(NaturalNews) The highly controversial and potentially lethal anthrax vaccine may be tested on US children if the federal government gets its way. Although adverse event reports related to the vaccine among adult test subjects have included hospitalization, disability and even death, the U.S. Department of Health and Human Services (DHHS) is exploring the possibility of testing the vaccine on children.

Nicole Lurie, the assistant secretary for preparedness and response at the DHHS, recently requested that the National Biodefense Science Board submit an evaluation of safety issues related to testing the anthrax vaccine on children. The DHHS frames the possible testing as an issue of biodefense preparedness. However, the possibility of pediatric testing of the vaccine both ignores the vaccine's dangers, and raises the specter of class- and/or race-based selection of medical test subjects which has haunted US health agencies for over a century.

Even in the months in 2001 when letters containing anthrax were mailed to several congressional leaders, heightening national fears during the post-9/11 period, Bill First, a physician and then-Senate Majority Leader, urged caution in use of the anthrax vaccine. He told CNN: "There are very real and potentially serious side effects from the vaccine and anyone who elects to receive the vaccine needs to be made aware of that. I do not recommend widespread inoculation. There are too many side effects and if there is limited chance of exposure- the side effects would far outweigh any potential advantage."

A 2007 report by the CDC, along with the Vaccine Healthcare Centers of the Department of Defense and the watchdog group Government Accountability estimated that "between 1 and 2 percent" of vaccinated military personnel, experienced "severe adverse events, which could result in disability or death."

If a vaccine with this kind of reputation is to be tested on children, one has to wonder which children. It is fairly certain those young test subjects won't be the offspring of high-ranking government officials or corporate vice presidents and CEOs.

The history of medical testing carries a taint of racism, classism and opportunism, as health officials select those with less education and fewer choices to be unwitting guinea pigs in medical experiments supposedly in the name of scientific advancement.

You don't have to be a conspiracy theorist or history professor to have heard of the notorious 40-year long Tuskegee experiments in which the US Public Health Service withheld syphilis treatment from infected black men to measure the effects of the disease.

In October of 2010, President Obama apologized to Guatemala for tests during the 1940s when the US Public Health Service used prostitutes deliberately infect 700 prisoners, soldiers and patients with emotional and mental problems with syphilis both through visits with prostitutes and pouring bacteria for the disease onto skin abrasions on the subjects' bodies.

Vaccine testing has its own special place in the annals of this kind of integrity-free medical research. In the early 1960s, mentally disabled children at a residential state school in New York were deliberately infected with viral hepatitis so that they could be test subjects for the disease.

A 1978 CDC test for a hepatitis B vaccine which sought "promiscuous homosexual male" volunteers has some interesting connections to both HIV and the previously rare opportunistic diseases associated with the AIDS virus. As recently as 1990, the CDC and Kaiser Pharmaceuticals gave 1,500 black and Hispanic 6-month old infants an unlicensed measles vaccine without the approval and consent of their parents. IT'S ALL ABOUT MOXIE - OR IS IT ? ? ?


Congratulations to Jordan Fox, the Lisbon High School senior who designed the logo for the 2011 Town of Lisbon's Moxie Festival t-shirt.

IT'S ALL ABOUT MOXIE - OR IS IT ? ? ?


At the May 17 Town Council meeting, Gina Mason, who is on the 2011 Moxie Festival committee, had one of the new t-shirts, held it up proudly
and announced that they, the Moxie Committee, has ordered five hundred (500) of the t-shirts to sell.
That is FIVE HUNDRED in case you missed it in the line above.

It would seen that the Town of Lisbon and the Moxie committee forget who is responsible for the Moxie Festival, who put the Town of Lisbon
on the map, with the Moxie Festival!

If it were not for Frank Anicetti and his Moxie Store, aka, Kennebec's, we would not have a Moxie Festival.

The Town of Lisbon would be totally unknown, except for the famous Worumbo Mill, now closed and looking for new life.

A little Lisbon history:
I was a member of the former Lisbon Area Chamber of Commerce. What? You didn't know that Lisbon had a Chamber of Commerce?
It was formed around 1980 or 1981. Pete Hunter, George Janosco, Albie Martin, Mike Sayer, former local attorney, Joe Graziano, and
several other local business owners got together and formed the Lisbon Area Chamber of Commerce. To promote the Town of Lisbon
and it's businesses.

