Lisbon Snow Plowing Procedure


About Public Works

Lisbon Public Works has five truck drivers, a highway foreman, and two mechanics that plow and maintain seventy miles of streets and roads in Lisbon. Considering there are at least two lanes for each street, that computes out to one hundred and forty lane miles to plow and sand. Divided among seven drivers each driver is responsible for approximately twenty-three miles. When short streets and numerous intersections are figured into the equation, the time to plow the average route during periods of good visibility is over three hours. During periods of heavy snow it can take much longer. Other conditions such as lines down, 4-wheelers, snowmobiles, accidents, illnesses of an employee or their family member or a family emergency must be factored into the length of time it may take.


When A Snow Storm Begins

Public Works does not employ a dispatcher before 7am or after 3:30pm, Monday through Friday, therefore must rely on the Police Department to notify plow crews to report for plowing duties. When it begins to snow and accumulate or if road conditions become icy the main arteries and connector roads are treated with a sand and salt mixture to form a brine that helps prevent snow from bonding to the pavement. Because of the time element and the expense of salt, this is only applied to the priority roads (RT-196, RT-9, and RT-125). When two inches of snow has accumulated, plowing begins and continues until the snow stops.


During the storm

At all times during and after a storm priority is given to keeping the best possible travel conditions on Route 196. Priority is then given to other main arteries, then collector roads, and finally residential streets with dead ends being the lowest priority. Some sand is used on Route 196 to keep traffic moving during a storm, but as a rule all other areas are sanded only after the storm has ended and clean-up has been accomplished.





When the storm is over

When the snow ends, all routes are plowed again and pushed back to make room for the next storm. All streets and roads are then sanded while the sidewalk work begins. It takes several hours to clear the more than eight miles of sidewalks and when that has been done the sidewalks are sanded. Depending on when the storm starts and plowing of roads has been completed determines the time in which sidewalks are completed. It may at times not be before the start of school. Occasionally after sidewalks have been sanded, they need to be spot sanded. Public Works will spot sand slippery spots only after all streets and roads are attended to since traffic safety has priority over sidewalks.

Snow removal begins
During some big storms, Public Works crews are on the job around the clock plowing and sanding. When the weather has cleared and the crews have had at least twenty-four hours to rest, snow removal begins. Snow removal consists of hauling snow away to a snow dump from areas such as the business district, municipal parking lots, and intersections where snow obstructs view of traffic. Snow removal priorities are very difficult to set and an effort is made to treat all business owners and citizens fairly. Snow removal in some areas can only be accomplished at night when traffic is light. In many high priority areas this is the case; so many low priority areas such as parking lots are cleared during the day where traffic is not a factor. Snow removal takes several days to complete, and is very expensive to accomplish at night overtime rates. For these reasons, patience and understanding helps us realize snow and cold temperatures are part of living in Maine.


How you can help

1. The decision to travel in winter storms (snow and or ice conditions) is yours and yours alone so please do not drive unless absolutely necessary.
2. Operators of plow vehicles need your help as much as you need theirs. They must be aware of operating the plow equipment in addition to driving the vehicle.
3. Slow down! You may be able to drive the speed limit but will you stop if you are going the speed limit?
4. If you MUST pass, pick a good place to do so. Plow trucks have a wing on the side of the truck and straight sections of road that have guardrails or a bridge give the driver no place to go. Some areas like these are so narrow that with the wing down there is not enough room for the truck and a car.

5. Do not park in the street, on shoulders, or on sidewalks during storms or during snow removal operations. 
6. Do not shovel, plow, or snow blow snow onto roadways or sidewalks. This is prohibited by law and can cause a traffic hazard. It is best to place snow on the side of your driveway opposite the direction the plow approaches. This will cause the plow to carry snow away from your driveway instead of filling your driveway back in.

7. If possible, wait until roads have been plowed and pushed back before clearing your driveway. There is no practical way to clear highways without depositing snow in driveways. Snow banks must be pushed back to provide drainage and room for the next storm. Please understand the Town cannot return and clear private driveways.
8. One real important issue we have had to deal with is children sliding into the roadway or building tunnels in the snow banks. This could turn into a very serious situation that no one wants to answer to. When our drivers are plowing or pushing snow banks back they do not know if there may be a child there. Please let your children know of the potential dangers during the storm and clean up period.

