of net income losses would have remained positive.



Chart 2 and Table 1 shows how many people, as measured by taxpayer’s claimed exemptions, that Maine has lost between 1995 to 2009 to states with no personal income tax. On aver-age, 776 people leave the state to never return. Chart 1 shows that Maine’s net in-migration would have been higher than it was for nearly every year over this time-period.



As a result of this out-migration of people and their income, Maine’s state and local governments have also suffered through reduced tax receipts. Table 1 shows that Maine’s state and local governments have, conservatively, lost $87,004,000 in income taxes, sales taxes, property taxes, etc. over this time-period.



Keep in mind that all of the income and tax loss estimates are based on the net out-flow of income in only the year of migration. However, this income is lost forever which means the compounded losses are significantly larger—$1 lost 15 years ago is worth $15 compounded in every year. Also, these income and tax loss estimates do factor in the lost multipliers this money would have had on Maine’s economy as it ripples through the economy—$1 spent may eventually become $3 or $4 in total economic activity. As such, these are very conservative estimates.

Conclusion 

Opponents of eliminating Maine’s personal income tax will, quite predictably, lament the loss of state tax revenue. However, this analysis clearly shows that the loss revenue is significantly lower than commonly assumed. The economic benefits of stemming, or even reversing, the out-flow of people and their income to states with no personal income tax would be a boon to the economy.

On a static basis, eliminating Maine’s personal income tax, in FY 2010, would cost the state approximately $1.3 billion. On a dynamic basis, which would factor in things like reversing out-migration and the creation of new businesses and jobs, the loss in state revenue would be significantly lower. This study only highlights the economic benefits of stemming Maine’s out-migration to states with no personal income tax.

In the near future, a more comprehensive dynamic tax analysis will be performed to get a fuller accounting of the positive bene-fits of eliminating Maine’s personal income tax on taxpayers, the economy, and state and local government. Stay tuned.