In 1981, Frank Anicetti had a book signing, Frank Potter was at Kennebec's to autograph his book, the Moxie Mystique. That was the first actual, unofficial Moxie Festival.
Frank Potter also was at Kennebec's in 1982, 1983, and 1984 to autograph The Moxie Mystique.
A lot of people were in town, with nothing to do after meeting with Frank Potter and chatting with Mr. Moxie, Frank Anicetti.
In 1984 the Lisbon Area Chamber of Commerce picked up on it with a Chicken BBQ and firemen's muster.
In 1985 a parade, venders and street dance were added, AND, 
the Moxie Festival was born ! ! ! ! ! ! !
AND WHAT A HIT IT WAS - - - - - AND STILL IS ! ! ! ! ! !

Lisbon had been in the news with bad publicity. Due to poor management we had unpaid bills, the town was about to go into foreclosure.
The State of Maine was about ready to take over and run the Town of Lisbon, it was that bad!

We were badly in need of good publicity.

What better way to self-promote, bring people to Lisbon and promote local businesses than a MOXIE FESTIVAL ! ! ! ! ? ? ? ?

Did I say, promote local businesses ? I most certainly did ! ! ! !

The Moxie Festival Committee seems to have lost sight of why the Moxie Festival was created. To Promote local businesses and non-profits.

Now, I know it costs a lot to put on the Moxie Festival. The town does kick in $2,500 towards expenses,
but, for the town to go into direct competition with a local business, the business that is responsible for the Moxie Festival, is, to me wrong ! !

Frank Anicetti of the Moxie Store, designs and sells Moxie memorabilia.
The most popular is his famous, original each year, Moxie t-shirts.
While Moxie is not his only business, it is his major attraction.
He has one opportunity each year to make a profit.
And what does the town of Lisbon do?
Go into direct competition with the Moxie Store.

So much for Town of Lisbon supporting and promoting local businesses ! ! ! ! ! !
Makes me wonder why we're paying for a Development Department, when the town goes in direct competition
with a local business. The one that put the Town of Lisbon on the map ! ! ! ! ! ! ! !

FBI reports 5.5% drop in violent crime

WASHINGTON — The number of violent crimes in the United States dropped 5.5 percent last year compared to 2009 and the number of property crimes went down 2.8 percent, the FBI announced today.
There were declines in all four categories of violent crime last year and all categories for property crime went down as well.
The FBI reported that violent crime fell in all four regions of the country — 7.5 percent in the South, 5.9 in the Midwest, 5.8 percent in the West and 0.4 percent in the Northeast.
The bureau's preliminary statistics for 2010 are based on information from more than 13,000 law enforcement agencies.
Nationally, murder and non-negligent manslaughter declined 4.4 percent, forcible rape decreased 4.2 percent, robbery declined 9.5 percent, and aggravated assault was down 3.6 percent.
The downward trend for murder and non-negligent manslaughter was especially pronounced in the nation's smallest cities, where it went down 25.2 percent for cities under 10,000 people. Murder actually rose 3 percent in cities with populations of 250,000 to half a million.
In regard to property crimes, motor vehicle theft showed the largest drop in 2010 — 7.2 percent — followed by larceny-theft, which was down 2.8 percent and burglary, a decline of 1.1 percent.

Lisbon, Me-   The Moxie Festival Committee is pleased to announce that Lisbon High School Senior Jordan Fox has won the 2011 Moxie Festival Design Contest based on the 2011 theme, “Moxie....it’s Maine in a bottle!” 

“Jordan exemplifies the talent and “moxie” found in Lisbon residents,” said Scott Benson, Lisbon’s Director of Economic and Community Development.

Jordan’s design appears on the official 2011 Moxie Festival t-shirts which are available at the Festivals web site:   www.MoxieFestival.com

“Moxie....it’s Maine in a bottle!”  is also the theme of The Moxie Festival parade which attracts over 100 participants.  The new parade start time is 10 am and the parade route follows a two mile plus route that begins on Capital Avenue and Route 196 and ends at the Kitty Corner store on Main Street in Lisbon Falls.

