P. W. Sugg Boys Soccer Results (09/28/10)
P.W. Sugg's boys fought valiantly as they battled Hall-Dale in a home
game that ended with the visitors victorious 0-3. The game, though a
defeat that pushes the Greyhounds' record to 0 - 3 it was significant
in that their defense was strikingly more effective than in the prior
two games. Defenders like Fullback Jacob Mulderig were stopping attack
after attack coming from their opponents on the rain soaked field.
Goalie Jordan Cole also displayed great improvement making excellent
saves. The Greyhounds will have one day to prepare for their next game
as they face St. Mike's for another home game this Thursday.

Local government fraud
As American as apple pie
This is only one particularly extreme example, but this kind of fraud and theft takes place in practically every village, town, country, city and state in the US. The only reason this case became a criminal matter - the ONLY reason - was the Los Angeles Times chose to write a feature story about it. Otherwise it would have continued without end. Citizens were aware of the level of fraud, but just as they fail to do in practically every corner of the country, they failed to organize themselves into a force and fight it. The local news media? They claimed they "lacked the resources" to cover the story properly. If you want to be a criminal in the US, get involved in local government. It's the clearest, easiest, low risk path.

Independent For Governor Elect Kevin Scott
www.mainesbestchoice.com
Read Kevin's Plan To Bring JOBS back to Maine.
Action plan to bring JOBS to Maine - immediately
- First – convert some State employees involved in “economic development” to a commission driven compensation structure. If you want to see jobs come to Maine start compensating people based on how many jobs they attract. Period.
- Commission driven success is a basic tool in private business. We need some common sense in our efforts to improve Maine. Corporations have some ideas to contribute to government; this is one idea we will embrace.
- Every time we work on attracting a business to Maine – and do not succeed – we will know from that process where we fell short as a State and use this information, actual company feedback, to improve our position to win in the next round.
- Each time we work with a business to come to Maine with JOBS and that business goes to Alabama or New Hampshire or Tennessee we will be able to create a checklist of what things about Maine that company did not like – where we lost to the competition.
- Likewise, every time we succeed in attracting a business and JOBS to Maine we can build on that knowledge for more success.

New Health Insurance Rules Are Now In Effect
Expanded health insurance rules take effect nationwide
By Meg Haskell
BDN Staff
ORONO, Maine — From now on, young adults are covered by their parents’ health policies up until their 26th birthday. Children with pre-existing health conditions cannot be denied insurance. And coverage for preventive screenings such as mammogram and colonoscopy must be covered at 100 percent, without being subject to out-of-pocket co-payment or deductible requirements.
Thursday marked a milestone in national health reform, with several consumer protection provisions taking effect. Champions of the Obama administration’s Affordable Care Act gathered at the University of Maine to highlight the new provisions.
Tim McGuire, a recent graduate of Husson University and a member of the Maine People’s Alliance advocacy organization, said he is relieved to be able to retain his health care coverage through his parents’ policy.

The Lisbon Reporter
I have noticed a number of comments about the Lisbon reporter being biased toward
one side or the other, I agree. HOWEVER I have pointed this out before, I feel it
bears repeating. The Lisbon Reporter is NOT a new paper and does not report the
news in the traditional sense. It is a blog made up of the OPINIONS of those people
who wish to post their views. This is NOT a news venue it is a webpage where
information is available for the residents of Lisbon (and anyone else who cares to
read it). To the best of my knowledge the editor of the Lisbon Reporter does not edit any
letters/emails sent in for posting. Items are posts as received, right or wrong. The
editor may post his own views on occasion, however I have never known of a view
not being added to the site. Please correct me if I am wrong, if you see something
that is obviously incorrect posted then send in a correction. I urge EVERYONE to post relevant news and if you feel the need opinions on the
Town of Lisbon. I would think the Town manager and Council could take advantage
of this as another option for providing information to the residents. If you don't like the bias then PLEASE take the time to provide your view of the other
side. Gregg Garrison

P. W. Sugg Boys Soccer Results
The Sugg Greyhounds took their second loss with admirable optimism as Maranacook dealt a solid 2-12 defeat on Lisbon's home field. The visiting team managed to keep control of the ball for most of the game enabling countless shots at Greyhound Goalie Jordan Cole who made numerous excellent saves. The Greyhounds were able to make several strong attacks with tenacious players like rookie forward Kyle Welsh whose speed and endurance are among Lisbon's finest. It was Nick Huston's foot that put the ball in the opponent's net twice, first on a break-away and soon after on a penalty kick. Lisbon will look for their first win as they go to Hall Dale Tuesday.

