Response to a Recent Citizen Letter

RESPONSE TO JUDY AND ANDY RIORDAN

Bill Bauer is NOT the problem with the Town of Lisbon. I have known Mr. Bauer for many years. He is a good and honest man. Has always worked in the best interest of the Town of Lisbon.

If you would read the article just above yours, written by Roger Cote on The Lisbon Reporter, AND attended some Town Council meetings and workshops like I have been doing for several years, or at the least watch them on TV, you might have some idea of some of the problems the Town of Lisbon has been facing for the past several years. Meetings are the first and third Tuesday’s of the month, and are televised on Channel 7 the same week, Thursday evenings at 7 p.m.

Incompetent and unqualified people have been hired for key positions. Case in point, your current tax bill. The person hired to fill the position of tax assessor did not fill out, sign or submit to the State of Maine Bureau of Taxation the required Tax Commitment form. The Town of Lisbon has been collecting taxes illegally. Check it out with Town Manager Eldridge. You may not get a straight answer. One rarely gets one from some town officials.

How to fix Lisbon?

First step: Re-call Town Council chair, Michael Bowie. A request for his re-call has been filed with Town Clerk and petitions are now circulating.  Your signature simply means that in compliance with the Charter for the Town of Lisbon, that a recall vote should occur.  Six citizens of Ward 2, Lisbon Falls, will be circulating the petitions beginning, Friday October 8. The names of the circulators will be posted on The Lisbon Reporter. We will be at the Transfer Station on Saturday and will be knocking on doors this weekend.

Second step is to get the re-call on the November 2, 2010 ballot.  Otherwise, a special vote/election will be needed which is an unnecessary expense.

When Mr. Bowie is removed from the Town Council their House of Cards will collapse.

Then and only then can Lisbon be fixed. Then and only then will we see positive changes in our town.

P. W. Sugg Boys Soccer Results (10/07/10)

PW Sugg's Greyound's record slipped to 1-4 mirroring the 1-4 final  
score in a struggle that favored Monmouth's Mustangs. Both teams came  
prepared for a tough game under drizzling Maine sky with Lisbon firing  
multiple shots on the Monmouth goal. It was the foot of Nick Huston  
aided by fierce offenders like Austin Fournier who found the back of  
the net. The Mustangs played very well making their first goal an  
excellent one lobbed in from outside the 18 and ending the half at  
1-3, Monmouth. The Mustang offense returned from half time with a new  
intensity firing off several difficult shots toward Goalie Eric Kane  
who stopped all but one in his best performance this season. The  
Greyhounds will have a few days to work on tactics until Winthrop  
comes for the next match on Tuesday.

Lisbon DARE vs. NE Patriots Alumni 101010‏

Lisbon Police All-Stars Randy Ridley, Steven Dickinson, Richard St. Amant and Mark Stevens at practice in preparation for the Sunday October 10th game in Lisbon against the New England Patriots alumni players. 

Lisbon - The 2010 Lisbon Police All-Stars Football Team is set to play former New England Patriot players on Sunday, October 10 at 1PM at Lisbon High School. This year’s event features Lisbon Police Officers, and Lisbon teachers and coaches from various Lisbon High School teams. The New England Patriots Team is made up of Harold Shaw, John Williams, Roland James, Ronnie Lippett, Robert Perryman, David Bravaro and Vern Crawford.

The event will begin at 12 PM with a NFL Punt-Pass-Kick Program for Lisbon 3rd and 5th grade football players, run by the Lisbon Recreation Department.  Lisbon 5th and 6th Grade football players will attend a clinic run by some of the Patriot Alumni. The flag football game will begin at 1PM on Thompson Field. At half time the activities will include autographs by your Lisbon Police All-Stars and the Patriots Alumni.  A great half time show will be put on by a combination of Lisbon High School and P.W. Sugg Middle School Cheerleaders.  Some selected 7th and 8th grade P. W. Sugg students will join the two teams in the second half of the game.

All proceeds from the game support the Lisbon DARE Programs and its many offerings throughout the year for children and adults to take advantage of drug free activities. Come and cheer on the local team and have a picture taken with some of New England’s greatest football players. Ticket can still be purchased at the gate. FMI Contact Det. Last night I along with my fellow councilors and constituents sat and listened to our interim Assessor Mr. William Van Tuinen give a lesson in the preparation for tax commitment. Mr. Tuinen did a pretty good job although we did not hear anything too promising; but he has a long way to go, so hopefully something will come of it. 