Since 1983, The Moxie Festival in Lisbon, Maine has been held on the second weekend in July.  The Festival now includes a three day Pow Wow; Friday night fireworks; a Saturday parade, Festival, and 5K race, and on Sunday, the Chief Worumbo Androscoggin River Race.  Moxie was designated Maine’s official soft drink on May 20, 2005.

According to Lisbon Public Safety Officials, an estimated 40,000 people attend the three-day Moxie Festival.  The Town of Lisbon has approximately 9,300 residents.

AUGUSTA, Maine — Maine may have just turned red, politically speaking, but color it green — green with envy for its only American neighbor, New Hampshire.
Unlike any of the lower 48 states, Maine has only one other neighboring state to compare itself with, feud with, compete with, and sometimes even cooperate with.
Feelings engendered by the unique two-state tie extend away from the capitals. Each state thinks it has better ski slopes, more colorful autumn leaves, better university hockey teams and superior maple syrup.
On the Down East side of the border, the rivalry manifests itself in numerous ways in the State House, where legislation hinting at how the Granite State does things shows up in issues from liquor, cigarettes and fireworks to taxes and text messaging.

PROVIDENCE, R.I. — Rhode Island is a state famous for its public corruption, from the racketeering trial of former Providence Mayor Buddy Cianci to a rogues’ gallery of lawmakers, governors and even judges accused or convicted of abusing their offices for personal gain.
Those cases have tended to be the province of federal prosecutors, in part because federal corruption statutes ban a host of corrupt practices not covered under fairly limited state corruption laws.
Elected last fall, Attorney General Peter F. Kilmartin is hoping to change that with a bill that would expand the toolbox state prosecutors have at their disposal to bring charges against corrupt public officials.
The legislation — introduced in the House and Senate earlier this spring — proposes to forbid government officials from influence peddling or depriving the public of their “honest services,” among other corrupt acts that fall short of outright bribery. It would also increase the statute of limitations for corruption charges from three years to 10 years, allow the state to revoke the pe nsions of employees convicted on corruption charges and compel those convicted to forfeit their ill-gotten gains.
The parallel House and Senate bills had their first hearings in committee this month.
“In these times of budgetary strain and government distrust, the citizens of Rhode Island need assurance that their government, at all levels, is working to further the public good,” Kilmartin wrote in a letter to the House and Senate committees considering the legislation.

At least 89 people were killed in the southwest Missouri city of Joplin after a massive tornado tore through town, authorities said on Monday. 
City manager Mark Rohr announced the number at a pre-dawn news conference outside the wreckage of a hospital that took a direct hit from Sunday's storm.
Rohr said the twister cut a path nearly six miles long and more than a half-mile wide through the center of town.
Much of the city's south side was leveled, with businesses, homes and restaurants reduced to ruins.

USDA fines family four million dollars for selling bunny rabbits

(NaturalNews) When the Dollarhite family of Nixa, Mo., first started raising and selling bunnies as part of a lesson to teach their teenage son about responsibility and hard work, they had no idea they would eventually meet the heavy hand of the US Department of Agriculture (USDA). According to a recent article covered in Breitbart's Big Government, the USDA recently ordered the Dollarhite family to pay more than $90,000 in fines because they sold more than $500 worth of rabbits in a year -- and if they fail to pay the fine by Monday, May 23, the fine will multiply to nearly $4 million.

It all started back in 2006 when John Dollarhite and his wife Judy rescued two rabbits that ended up breeding. The family cared for and raised the new rabbits, and eventually began to sell them to neighbors, friends, and others for $10 or $15 each. Having started by first selling the animals for meat, and later for show, the Dollarhites carefully and humanely raised the small creatures on their three-acre homestead, all while teaching their son honest values in a business environment similar to running a small lemonade stand.

Eventually, the Dollarhites developed such a highly-respected reputation across Missouri that the popular Branson, Mo., theme park Silver Dollar City, and even a local pet store, Petland, began purchasing bunnies from the family in 2009. And according to John, individuals from both Silver Dollar City and Petland, as well as a rabbit competition judge, told him that the family's bunnies were among the best they had ever seen -- healthy, beautiful, and very well-cared for.