9. Help reduce the possibility of a broken mailbox post. All plow drivers are instructed to avoid mailboxes when possible. Experience tells us that in reduced visibility this is not always possible. Often mailboxes are damaged by the weight of the snow coming off from the plow and not the plow itself. State law provides that any installation within the highway right-of-way, including mailboxes, is placed at the owner's risk. Mailboxes should be placed the maximum usable distance back from the pavement with a 42" mounting height. Rotted wooden posts should be replaced prior to the winter season.

10. Finally, please be patient. Plowing, sanding, and snow removal takes time and during storms of long duration crews work around the clock until everything is done. Our primary mission is to make roadways safe for the traveling public at a reasonable cost in the shortest period of time with a small crew and limited resources

More On Lisbon's Police Corporation

Just go to dnb.com and over on the right hand side you will see a text box.  Type in Lisbon Police and then select Maine ME for the state.  Push the search button and quicker then you can say "Allah Kazam" you will see  the corporate listing for Lisbon Police Department come up.  Now Isn't That simply Amazing?  This is a Prime Example of YOUR tax dollars working for you,,no wait,, against You, the taxpayer of Lisbon.  (click on highlighted text for direct link)  If you want to read more you will have to register with their website.





Oh yeah, and when the calls for service issue is used as a defense for the Police and Fire Departments budget this year, MAKE CERTAIN that someone asks for them to QUALIFY their Numbers.   Not Just state Quantity.   SO many of the calls are very unnecessary to dispatch the whole fleet of vehicles when they amount to nothing more then a citizen calling in for some assistance with a fire alarm reset.   Any keen ear tuned in to a scanner will be amused at some of the dialogue used between dispatch and the Fire Chief for example.

Topsham Grange Awards Grant to Lisbon School‏

Topsham Grange Awards Technology Grant to Lisbon School
Lisbon – Members of the Topsham Grange #37, a community partner with the Lisbon School Department, have provided third grade students at Lisbon Community School a personal dictionary through the Words for Thirds Dictionary Project since 2007.   Moving forward with their continued support to the school, members  recently voted on awarding a $200 technology grant. 

Laurie Adams, computer teacher at LCS, was delighted to learn of the grant to support the BrainPOP program.  BrainPOP is an animated educational site for kids in science, social studies, English, math, arts, music, health, engineering and technology.  “The computer program is a valuable resource to integrate into the curriculum to teach and motivate students,” commented Adams.  FMI community partnership opportunities contact Monica Millhime, Community Resource Coordinator by emailing mmillhime@lisbonschoolsme.org or call 754-0021.

Lisbon Students, Families and Staff Assist Maine Toys for Tots

Lisbon – The spirit of giving during the season is alive and well in Lisbon.  Students, staff and families of Lisbon Community School, Philip W. Sugg Middle School, and Lisbon High School partnered with the United State Marine Corp. during the Maine Toys for Tots campaign.   “Student volunteers in the community of Lisbon Schools met to decide on projects they wanted to assist with during the school year.  In addition to the annual Giving Tree and other projects, students wanted to collect toys during the holidays,” shares Monica Millhime, Community Resource Coordinator for Lisbon Schools.  “Students started recruiting toys in the community and the word spread quickly.   We were contacted by SSgt. Joseph Justice, USMC, in Topsham, to join forces with their annual toy drive.  SSgt. Justice attended a meeting with students to explain the program and delivered collection boxes throughout the schools.”  “Needless to say students were thrilled to help the USMC with their campaign for the benefit of Lisbon families.”

All schools within the district and the personnel at the Superintendent’s Office participated. “The donation of new toys was so overwhelming at all three schools and our Central Office,” comments LCS Assistant Principal, Ryan Patrie.  A second day for collection was needed thanks to the additional collection efforts by Marcia Jolicoeur’s and Maxine Shane’s fourth grade classes and LHS Class of 2013.”  FMI on projects and partnership opportunities throughout the year, email mmillhime@lisbonschoolsme.org or call 754-0021.

Dear friends,

I am writing to wish you a Merry Christmas and a Happy New Year. The hyperlinks in this email take you to a radio interview and news video clips.
 