Must Have Been Too Tuff Of A Meeting For That UP RIVER Paper
"Assessment gaffe sends Lisbon taxpayers into a tizzy
By Darcie Moore, Times Record Staff
Published:LISBON — Residents enraged by property tax bills that increased approximately 10 percent filled Lisbon’s Town Council chambers and spilled into the hallway Tuesday night as town councilors discussed how to deal with the problem.
Wednesday, September 22, 2010 2:19 PM EDT
Acknowledging that town officials still have many questions to answer, councilors voted unanimously (7-0) to eliminate any tax interest or penalties on property tax bills for the current fiscal year.
Town Manager Steve Eldridge also informed those in attendance that assessor Pat Dow was fired Monday.
Residential and business property tax bills spiked because town staff apparently overassessed the value of the Dingley Press property by a significant margin. To compensate for that error, municipal staff increased the tax bills for other town properties.
Residents, business owners and some town councilors — who railed against the tax bill increases during meetings Friday and Tuesday — criticized Eldridge and municipal staff for failing to provide adequate notification of the Dingley Press assessment error and the resulting spike in tax bills for other properties in town."

What The Town Needs To Do Now
It was encouraging last night to see another packed meeting, although I did not attend last Friday's sudden emergency meeting, I still hear it was still much bigger. So numbers dwindled. Councilor Cote made a good point about this sort of issue when he pointed out participation is generally low and people only show up when there is a slip, and it is generally too late to turn back. This was essentially what School Committee Chairwoman Prudence Grant had told a packed meeting, mostly of angry students, last Spring when major personnel cuts were made in our school system, mainly to the high school. So are we seeing a trend here? Sure we are. And it's time for all of us to step up. If we show up for one or two meetings a year, then we give Eldridge and whoever else is involved with this disaster, consent through our silence. It's not difficult to shrug off citizens once a year if it means keeping corruption alive. Has anyone asked what could happen for our town if we would keep the heat on? I remember being uplifted when I heard a parent speak at last Spring's School Committee meeting on the cuts, when she said that we can't stand down and we can't stop now. If we're upset, we need to keep at it. Attend the meetings, contact our representative to the Legislature. I approached her on my way out that evening and thanked her for making that point, but issued my one concern. My concern was that this would burnout. Students wouldn't remain interested, parents won't return, and the School Committee is left to do what it pleases with little resistance. Proof of this? Another thing I gathered from these meetings is the School Committee's push to remove early graduation, the ability of students to graduate early if they have earned all of their credits before the conclusion of their senior year. This is something that Lisbon High School's principal Ken Healy resisted. But who else was there to stand up with him? Surely many students would be upset by this, those who I have spoken with and those these people have spread it to, severely disliked the idea. But they didn't attend the meetings and still haven't. What good is idle discontent doing us? My point is this: We can complain about government. It is no secret that the Federal Government is drowning present and future generations in more debt that most people can stomach, as we put history to shame with our recklessness. The State Government is a tax-happy machine that carelessly spends on many failing programs. And now our Town Government is driving up taxes because of their screw up by their guy, instead of cutting corners and certain overpaid individuals taking a pay cut to help soften the blow (especially one who doesn't pay our taxes here in town because he doesn't live here). But what are we doing about it? Will any of you who were there last night or Friday night be there in two weeks at the next Town Council meeting? Or the one after that? Whether or not our Town Council is capable of standing up for its citizens and investigating Steve Eldridge and this mess we have now thoroughly enough, remains to be seen. But I for one, would assume not wait. Lisbon is and has been in a financial crisis going unnoticed for some time now. I saw it last Spring with the school, I see it now. And it's not just Lisbon's fault. As it was pointed out last night, a lot of it goes back to Augusta. And it goes back to a point myself and a few others have made, that we must not stop now. Augusta keeps cutting money, Augusta pays far below the amount of each school budget as required by law, yet they keep driving up taxes. Why? Where is all of this money going? I have had people tell me the money isn't there. The money is there. Augusta is just corrupt, just as I fear Lisbon is becoming. It's time to take back our State. It's time to take back our town. So what do we need to do now? Keep up the pressure. Swing by the Town Hall, pick up a Town Report and look at just how much we are really spending. It will make you uneasy. But it will make you think. Think about ways we can combine and consolidate to increase efficiency and save money. You are all right, we are being overtaxed and this isn't just. But the Town Council and Steve Eldridge aren't going to make cuts that they don't have to make. It's our job to keep the heat on. It's our job to come together as a town and see what we can do, what we can push them to do. After all, we did elect these councilors and those councilors gave us Eldridge. They work for us. Or at least they're supposed to. It's about time we make that happen. Another very concerned citizen, Chris Dixon