As I watched  the people in the audience with disgusted looks on their faces it made me sick to my stomach to think that, here we go again.

Why do the people of Lisbon have to tolerate this incompetence? 

Last year's tax bills had to go out twice and now because of incompetence and not having filled out and filed the collectors warrant along with a Certificate of Commitment (this is illegal, it's time for your second tax bill, again this year.
  
The town attorney told me that, if you paid your tax bill, you can ask for a refund and the town will pay you with interest. I won't tell you what I would do but my point is, can you see a pattern here

Is it time that Mr. Incompetence (a.k.a. Eldridge) is asked to follow Rosie just  as she followed him? I hear he wants to go to Fairfield, let's hope and pray he does.
  
I have been told a petition is going to be circulated to recall Mr. Bowie. If you live in district 2 and you're sick of Mr. Bowie and Mr. Incompetence running the show, feel free to sign the petition and lets bring Lisbon back to the people.

Our name's are Judy and Andy Riordan, Center St.  Like others, we received our tax bill and ours went up $450.00  annually.  With no way to earn this amount from any sources, being on Social security, in some way, not for the coming year , but ongoing, since this is a permanent increase, which could increase again in the future. In order to stay in our home, before this increase, we decided in a Reverse Mortgage, which is fine, except when a tax increase like our town's levied,.  The benefits of a Reverse Mortgage are only temporary, since, if you outlive the amount available, you run out of funds, due to taxes and fuel costs. We had our home up for sale but after 40 years in a comfortable home, we couldn't face moving to an Apartment complex, where we would have little activities  to  thrive.  The disgrace about this , is that the Town  just do what they want, no warning, no graduated adjustment.  Here it is folks, love it or live elsewhere.  I never liked "Town Meeting" as a ruling Body but, it could have proven a better way , considering the  people running things now. I will vote against someone like Bill Bauer  and others in ,so called 'minor positions,they  care nothing about the damage their  workers cause.They  don't care, how effective,or[destructive] they are. Pay attention to who you vote in, even Water Dept. or other minor positions

GIRLS SOCCER- OCT 5TH‏

On Tuesday 10/5, Lisbon Sugg middle school girls’ soccer celebrated their first victory, 6x1 against Cony, in an away game. Center backs Kailyn Hill and Taylor Feehan built a wall in the defense, and Goalie Dakota Bisson performed a heroic deed by saving a penalty kick.

Middle fielders fought courageously to stop the other’s team attack, and moved quickly and skillfully to connect the middle field to Lisbon’s attack, including Left midfielder Abby Gamache, Right midfielder Drew Stewart-Staples and Center midfielder Chandler Riordan.

Offensive line played a fantastic game, including Center forward Ashley Conrad, who displayed a combination of great talent and aggressiveness by scoring 5 excellent goals including a direct free kick from 35 yards that went direct to the goal, Right forward Loren Grant, who scored her first goal in this season.

Lisbon Sugg middle school girls’ soccer next game is Thursday, 10/7 at 4:30 pm, an away game against Monmouth.

The Greyhounds of Lisbon's PW Sugg Middle School celebrated their  
first victory as the defeated Cony 5-0 at an away game Tuesday  
afternoon. The team displayed excellent determination as they  
maintained control of the ball with much improved passing over past  
games. The defense enjoyed their first shut out thanks to the  
indomitable spirit of those like Jacob Bussiere and Jake Angelico  
while unrelenting attacks from the Greyhounds kept finding the back of  
the Cony net with Nick Huston, Justin Jouver, and Ryan Mulderig each  
scoring one and Austin Fournier twice for the solid win. The 1 - 3  
Greyhounds will try to repeat their success as they welcome Monmouth  
to a home game Thursday.

Police protection is an oxymoron.

Free citizens must protect themselves.

Police do not protect you from crime, they usually just investigate the crime after it happens and then call someone in to clean up the mess.

Newburgh auditor: Financial warnings unheeded

NEWBURGH, Maine — Blunt warnings that something was amiss in this Penobscot County town’s finances trace as far back as February 2008, when a municipal auditor raised red flags, though town officials from that time insist they never heard those warnings.
Ron Smith, owner of RHR Smith & Co., which has conducted annual audits for the town of Newburgh for the past seven years, said former Deputy Town Clerk and Treasurer Cindy Dunton and former Town Manager Nancy Hatch were told for at least three years running that the town needed to strengthen its financial processes, including comparing monthly bank statements to internal spending records.
Taking that step, according to Smith, would have revealed long ago that money was being stolen from the town.