This year I launched my first book Mortgaged and Armed and worked to complete my second book The Collapse of Home Prices and the Foreclosure Crisis. I chose to delay publishing Predator Nation until later in 2011 since it is a more complex book, and time permits better perspective and more in depth research.

While Mortgaged and Armed was in the final stages, I discovered that the book's cover artist David Dees was on the Anti-Defamation League's list for being a controversial "extremist." I had a brief WTF moment, read the organization's remarks, and disagreed with them. I then discovered to my surprise that Dees has a global following, because he is provocative, talented, and has the ability to cut through the special interest, media, government, and corporate-driven nonsense through in your face art. Dees' greatest fault is that he questions prevailing assumptions including the politics of Zionism. I do not agree with all controversial or satirical political art, but would rather see more of this than tolerate any smears of artists or suppression of our most valued free speech right. This year, I concluded that the Anti-Defamation League (ADL) and the Southern Poverty Law Center (SPLC) are threats to free thought and free speech in the United States, because their roles are to smear, suppress, silence, and sideline. They use fear mongering as means to raise revenues. Another target of ADL and SPLC was the "extremist" Robert Schulz, the chairman of We The People Foundation for Constitutional Education. Schulz is the man who sued the federal government to challenge the constitutionality of bailing out AIG. One man's "extremist" is another man's advocate for free inquiry, personal liberty, and government and corporate accountability. Those who cannot refute controversial messages attack people and characters, which is one step short of book burning. When political cartoonist G.B. Trudeau ran a Doonesbury strip in 2009 that showed the White House with the words, "It feels like 1933," his prescient remarks, I believe, went over the heads of most Americans.

Also this year, I learned how to make video thanks to Apple's MacBook Pro. I developed an experimental promo video for my books. I spoke at various real estate offices and civics groups to discuss the issues of the day. At the prodding of my brother Jonathan, I bypassed mainstream new outlets and reached out to the alternative media as part of my book tour to discuss mortgages, foreclosures, and the industry. That resulted in appearances with George Noory of Coast to Coast AM, Jack Blood of Deadline Live, and Keith Barrett of Truth Jihad. (The latest radio interview with Jack Blood on December 16, 2010 starts at 1:08 minute mark in the link). At the prodding of Jo McLaughlin, I resumed submitting articles to trade publications. That resulted in a series of pieces for Scotsman Guide and The Niche Report. In the coming year I will broaden my media network, publication venues, and social contacts in order to reach a more diverse audience.

I wanted to share some thoughts on 2010.

Congress passed the Wall Street Reform and Consumer Protection Act. That Act blamed the U.S. Department of Housing and Urban Development for the failure of Fannie Mae and Freddie Mac. The executives who mismanaged these two agencies were not fingered for accounting fraud or incompetence. This "financial reform" was short sighted and has nothing in common with New Deal reform. Predatory lending remains legally undefined. Reverse mortgages were exempted from the Act. The Act was silent on the dual track foreclosure and modification process. The Act continued the voluntary government loan modifications to pay banks $1,000 per modified loan, but lenders overwhelmingly pursued their own proprietary modifications or foreclosures due to the profit motive. 

The Financial Crisis Inquiry Commission, the nation's official sideshow, failed to deliver its report to Congress in December 2010 due to rumored political infighting. It is probable that the Commission will also blame the U.S. Department of Housing and Urban Development. At issue is President Clinton's housing initiative, which pushed homeownership from 65 percent to a whopping 67.5 percent. The homeownership rate, however is one of serval mainstream media driven rabbit hole arguments since foreclosures will push the homeownership rate below the 65 percent level by the time the crisis is over. 

The collapse of home prices is still underway. There is a 40 month inventory of 7 million bank owned properties across the United States. Excess inventory, tighter credit, and consumer reluctance meant that home prices will continue to drop in many housing markets.

The foreclosure crisis and the circumstances around this is worse than many realize. Foreclosures are at three times the level of 1933. At the pressure of the banks, the Federal Reserve sought to abolish a defense to foreclosure afforded under the Truth in Lending Act. When borrowers discover they were defrauded, under this consumer protection law, they have a three year right to block the lender's ability to foreclosure, they can refinance, and get a refund of fees and interest paid. Those refunds have hurt the banks, and the banks pressured the Federal Reserve to end the consumer's defense to foreclosure. Also, it came to light that Fannie Mae, Freddie Mac, and many banks created and became members of the Mortgage Electronic Registration System, or MERS. In so doing, it appears that the banks circumvented the public records system and undermined their security interests and standing in court. Moreover, they defrauded the local jurisdictions of filing fees needed for public services. Finally, it came to light that the banks, their staff, and their attorneys had been routinely defrauding the courts in foreclosure actions as alleged by the states' attorneys general. Due to local print journalists and legal aid attorneys, the attorneys general from all states began an investigation.