In response to Clyde Cavenders mail
In response to Clyde Cavenders mail. He mentions that The Lisbon Reporter is bias. Yes it is. For the TRUTH.
In that respect, I honestly believe the Lisbon Reporter is doing an excellent
job as a WATCHDOG for the Town of Lisbon.
It has been mentioned that Mr. Cote's remark of not paying our real
estate taxes was not such a good idea or in bad taste. I beg to differ. It
sure stirred the pot to bring some of the shenanigans to light. Kudo's to you,
Mr Cote.
Now. I myself am leaning to go back to our old
townmeeting type of government. Maybe the turnout was small but sure is better
than half a dozen people now making decisions. And if an article came up that
anyone was for or against, all one had to do is round up the people for the
cause they wished to pass, and urge them to attend the meeting.
BUT. One
stipulation.
Secret ballot on the budget. For a show of hands, there was too
much intimidation from our Lisbon's Finest, whom attended in
droves.
To wrap this up, I really enjoy the letters the Post receives.
Rather I agree or not, is immaterial. Most are informational and well put
together. Gives some of us reasons to respond. THE DEMOCRATIC
WAY!!
Keep up the excellent reporting, Mr Comber.

Another Citizen Filled Town Council Meeting For Lisbon
Lisbon tax trouble, assessor fired
After a heated debate over a double digit increase in property taxes in Lisbon, the town assessor has been fired.
The town says it is now looking into any possible errors that could have increased taxes - while tax payers look for answers.
Frustration was high again in Lisbon.
The council told dozens of angry townspeople it is illegal to change the budget, at this point, in order to change taxes.
It did however vote to eliminate any interest or penalties they pay on their taxes.
Read and Watch more here-->>
Perhaps the most significant vote in Lisbon's history occurred. And that was a unanimous vote to suspend penalties and interest for NOT PAYING YOUR TAXES. Councilor Cote made the motion, based on the issues of topic. Thank you Mr. Cote, YOU ARE the ONLY Councilor that GETS IT.
Assessor Dow is fired and a new one already hired. ???
{Sniff, Sniff, Sniff}
Hound Dog says, HANG ON!
Another poll was taken regarding the Town Budget. Mr. Cote also asked the packed, standing in the hallway crowd, "if they would like to vote on the town budget as they do with the school budget". A Unanimous show of hands from Everyone went in the air clearly indicating to other councilors that YES, they do.
But then Councilor "re-elect-me" Mason says, "well there you go, you know how to do it, papers have to taken out and a petition has to be done by the people"... NO IT DOES NOT.
The Town Councilors can do this by a vote and a change to the wording in the charter. This has been suggested many times previous to this gathering all to fall on deaf councilor ears. (for those interested, check the archives here on The Lisbon Reporter)
Funny thing is the councilors didn't have a hard time making changes to the Lisbon Charter that allowed Mike Bowie to again and again be able to chair the meetings. And what about all the other changes that have occurred recently.
No Councilor Mason you unfortunately DON"T GET IT.
The word RECALL permeated the chatter amongst residents again last night. And for good reason that will be explained. Recalls are based on the number of voters during the last election for Governor. IF a recall is not done before the November elections this year, the numbers for the petitions signatures that need to be gathered will likely change and based upon current issues will be significantly greater.
Any stalling at this point will just put a damper on the process and likely result in too high of a hurdle to get over. Not saying it can't be done, but why wait.