In this excerpt from Stephen Talbot's "Heartbeat of America" (1993), Christopher Snell explains how GM conspired with oil & tire companies to kill streetcars in cities all across America in order to create an inferior bus system that would guarantee the sale of tires, gas, and bus parts for an eternity.

As Snell explains, "They would go in, buy a street railway system. They'd convert it to General Motors Buses. The General Motors busses would run on Firestone tires. And they'd be fueled by, in the east, Phillips, and in the west, Standard Oil California."

In 1947, according to Snell, the Federal Government charged GM and its partners with criminal conspiracy. The result was that GM was fined $5,000 and its top official was fined a single dollar. Compare this to the over 150 billion dollar project currently in the works of trying to build a railway system for Los Angeles today.

It's a short but good read.  Worth the time.  Worth remembering!

Politicians are the only people in the world who create problems and then campaign against them.
Have you ever wondered, if both the Democrats and the Republicans are against deficits, WHY do we have deficits?

Have you ever wondered, if all the politicians are against inflation and high taxes, WHY do we have inflation and high taxes?
You and I don't propose a federal budget.  The president does. You and I don't have the Constitutional authority to vote on appropriations.  The House of Representatives does.
You and I don't write the tax code, Congress does.
You and I don't set fiscal policy, Congress does.
You and I don't control monetary policy, the Federal Reserve Bank does.
One hundred senators, 435 congressmen, one president, and nine Supreme Court justices equates to 545 human beings out of the 300 million are directly, legally, morally, and individually responsible for the domestic problems that plague this country.
I excluded the members of the Federal Reserve Board because that problem was created by the Congress.  In 1913, Congress delegated its Constitutional duty to provide a sound currency to a federally chartered, but private, central bank.
I excluded all the special interests and lobbyists for a sound reason.  They have no legal authority.  They have no ability to coerce a senator, a congressman, or a president to do one cotton-picking thing.  I don't care if they offer a politician $1 million dollars in cash.  The politician has the power to accept or reject it.  No matter what the lobbyist promises, it is the legislator's responsibility to determine how he votes.
Those 545 human beings spend much of their energy convincing you that what they did is not their fault.  They cooperate in this common con regardless of party.
What separates a politician from a normal human being is an excessive amount of gall.  No normal human being would have the gall of a Speaker, who stood up and criticized the President for creating deficits.... .  The   president can only propose a budget.  He cannot force the Congress to accept it.
The Constitution, which is the supreme law of the land, gives sole responsibility to the House of Representatives for originating and approving appropriations and taxes.  
Who is the speaker of the House?  Nancy Pelosi.  She is the leader of the majority party.  She and fellow House members, not the president, can approve any budget they want.  If the president vetoes it, they can pass it over his veto if they agree to.
It seems inconceivable to me that a nation of 300 million can not replace
545 people who stand convicted -- by present facts -- of incompetence and irresponsibility.  I can't think of a single domestic problem that is not traceable directly to those 545 people.  When you fully grasp the plain truth that 545 people exercise the power of the federal government, then it must follow that what exists is what they want to exist.

If the tax code is unfair, it's because they want it unfair.
If the budget is in the red, it's because they want it in the red ..
If the Army & Marines are in IRAQ , it's because they want them in IRAQ.
If they do not receive social security but are on an elite retirement plan not available to the people, it's because they want it that way.
There are no insoluble government problems.
Do not let these 545 people shift the blame to bureaucrats, whom they hire and whose jobs they can abolish;
to lobbyists, whose gifts and advice they can reject; to regulators, to whom they give the power to regulate and from whom they can take this power.  Above all, do not let them con you into the belief that there exists disembodied mystical forces like "the economy," "inflation," or "politics" that prevent them from doing what they take an oath to do.
Those 545 people, and they alone, are responsible.
They, and they alone, have the power..
They, and they alone, should be held accountable by the people who are their bosses.
Provided the voters have the gumption to manage their own employees...
We should vote all of them out of office and clean up their mess!

Absentee Ballots

Hi. Just want to make a suggestion in regards to absentee ballots. Naturally, of course, this is strictly my opinion. Not trying to sell anything:))
 
First of all, I do not want to be read as insulting anyones intelligence. So, here we go.
 