The Federal Reserve came under much scrutiny. Ben Bernanke appeared on 60 Minutes to defend quantitative easing, and with nervously twitching facial muscles and verging on tears, said that the Federal Reserve was not printing money. Bernanke, however, was silent on disclosing M3, which is the true money supply measure that the central bank stopped publishing on March 23, 2006. A Bloomberg opinion poll indicated that 39 percent wanted the Federal Reserve to be more accountable to Congress and 16 percent wanted the central bank abolished. Only 37 percent said leave things as they are. Though the Wall Street Reform and Consumer Protection Act has an audit provision of the central bank, it is not an audit. It is just a limited disclosure. Congressman Ron Paul (R-Texas) was appointed to the head the Domestic Monetary Policy Subcommittee. Paul's complaints about the Federal Reserve are that it is a private banking cartel and that it has been operating in a cloak of secrecy since 1913.

Securities and Exchange Commission fraud on investors became apparent in Capitol Hill testimony concerning the big banks. The big banks are holding second mortgages in their own portfolios.  Many are tied to homes with negative equity. If the accounting rules required the banks to value these second mortgages as worthless, the banks would lack the regulatory capital to operate. They would be insolvent. This accounting fraud, enabled by the federal government, permits the banks to operate, prevents another immediate bailout, but defrauds naive investors who own bank stocks. 

Consumers have cut back on the use of credit in favor of cash. This has had the impact of stalling economic recovery since consumers are no longer over leveraging. At issue is the tension between the real, cash-based economy and the synthetic, debt-based economy promoted by the banks. When the Federal Reserve pumped record amounts of "money" into the banking system, no mainstream media outlet conveyed the truth that the banks made more credit available, which consumers do not want. That, however, did not stop mindless consumer stampedes at some stores on Black Friday. In 2010, employees and customers got trampled, but no one died as was the case in 2008.

The economy has structural problems. The champions of globalism exported American jobs abroad, and without incentivizing legislation, they are not coming back. The true unemployment rate is over 17 percent, not just under 10 percent. The difference is due to government and media reporting U3, not U6, as the measure for unemployment issued by the Bureau of Labor Statistics. Since 70 percent of the American economy is driven by consumers, this makes our current circumstances worse than during the Great Depression when consumers only drove 25 percent of the economy. No mainstream media outlet addresses these troubling facts. Instead, government and the media present a misleading picture of the real world.

Conspiracy theories, I believe, may have come from the periphery and smack into the center of American thinking. At one time, it was considered lunacy to think that the Federal Reserve was a private banking cartel that was formed in secrecy. In fact Ezra Pound got himself into trouble for promoting that idea and other ideas as well. Ezra Pound's legal defense when tried by the government for sedition was insanity. The government's response was to offer him a tax payer-funded pre-frontal lobotomy. Ezra Pound's supporters, however, rebuffed the government's gracious attempts at forever silencing the loan voice in the wilderness. Today, the spirit of Ezra Pound is alive across the United States. That is the spirit that loathes an out of control federal government, corporate driven war mongering for profit, and a debt based money system that only benefits the banks and the ridiculously affluent.

Conspiratorial fears of a New World Order became tangible and took on apocalyptic dimensions with news reports of plans to microchip the population by 2017. The corporate motives are driven by profit, because corporate-friendly legislation mandates the widespread use of new technology. The government's motives are control, security, and real time surveillance. The G-20 meetings and the police state tactics underscore the disturbing direction central bankers are taking the developed nations. Those familiar with the Bible know that Old and New Testament prophets warned that in "the end times" there would be a short lived global government, those within it would terribly suffer, the global government would fail, and the tyrants of globalism and their willing subjects would be removed from the earth so that "the meek shall inherit the earth." The words of the prophets are written on both the subway walls and the hearts of millions of people.