All seemed well until a USDA inspector showed up at the family's home in the fall of 2009, and asked to do a "spot inspection" of the rabbitry. The inspector made no indication that anything was amiss, but only that she wished to see the facility. After meandering the premises, the inspector claimed that a few very insignificant aspects of the raising facility were in violation of USDA standards, even though the Dollarhites were not USDA certified, nor were they required to be. She then asked if the Dollarhites wished to be part of the voluntary USDA certification system, upon which they told her they would look into it.

After the inspector left, the Dollarhites heard nothing more from the USDA until January 2010 when a Kansas City-based USDA inspector called the family and said he needed to have a meeting with them because they sold more than $500 worth of rabbits in a single year. When the Dollarhites asked why this was a problem and what law this violated, the man refused to offer an explanation over the phone.

Upon meeting in person, the inspector said he was only there to investigate the rabbitry and take notes for a report, upon which he instructed the family to contact another USDA office if they failed to hear anything further from the USDA after six weeks. As the eighth week arrived without any communication, John called the office and was redirected to the Washington, DC, office where a lady shockingly and bluntly explained to him that she had his report, and that the USDA planned to prosecute him and his family "to the maximum that we can" in order to "make an example" out of him.

Shortly thereafter, the Dollarhites received a letter from the USDA Animal and Plant Health Inspection Service (APHIS) ordering them to pay a fine of $90,643 for supposedly violating a mystery law that prohibits the selling of more then $500 in rabbits within a year, even though the Dollarhites were in full accordance with Missouri state law, did not sell their rabbits across state lines, and raised their rabbits humanely and in excess of minimum requirements. The letter outlined that the Dollarhites had until May 23 to pay the exorbitant fine, or else face additional fines totaling nearly $4 million -- all for selling about $4,600 worth of rabbits that netted the family a mere $200 in profits.

The whole scenario proves, once again, that the USDA is nothing more than a tag-team terrorist duo with the US Food and Drug Administration (FDA). Both agencies' insatiable lust for power and control over private affairs is never satisfied, (hey, are they describing Lisbon's Chief of Police?) as they continue to prowl around like bloodthirsty predators seeking whoever and whatever they can devour. When will Americans finally stand up to their tyranny and say enough is enough?

Chase/JP Morgan broke the law.

They overcharged mortgage payers.

They stole people's homes.

They added pain to people who don't need any more.

And where's the Pentagon? Not lifting a finger to help its soldiers.

"So, what to do if you notice people missing from your life at some point today, or early tomorrow. I’m going to rejoice. That means people like Jack DeCoster, a good Xian who never saw a labor violation he didn’t like will be gone. So will legislators like Dale Crafts, who runs interferance for the Jack DeCosters of the world, along with my own representative from Durham and most of Maine’s current legislature, which seems to be stuffed with pro-rapture types, and more interested in imposing their religious views on Mainers than job creation, along with a host of other people that I’ll never, ever see eye to eye with. Camping of course will be gone, but given his age, he probably doesn’t have much more time here anyways. I think my boss will be gone as I gather he’s in tight with the big guy upstairs. I’m not sure about my parents because while they’re Catholic and devout, the Catholic position isn’t one that holds to a premillenial rapture."

Brain Dead Management

BRAIN DEAD MANAGEMENT

The Lisbon Waste Water Treatment Facility is rated 4 by the State of Maine Department of Environmental Protection. The facility is currently being operated by Mr. Gerald Kamke, Grade 5 operator and Mr. Steve Aievoli, Grade 4 operator. This meets the criteria of the State of Maine Department of Environmental Protection. You would think this is great for Lisbon because these two individuals are doing such an outstanding job for the Town of Lisbon.

Now comes the rub, Mr. E. Ryan Leighton, Grade 2 operator is the Superintendent of the Waste Water Treatment Facility. According to the State of Maine Department of Environmental Protection, anyone can be called Superintendent or any name you want to be called but NO ONE can operate the facility unless they are a Grade 4 or 5 operators. So why are we paying Mr. E Ryan Leighton $69,310 to be the Town Engineer and the Superintendent of Waste Water Treatment Plant when Mr. Leighton can not operate the facility without either Mr. Kamke or Mr. Aievoli being present to supervise him. Who supervises who in this operation?