Some people believe that this type of ballot is only to be used if someone is away election i.e. voting day. Not so. Myself, have been applying for them for at least two weeks before voting. It's so convenient. Do not have to go to the polls, wait in line, or whatever. Just plain "git er done" at my convenience. Personally believe more citizens would be more apt to vote by using this process.
 
But. It is not wise to turn them in too early. As I just experienced. My intent was that I was all set to vote for a certain Candidate that is running for Governor.
 
But since he made a couple of public actions/statements, that I do not agree with, from a so called Professional, especially to be our possible leader, I have changed my mind and will certainly will change my vote which of course I would not be able to do, if I had turned in my Ballot.
 
I also want to interject one more thing. Received the following (partial note) from a friend of mine regarding this so called Candidate:

If it wasn't for the fact that I have been quite involved with Lisbon Town Government over the recent years,  I would have been thoroughly shocked and amazed at the proceedings of the last two council meetings.  But I am not at all surprised of the ineptness and incompetence displayed by their "own" actions or rather lack of any actions of said town council form of government and current Town Manager et. al.   The point of being Ethical jumps to mind.

The current town manager is that only in title.    

If some remember I stood up and challenged Mr. Stephen Eldridge at the Public Budget Hearing that was packed with residents on April 28, 2008 at the Lisbon Community School. {The records are available for those really interested and the writings compared to the videos show discrepancies of fact.}  And again in May pointing out specifically the 'disconnect' with the town council and school committee.

The fact that the first budget presentation and subsequent budget presentations, of Mr. Eldridge, have been nothing but a JOKE!   Then we progressed into the multiple tax billing errors that occurred all to be blamed on computer systems.  The town councilors were coerced into approving expenditures for massive computer upgrades and systems for administrations. Then people were ushered out the door of employment with the town.

Then this year the issue of personal property tax rose to the surface followed by the recent increase and botched attempt to issue tax bills. All under the camouflage of a lower mil/rate and self induced reevaluation abortion. 

When it hit everyone in the wallet, people started to take notice and come together at the meetings seeking answers.

And it keeps going and going and going.   Year after miserable year.
  
WHY?

 You as taxpayers diligently have supported his personal agenda which amounts to nothing more than adding letters to the end of his name under the guise of  'Professional Development'.   Well I don't care how you disguise it or embellish it,  a 'Turd is Still a Turd'.  Let alone the others that have been introduced to employment with the Town of Lisbon.

It was over two years ago now, (July 2008)  that the Lisbon Concerned Citizens group and the Lisbon Reporter came into existence.  We have endured countless down gradings and public opinions for what we were and are trying to do. Along with significant overcharges for information requested from Lisbon Town Government.

The intent is to bring forth the information to the residents that was not being brought forward by other area news venues.  It makes me proud to think that finally the residents are seeing these issues.  And if anyone doubts or has questions, please use the Lisbon Reporter's search engine to find information.  That is why is was put there. And believe me there is a lot of pertinent viable information to substantiate a drastic change in your Town Government.

But more important is the fact that you as taxpayers have come to the council meetings in droves to express concerns and ideas of making CHANGES.  Don't let it stop now.  YOU have to continue. It is working.  People are actively engaged in making changes but cannot do it with out your complete support.

There is a scheduled Town Council meeting on Tues. next week.  YOU have asked for the venue to be changed to a larger facility.  Keep the Pressure on and Don't Back Down.  It is time for all this wasted money to stop.  
If they had only listened.

An Audit of ALL the town department finances from the Economic Development Office to the Police Department should be accomplished before any more evidence has a chance to be destroyed or come up upon the missing. This should be done by an outside agency, not by one of the town favored entities.

Thank you for the ever growing support and words of encouragement.  As The Chief Editor of the Lisbon Reporter, I will continue to bring information forth to the readers as it comes in.  The intent of the Lisbon Reporter is for it to be a community based source of information.  If you have something of interest send it in.  If something needs a correction send it in.  The history of the Lisbon Reporter reflects these changes or a correction of misinformation that has been made.  

Together,  as the saying goes, "United We Stand", we can make Lisbon and Lisbon Falls a Great Place, once again, to live and do business.







Lisbon Rec 7th/8th grade football 30 - Monmouth 6‏

On Wednesday 9/29, Lisbon Rec 7th/8th grade football had a decisicive win over Monmouth, final score 30-6.
 