The mid-term elections permitted Americans to release some pent up steam and anger due to the policy failures in government. In LondonMadrid, Athens, and Rome student riots became bloody, fiery, and smokey as unabated street warfare broke out. In London, students shouted, "Off with their heads!" as Prince Charles and his wife Camilla, the Duchess of Cornwall, drove by in their Rolls Royce. A year ago in Italy, Italian prime minister Silvio Berlusconi was attacked. In Greece, Kostis Hatzidakis got his had repeatedly bashed and bloodied. Russia Today's media coverage and raw video footage from citizen journalists provided the world with a window into the breakdown of social democracies burdened by excessive government debt and structural adjustments imposed by creditors. It's the 1960s all over again, but this time the students are not protesting against foreign wars. They are protesting against the financial sector's warfare against households and governments (the thesis of Mortgaged and Armed and Predator Nation). They are not in the moral right for violent rioting. In all murky times, however, oftentimes doing the right thing is wrong and doing the wrong thing is right. Without dissent and protest, the financial sector will plunge governments, businesses, and households into ruin and government would declare a code red national emergency. The Chinese proverb holds true for all of us, "May you live in interesting times."

As Emerson, Lake & Palmer noted in their classic song I Believe in Father Christmas, "the Christmas we get is the Christmas we deserve."

Something To Think About

Confusing budget

Have you ever noticed how numbers are misleading..

According to the Custom Budget Report for 2011, the Public Safety Budget total is just under 1.6 million dollars. To me that implies that this number is the total cost of our Public Safety Department.

In reality that is not true It doesn’t account for health insurance for our Police, FICA payments , retirement payments, workers comp. and unemployment costs. It doesn’t even include the cost of Police Liability Insurance .

It seems we have shifted expenses from the Public Safety Department to the General Government Department. This begs the question why? Is this a concerted effort to hide the actual cost of public safety.

I am not suggesting that the figures aren’t correct, or that this isn’t in accordance with acceptable accounting principles. I am suggesting it makes it a lot more difficult for the “Average Joe” to understand the cost of our public safety department. How do we know what the actual cost is if a lot of the expenses are recorded in another department.

I wouldn’t be surprised if the true cost of our Public Safety Dept. is over 2 million dollars instead of the 1.6 million most people think.

Budget Cuts


Budget Cutting

Its time to start thinking about next years budget.

The goal shouldn’t be to keep taxes from rising, but rather to reduce taxes as much a possible while keeping the infrastructure essentials for a good standard of living.

While going through this years budget line by line, nothing should be off the table, but, realistically the cuts will have to come from budget lines large enough to absorb the numbers that need to be cut. This brings us to the sacrosanct 800 lb. gorilla in the room.

Lisbon has a police department a town twice our size would be proud to have. I think we need to really ask ourselves if we can still afford such a large public safety department. Do we have rampant crime or some other reason to justify the 1.6 million dollar budget expenditure?

We should give the department heads the figures that need to be cut from their departments and work closely with them in order to realize these budget goals. I also think the new budget should be approved by the voters as a safeguard against a repeat of last years excessive tax hike.

Wouldn’t it be nice to see our taxes decrease in the 2011-2012 tax year ?

The recall committee overseen by Dorothy Fitzgerald, resident of Lisbon Falls, Maine is responding to your correspondence of December 8, 2010 and attempting to provide you with all information outlined regarding the recall of councilor Michael Robert Bowie. 

The recall committee actions outlined regarding the recall of Town Councilor, Michael Robert Bowie at 282 Main Street, Lisbon Falls, ME, pursuant to Section 8.3 (1) of the town Charter are supported by the Town of Lisbon public records which you have available for your own personal viewing and additionally any townsperson.  Facts regarding a recall do not require corroboration according to the Town of Lisbon working charter.  Information is available through town records however that support the basis of the recall.

The actions taken by the recall committee against Councilor Michael Bowie for a recall as supported by the Town of Lisbon Charter were for the following reasons:

A.  Denying any councilor the right to place an item on the agenda (charter sec. 2.04)
B.  Not consulting with all the councilors when dealing with the town manager (charter sec. 2.04)
C.  Improper influence and/or conflict of interest regarding the use of town funds (chapter 12)
D.  Failure to properly preside over a Town Council meeting.