Mr. Kamke is the Operations Manager according to the Town of Lisbon Web site and Mr. Leighton is the Superintendent. How can someone who is not qualified to operate the facility be in charge of someone who is qualified accord to the State? Only in Lisbon is this possible. In this economic crisis, why don’t we promote Mr. Kamke to Superintendent of the Waste Water Treatment Facility and make Mr. Steve Aievoli  the Operations Manager and do a way with a superintendent who can not operate the plant without having one of these two gentlemen present.

Let’s think about the monies the Town of Lisbon could save by eliminating Mr. Leighton from the chain of command. Instead of creating justification for increasing the pay of a person who is not qualified in a position, promote the actual worker doing the job. This is good management protocol and strengthens the spree de corps in the unit.

In 2007, Jennifer Norris, Economic Development Director at the time, reported to Chief David Brooks (Interim Town Manager) that there was a $32,500 loan in question. The
“business” was on paper but did not exist. Chief Brooks directed Mrs. Norris not to discuss this with anyone. Next, Mr. Daniel Feeney, former Economic Development Director, was indicted for fraudulent use of funds on 9 April 2008. Apparently, Mr. Feeney and his attorney produced documentation which led to the Androscoggin County District Attorney dismissing the indictment on September 18, 2008. In the meantime, the case was transferred to the State Attorney General.

Since September 2008, no one is looking for the $32,500 dollars missing from the Economic Development Department. Why is that? Could it be the powers to be already know where the money went and do not want to share it with the taxpayers? Isn’t it extremely strange Chief Brooks, with all his resources, could not follow the money trail and determine where the money was? How is it possible that $32,500 dollars comes up missing and no one wants to find out where it is and who took it?

It is apparent the investigation performed by Chief Brooks was not sufficient to provide answers to these questions. How is it possible for the money to come up missing on Chief Brook’s watch as Interim Town Manager and he is the one conducting the investigation? But what is even more puzzling is why did Chief Brooks stop looking for the money? If I was the Interim Town Manager, I would not rest until the money was found. Please do not insult my intelligence by trying to tell me no one from the Town Manager (at the time) to the Town Council (at the time) or Chief Brooks has a clue to where these funds went and who took them. It is not easy to embezzle $32,500.00 right out from under the noses of everyone.

Now for the heart of the matter, why is it when Mrs. Fitzgerald and I ask the Town Council to have the State Economic Development Director perform a forensic audit of the Economic Development Department and it is always denied. A forensic audit would reveal where the $32,500 went and how it was taken. What is the Town Council so afraid will come out of a forensic audit? Keep in mind, the Economic Development Department has never had a forensic audit performed on it. Also, because there are no more state audits of the accounts under the Economic Development Department there are no checks and balances to determine whether the funds are being properly utilized. The State of Maine recommended there be an Advisory Board established to replace the audits to perform checks and balances. The Town of Lisbon has not appointed such an Advisory Board. Why is that? I believe it is the conduit for funneling monies for questionable situations.

Rescued cats up for adoption Thursday

Some of the kittens rescued from an uninhabited Bowdoin home will be made available for adoption from the Coastal Humane Society in Brunswick on Thursday.
Since May 10, more than 15 cats and kittens have been caught at the seemingly ransacked home strewn with garbage, feces and parasites on West Burrough Road, and placed in the shelter's care, Coastal Humane Society Executive Director Karen Stimpson said. Three of those kittens, just a week and a half old, according to Stimpson, were found mysteriously placed in a washing machine. One has since died, having been away from its mother and uncared for for too long, she said.
“But here's the good news,” Stimpson said, an 8-week-old, “very friendly” kitten named Onyx will be ready to adopt on Thursday, as well as another, slightly less personable kitten.

Scam leaves dog lovers heartbroken

AUGUSTA -- Sadly, no dogs are shipped to the Augusta State Airport.

That's the news airport secretary Jane Dumas has had to provide to several people over the past few months. On Wednesday morning, she had to tell it to Sarah Cebula, of Puyallup, Wash.
Cebula, like the others, had sent money for dogs they believed would be shipped to them and were being held at the Augusta airport.
But the callers -- mostly from out of state -- are unaware that Augusta does not handle international flights, and does not accept shipped animals.
"We don't ship animals through here," Dumas said.

It seems that every time one picks up the newspaper or watches or listens to the news lately an official in some town or other is being charged with embezzling
or some other wrongdoing.

All towns and cities across Maine and the nation are dealing with less and less
income. State and Federal subsidies are down.