On the defense, Darren Ward had three tackles and one QB sack. Logan Moulton had four aasists, adn Joe Philbrick had three tackles and seven assists.
 
For the offense, Joe Philbrick completed ten carries for 174 yards, including two touchdowns and two 2-point conversions, Shawn Grover had eight carries for 30 yards, one touchdown, and one 2-point conversion, and Kyle Borget ran for one touchdown and one 2-point conversion.
 
Lisbon Rec 7th/8th football has their next game on Wednesday, 10/6, 4:00 pm. at Boothbay..

Lisbon HS Class of 2014 Assisted by Community Partnerships at Harvest Festival

Poppy Killpartrick, 1 ½ year old daughter of Dr. Adam and Meloney Killpartrick of Lisbon, was one of over 300 children who went fishing for ducks at the second annual Lisbon Harvest Festival on Saturday, September 25 at the MTM Park in Lisbon.

Lisbon – On Saturday, September 25, the Lisbon High School Class of 2014, along with other LHS students and parent volunteers, participated in the second annual Town of Lisbon Harvest Festival.  Thanks to the numerous donations of stuffed animals from Lisbon School Volunteers and a Community Partnerships with members of the Lewiston Rotary and Wal-Mart, Brunswick, students hosted the former Lisbon Rotary famous “Duck Pond” event for children, and parents alike, to catch a duck and win a prize.   Students also offered Festival goers Mac’s Kettle Corn and the opportunity to support a local merchant.  Proceeds from these two events will benefit the students in the Class of 2014 with the project graduation program and other events that are not included in the school budget.  
“The Festival was a huge success,” shares Ross Cunningham of the Lisbon Promotions Committee, “thanks to combined efforts of Lisbon Music Boosters, Lisbon High School Class of 2014, Lisbon Community School PTO, Lisbon Area Christian Outreach Food and Clothing Pantry, Young Explorers, LHS Drama Club, Brownie Troop 2180, Girl Scout troop 1689, and members of the Lisbon Promotions Committee.”

As the license is not easily obtained, so it must be understood that "the patch" should not be taken lightly. Throughout history, Maine Guides have been revered as some of the most knowledgeable and proficient woodsman in North America. It is a symbol with an honorable history. Wear it proudly! Carroll and Lila Ware work to prepare students in this course to confidently enter the state's testing process for licensing Maine Guides. As Master Maine Guides, they understand the business of guiding and believe it is unlikely anyone can be "taught" to be a guide. That is something that comes from the heart.
 
In addition to preparing for the guide's exam, students will also become better woods people. They will gain knowledge on a variety of subjects from map reading, navigation, boating, hunting, species identification and countless other topics. Participants will also be given a wealth of information on starting and running a guiding business which we have gained through two decades of experience.
 
Material Covered
 
Using written materials from the state, as well as information developed over 23 years of instruction, students are ready for the Hunting, Fishing and/or Recreation license classification test. This course builds top notch map and compass proficiency, and equips students to react quickly and efficiently during stressful situations, such as a lost client.

No Campaign Signs Till 30 Days Prior To Election,,, WHO ENFORCES ???

No Campaign signs on Town Property or in our Town Gardens, or within 250' of the door to the Town Hall 30 days prior to Election Day, or within 250' from the Polling Place entrance on Election Day.   If candidates attend our Polling Place they will be asked to refrain from influencing the voter and will be allowed to state only their name not the office they are running for when communicating with the voter.  Thank you for adhering to the rules.

Lisbon Community School Receives TD Bank Grant‏

Lisbon - TD Bank recently donated $250 to Lisbon Community School as part of the bank’s commitment to giving back to the community through its Employee Volunteer Program.

Lisbon Community School serves 600 students from Pre-K to grade 5. “The school will use the funds from TD Bank to purchase additional reading books,” shares Carlene Iverson, LCS Principal.    “Books will be used for classroom instruction that were eliminated from the school budget due to the reductions in state and federal funding.”

The grant funds of $250 were donated as part of the bank’s Employee Volunteer Program, in which donations are made to non-profit organizations in recognition of employee volunteer time with organizations.  TD Bank employee, Heather L. Purdy-Scroggins, volunteered 40 hours of personal time within the past year as an adult volunteer with the Lisbon School Department.

A staunch commitment to active involvement in the local community is a vital element of the TD Bank philosophy. TD Bank provides financial and other support to educational, community, human service, arts, and health-related programs, many of which focus on improving the welfare of children and families.