Item A: Denying any councilor the right to place an item on the agenda (charter sec. 2.04) is supported in action by review of the town council meeting minutes from September 1, 2009 and December 1, 2009.  Councilor Cote as noted in page 17 of the town council meeting minutes of September 1, 2009 asked Councilor and Chairman Michael Bowie to place a request for a J Brake on route 9 as an item for discussion.  On December 1, 2009 Councilor Cote presented the entire town council with a letter asking for a charter amendment allowing the registered voters in Lisbon to have a vote on the annual municipal budget.  Councilor Cote was told that the item would be placed on the agenda for formal discussion at a later date however, this was never discussed during a council meeting and did not appear on an agenda at a later date or to date.

Item B: Not consulting with all the councilors when dealing with the town manager (charter sec. 2.04) is supported based on comments and information discussed in particular at the town council meeting of September 7, 2010 and again at the meeting of September 17, 2010 and throughout additional meetings made public.  Specifically, see page 3 of the September 17, 2010 town council meeting minutes.  Councilor Mason stated “I’m embarrassed to sit here and tell you I didn’t know this was going on.  My question to Steve and Mike is why as six councilors that are just equal to the seven, why weren’t we told about this before the tax bills were sent out.  The only reason I knew was because I received my tax bill and happen to live on route 9.”   Mr. Bowie, chairman of the town council, received an email from town manager Steve Eldridge on September 1, 2010 at 9:56 a.m. notifying him of the drop in “our personal property value that totals $19,846,420. This includes an additional PP of just over $6 million in new value Knight Celotex (which we knew would drop this year) $1,491,620 loss. The one that really hurts is Dingly Press which has been over taxed by $18,354,800 in value.”   This email was not shared with councilor Crafts until September 10, 2010.   Councilor Bowie should have at minimum, shared this information with the other councilors and met with the councilors in preparation of the publics reaction and request for answers as the public was right in asking.  If additional information is needed, please see the town council meeting minutes for all of the details on this matter of September 17, 2010.  Clearly and as documentation supports, Councilor Bowie had knowledge of town information, crucial tax information dated September 1, 2010, that was not shared with other councilors timely and not prior to the next town council meeting on September 7, 2010.

Item C: Improper influence and/or conflict of interest regarding the use of town funds (chapter 12) is supported based on the findings and advisement of the Ethics Panel in regards to Councilor Bowies discussions and voting relating to the Police Department and the Police Department salaries.  Councilor Bowie continued to participate in discussions regarding the Police Department budget after the recommendations made by the Ethics Panel were given.  Councilor Bowie has abstained from voting however, it was recommended by the Ethics Panel that Councilor Bowie not participate in conversations relating to the Police Department budget regarding salaries and recommended that he not be in the room during these discussions.  At the August 3, 2010 town council meeting and during the recent 2010/2011 budget meeting as well as the 2009/2010 budget meetings, councilor Bowie remained as chairman in the meetings and participated in discussions relating to the Police Department budget and of note, the salaries.    The August 3, 2010 meeting related to the COPS grant program.  Although the first 3 years are grant funded, the 4th year is paid through the police department and under the municipal budget.  You may reference the video tape and letter that the Ethics Panel provided to the Town of Lisbon in January 2009 on this matter.  Ethics Panel Chairman, David Bowie publicly read the letter and advisement from the Ethics Panel publicly at the January 20, 2009 town council meeting.  If you review the audio/video from that meeting and the vote that followed by the council which was to adopt and accept the Ethics Panels advisement, you will see that this included the abstention of Councilor Michael Bowie from police department salary discussions and included the recommendation that he not be present in the room during such discussions.