What better way to reduce expenses in Lisbon than by having a Lisbon Cost Management Survey.

The Lisbon Cost Management Survey would include, be done by, professional audits by outsiders, to investigate and verify Lisbon town efficiencies, cost savings opportunities, procedures, practices, discrepancies, and irregularities.

A professionally conducted, Town Council authorized and managed, Lisbon Cost Management Survey would more than pay for itself.

Savings would be substantial.

We would have a more efficient town-run government.

Who would object to that?

Why would anyone object to that?

I mentioned this once at a budget workshop, but no-one was even listening.

Obama gas station in Columbia raising eyebrows

COLUMBIA, SC (WIS) - A gas station on Columbia's North Main Street has been renamed and redecorated after President Obama.
Two gas stations sit at the corner of Columbia's North Main Street and Prescott Road, the El Cheapo and another station with a new name -- Obama.
     
"I see more people come in excited with the name," said owner Sam Alhanik, who got the idea from a friend who created an Obama Gas Station in Michigan.
Alhanik has only owned this station for two months. Although born in Yemen, he says he supports America's president. "It's the first president of black people," he said. "It's our president. We like him."

LISBON’S COMEDY SHOW

Last night was extremely entertaining. The Town Council (Bowie’s Puppets) was better than usual. The evening started off with a meeting with the Water Department. The meeting produced some interesting facts and projects the town needs to be concerned about in the future. It also brought out the fact the Wellhead Protection Ordnance was still in the hands of the Town Attorney. In fact, this critical document has been in the hands of the Town Attorney between two (2) and three (3) years.

The Town of Lisbon is paying for a Chief Administrative Officer (Stephen Eldridge) and part of his duties is to ensure documents are suspense/tracked to make sure such documents are presented to the Town Council in a timely manner. A timely manner is NOT two or three years. The Wellhead Protection Ordnance is extremely critical to for the protection of the Town water supply. This ordnance MUST be in place prior to any changes to the Lisbon Comprehensive Plan because it has a direct impact on future projects. The Town Attorney works for the Town of Lisbon and is hired by the Town Manager so why can the Town Manager not require the Town Attorney to provide his reading on a document in a timely manner. It’s because the Chief Administrative Officer for the Town of Lisbon is incompetent.

Instead of concentrating on important issues such as the Wellhead Protection Ordnance, the Town Manager asked the Town Council, last night for Disposition on two pieces of property. The first piece supposedly is owned by the Town of Lisbon but a review by the Lisbon Assessing office revealed the property was owned by a couple according to the Town of Lisbon computer system (TRIO). I asked the question; “What date did the town obtain the property?” and the Town Manager could not provide this information. I explained to the Council I had gone to the town office and researched the property and what the computer results were. I further explained to the Town Council I had requested and received on the 28th of April 2011 a total listing of all property owned by the town and these two pieces of property were not on the listing. This request was under the Maine Freedom of Information Access Act (FOAA). This means the Town of Lisbon provided me false information. Councilor Bowie tried to defend the findings but there is no justification for incompetence. The taxpayer’s have a right to receive accurate information from the town. This is the overall responsibility of the Chief Administrative Officer, Stephen Eldridge.

The second piece of property, the Town Manager admitted was NOT owned by the town, at this time, so why even bring it up except to cover-up his incompetence. Why add additional items to the agenda? I believe the Town of Lisbon has more critical issues than to bring up issues which may occur in the near future. What about the Wellhead Protection Ordnance? Come on Town Manager, concentrate on monitoring and addressing actions necessary to move this town forward.

Mr. Eldridge, start addressing issues such as why the Town of Lisbon took down the assessing information on the town web site. Was it because Mrs. Fitzgerald showed the council where the valuation was not being applied equally? There was nothing wrong with the software program, in fact, it works perfectly. I believe the reason it was taken down was because it revealed too much information to the residents. Leaving the program up would have assisted the Assessing Department in finding other discrepancies. This program needs to be IMMEDIATELY put back on the web site.

The Town Council needs to stop making excuses for the Town Manager and hold him accountable. Residents of this town deserve to have a responsible leader as the Town Manager and not one who violates the Town Charter, provide inaccurate information to the residents and most of all can NOT concentrate on issues critical to the town.