P. W. Sugg Boys Soccer Results (09/21/10)
The PW Sugg Greyhounds kept their spirits up as they suffered a 0-10 loss against the finest of Gardner's Middle School in both teams' season openers on the victors home field. Gardner's physical size and aggressiveness dominated the game and prevented Lisbon from making many serious attacks. Still, a valiant attempt was made by the Lisbon offense with the tireless efforts of players such as Austin Bedford and Nick Huston. Lisbon will next host Maranacook on Thursday for their first home game.

Another concerned citizen....
I haven't lived in this town my entire life but I do intend to stay here
and raise my family as I consider this my home now. I did attend the town
council meeting tonight as I also attend Friday nights "Emergency Meeting".
At first I was as appalled and infuriated just like everyone else. I went
to hear about why this happened and what we can do about it. All I got
was, not much. Maybe I missed something but thats what it seemed like.
In good faith I went tonight to learn more. Since some of the dust settled
and the raw emotion has decipated, calmer heads started to prevail. I did
hear some good things from citizens and board members. Mr. Crafts'
reminder to everyone that they are tax payers just like the rest of us, rumors
are just that, rumors and should always be taken with a grain of salt. If you
hear a rumor and want to believe it then you need to ask the questions and
make it fact before you feed the fire.
Mr. Bowie I think did as good a job as could be done to keep people on the
task at hand and the subject of the moment. The thing he said that really
caught my attention was that we can't change anything UNLESS there is an
error in the calculation. I'm sure that is the problem. I understand it takes
money to make the town work and I really don't have a problem with taxes
going up REASONABLY & EQUALLY. I personally know people whose
taxes went up $400, $50. Mine went up over $500 and I also know someone
who's taxes went down over $400. Mr. Sampson made a great point which
proves the math is wrong. Not everyones property for factored appropriately.
So it sounds like their might be a reasonable way to correct this. I'm hoping
this isn't just wishful thinking.
The last thing I got from the meeting will be something I will take to heart.
Mr. Cote voiced the fact that the "people" of the town need to be more involved.
Go to the meetings, join a committee, be part of the solution and stop pointing
your finger and saying there is a problem. Get up, this town and country will be
what you make it. That's how it was built and it has gotten weaker because
poeple started getting lazy and expecting other people to "work for them",
instead of the many working together to shoulder the burdon, the few have
remaind and the load has not gotten any lighter. Everyone wants equity, except
in the work load, that just doesn't seem right to me.
I would like to thank the council members for all their hard work. I'm sure they
don't get enough of it but they earn it. I wouldn't want the job, you get to make
deicisons for people who can't even show up and tell you what they want until it's
to late so you have to use you judgement and then get yelled at and called names
the whole time and you're in the same boat as they are. Again I say, THANK YOU!!! Tony Quatrano

report something accurately, then this email and website is bias against anyone
who does not agree with them. If you the Lisbon Reporter are to keep the
public informed you need to check your facts before printing them. If you
had verified the statement that supposedly Jerry Samson had said, I believe it
was totally different. Also you one have checked the MMA has nothing to do
with the Assessor's other than setting up and arrangement for the Assessor's
Annual Conference.
This on-line newsletter is
not very accurate it only prints one side to an issue, remember there is always
two sides to any issue.

would rather both sides of the issue not one that is biased against those in