Item D, Failure to properly preside over a Town Council meeting is supported, please reference the town council meeting minutes of February 17, 2009.  Specifically, page 5.  The items discussed and addressed at this public meeting by Chief Brooks were not on the agenda and did not pertain to the Police Department budget or an item warranting public discussion.  Chief Brooks used this time as noted in Part 2 of his presentation to belittle, ridicule and display of outright insubordination as a town employee towards a town councilor.  The issues Chief Brooks had related to a blog that Councilor Cote was alleged to be the editor of - The Lisbon Reporter.  The Lisbon Reporter is owned and operated by a former Lisbon Falls resident who has total editing control and always has.  This former Lisbon Falls citizen has stated publicly that he is the owner and editor.  If an issue arises with an item on the blog, it should have been addressed by the blog not publicly and not to the tune of almost 2 hours in time.  The chairman should have limited the time and or not allowed it to proceed as it was not the time nor the place.  It also appeared evident that a few councilors including Chairman Bowie, had prior knowledge of this pending “performance” which is not professional and should not be represented by a councilor.  Chairman Bowie has limited citizens during public hearings to a 2 minute timeframe when speaking.  Citizens who pay taxes and should be allowed time to speak without being cut off by a councilor provided they are within their time limit set forth.  Councilor Bowie has displayed his inability to run or facilitate a meeting on more than one occasion and the charter supports this infraction as outlined as an action for a recall.

I believe the attached letters and documents pertaining to the reasons for our recall petition as supported by the Town of Lisbon Charter have sufficiently addressed your request for information under the Maine Freedom of Access Act as all items the recall committee reviewed and based their petition on are and were based on town public records.  Our decision to take the recall action was not made lightly or without habituation however, many more residents than just those who signed the petition have asked for this action.  This action was not taken because of bias or not liking the color of a shirt worn by Councilor Michael Bowie as suggested or without findings of support by records maintained by the Town of Lisbon.

The items we have noted are supported by town documents/records and do not require our explanation as a recall committee, the findings and information are all supportive of our actions and if a citizen does not agree, they can cast their vote in opposition or not express their vote at all.

Lisbon Students Give the Gift of Song to Residents at Lamp Alzheimer’s Facility

Lisbon – On Thursday, December 2, a group of students from Lisbon Community School, Philip W. Sugg Middle School and Lisbon High School provided a night of Christmas Caroling at the Lamp Alzheimer’s Facility in Lisbon.  The Lamp’s Activity Director, Richelle Niles, welcomed the carolers and expressed her thanks on behalf of the residents and staff to the students in Lisbon for their gift of kindness by providing an evening of holiday cheer.  “Our students were thrilled to present this program for the second year,” comments Lisbon’s Community Resource  Coordinator, Monica Millhime.   “Thanks to the galvanized efforts by LCS Assistant Principal, Ryan Patrie, members of the LCS Student Council and Junior Volunteers from our elementary school were included this year.”  Parent volunteers,  Michelle Huston, Annette Wilson and Kathi Yergin assisted with photos and joined in the chorus.  Thanks to efforts by Heidi Patrie and Jim Millhime, personalized Santa hats were provided to all adding to the festive event.  Student volunteers Adam Thebeau provided the instrumental mix for the program and DJ Judd video tapped segments from the evening’s program.   “Once again the evening was nothing short of a miraculous time for all in attendance.  Students were already suggesting the new playlist for next year.  Lisbon is a wonderful community of sharing and caring students, parents, educators and community folks,” shared Millhime.  FMI on additional community events call 754-0021 or email mmillhime@lisbonschoolsme.org.

One Hundred Seven Years Ago Today Aviation History Was Made

Near Kitty Hawk, North Carolina, Orville and Wilbur Wright make the first successful flight in history of a self-propelled, heavier-than-air aircraft. Orville piloted the gasoline-powered, propeller-driven biplane, which stayed aloft for 12 seconds and covered 120 feet on its inaugural flight.

Orville and Wilbur Wright grew up in Dayton, Ohio, and developed an interest in aviation after learning of the glider flights of the German engineer Otto Lilienthal in the 1890s. Unlike their older brothers, Orville and Wilbur did not attend college, but they possessed extraordinary technical ability and a sophisticated approach to solving problems in mechanical design. They built printing presses and in 1892 opened a bicycle sales and repair shop. Soon, they were building their own bicycles, and this experience, combined with profits from their various businesses, allowed them to pursue actively their dream of building the world's first airplane.

After exhaustively researching other engineers' efforts to build a heavier-than-air, controlled aircraft, the Wright brothers wrote the U.S. Weather Bureau inquiring about a suitable place to conduct glider tests. They settled on Kitty Hawk, an isolated village on North Carolina's Outer Banks, which offered steady winds and sand dunes from which to glide and land softly. Their first glider, tested in 1900, performed poorly, but a new design, tested in 1901, was more successful. Later that year, they built a wind tunnel where they tested nearly 200 wings and airframes of different shapes and designs. The brothers' systematic experimentations paid off--they flew hundreds of successful flights in their 1902 glider at Kill Devils Hills near Kitty Hawk. Their biplane glider featured a steering system, based on a movable rudder, that solved the problem of controlled flight. They were now ready for powered flight.

The plan of the American Progressives, led by President Obama, to plunge the United States into economic chaos in order for their being able to ‘rebuild’ it from ‘the bottom up’ appears to be nearing success as new warnings have been issued stating that they are just months away from financial Armageddon.
American Progressives advocate changes to society through more governmental action and stand sharply opposed to Conservatives who advocate for minimal and gradual change through less governmental action.
The inflationary spiral warned to hit the United States couldn’t come at a worse time as aside from the tens-of-millions who have already lost their homes in the greatest housing rout since the Great Depression, over 5.2 million Americans are said living in homes 60-90 days past due on their mortgages.

Equally worse to hit the Americans is what Dan Akerson, chief executive of General Motors, warned is the coming “gas price shock” he is preparing his auto company for by hiring 1,000 engineers and researchers to quickly build more fuel efficient vehicles as these people will no longer be able to afford to drive what they now own.

Important to note about the dire straights the Progressive’s have put the American economy into is no less a person than the United States top military officer, Admiral Mike Mullen, Chairman of the Joint Chiefs of Staff, who in a recent warning stated that the US debt has now become the single biggest threat to their National security.

Most unfortunately for the American people is their continued blindness to the grave state their once great Nation is now in, and their continued allowing of their Nation to be looted for the sole benefit of their elite Progressive ruling classes that defies all explanation, especially in light of the violent protests erupting all across the European Continent against these so called ‘banksters’ who are continuing to loot the wealth of the West to line their own pockets.

large boxes of Christmas gifts to two platoons in Afghanistan, four to
each platoon, the boxes containing a total of 30 individual gift bags
for each platoon, and with a value of over $900.00, all except $50.00
coming from individual monetary donations from Post members. Each
platoon had a Lisbon connection, a Marine platoon in which Max Wrede,
son of Russ Wrede, is serving, and a 101st Airborne platoon in which
Matthew Trimble, grandson of Ralph Garnet, is serving. This was the 8th
year for this project of Post 66.

That's because nearly all Christmas-colored foods achieve their colors through the use of artificial coloring chemicals, including Red #40.

These artificial coloring chemicals are derived from coal tars. They're synthesized in chemical reactions in laboratories, then shipped to food manufacturers to be dripped into commercial food recipes. Nearly all "guacamole" products sold at the grocery stores -- such as guacamole chips and dips -- use artificial green coloring chemicals in order to trick consumers into thinking they're buying products made with real avocados.

Chemicals cause ADHD

The problem with all this is that scientific studies have linked artificial food coloring chemicals to behavioral disorders in children that can be diagnosed as ADHD (http://www.naturalnews.com/artifici...). This means food coloring chemicals alter human brain function. This Just In From Senator Susan Collins' Office

Hi.
I just wanted to set the record straight about a piece that currently appears on your site.

Senator Collins did not and would not call the police.  Without Sen. Collins’ knowledge and against her longtime policy, a staff person informed Capitol Police yesterday that we expected a large group of people to visit the office today.  They believed that was standard security protocol.  The intent was never to discourage the visit, nor were Capitol police ever asked to intervene.  In fact, the group had a very insightful discussion with Senator Collins' Staff Director on the Senate Homeland Security Committee about the 9/11 health bill.

Sen. Susan Collins (R-Maine) calls cops on 9/11 responder advocate John Feal amid protests



WASHINGTON - Republican senators were so worried about meeting with 9/11 responders who came here Thursday that at least one called the cops on them, the Daily News has learned.
Even before the nine responders had a chance to start visiting senators' offices - where they intended to stay until meeting with lawmakers - they were greeted by Capitol Police, who had been called by Sen. Susan Collins (R-Me.).
Collins apparently reacted to a story in Thursday's News, which quoted a letter to senators from 9/11 advocate John Feal. It warned that he and others planned to sit in offices until they got meetings - or the police made them leave.
Collins is among the senators the 9/11 community hopes will come over to their side, but her call to authorities left them wondering if they could succeed.
