RLC endorses Bennett for Senate‏

REPUBLICAN LIBERTY CAUCUS

AUGUSTA, ME (May 14, 2012) – Former Maine State Senate President Rick Bennett has won the endorsement of the Republican Liberty Caucus National Committee in his GOP primary for United States Senate from Maine.

“Rick Bennett has shown leadership skills badly needed in the Senate,” said RLC National Chair Dave Nalle. “Receiving the Republican Liberty Caucus endorsement is a testament to his commitment to the principles of individual liberty, limited government, and free enterprise.”

Bennett’s endorsement will be announced to Liberty Republicans nationally, presenting him as the best hope to keep Maine’s Senate seat in the Republican column.

The Maine RLC Chapter voted unanimously during its state meeting last week to recommend that Bennett be endorsed. RLC bylaws require that federal office endorsements be made by the National Committee upon recommendation of the state chapter. The state chapters may endorse legislative and gubernatorial candidates without input from the national organization.

“I am pleased that the RLC National Committee saw in Rick Bennett qualities which we in Maine have known for a long time. He will be a great Republican candidate and an outstanding Senator,” said Maine RLC Chair R. Kenneth Lindell of Frankfort, a former member of the Maine legislature.

Lindell said, “Rick Bennett fought hard in Augusta for sound fiscal policies to protect the future of Maine families and has experience in the private sector helping the economy and creating jobs. We need more people with Rick’s background in Washington.”

Nalle added, “At the Republican Liberty Caucus we believe that less government means more liberty. We advocate the principles of individual rights, limited government, and free enterprise. We work in the Republican Party because we believe it is the best vehicle for bringing about the political changes we want and we believe that Rick Bennett will become part of the growing number of Liberty Republicans advancing those goals in Washington.”

Governor Paul LePage was long ago acclimated to the political storm, and it doesn’t deter him. He was elected on his promise to reform Maine government, and he pursues that mission with a single-minded determination.

Sitting at the governor’s desk in his spacious office, LePage commands a CEO’s business-like presence, but he looks right at home as he smiles and chats in an easy-going manner.

When asked if the interview could be recorded, both LePage and his press secretary, Adrienne Bennett, laughed out loud. He is not a man who worries how his words will be used.

Is Censorship And Concealment Of Information From Residents Prevalent In Lisbon Town Management?


CENSORSHIP OR CONCEALMENT

When the Town Council decided to change the Council Working Rules by moving Audience Participation to the beginning of the meeting. The intent seemed to eliminate the people from speaking on voting issues during the discussion phase of the process.  It was with the understanding the council would publish, under Agenda Documentation, all items being discussed and voted on during the meeting. This enabled the Public to know and understand what was being voted on and could provide input during Audience Participation.

At the last town council meeting, this was not the case. There were no Agenda Documentations pertaining to neither Brooks’ presentation nor the two issues Brooks asked the council to vote on.

 These issues were:

VOTE (2012-48B) Councilor Bowie, seconded by Councilor Ward move to support the Lisbon Consolidation plan consuming the County dispatch. Order passed – Vote 6-0.

VOTE (2012-48B) Councilor Bowie, seconded by Councilor Ward move that if the County proposal failed, then Lisbon will keep Lisbon’s dispatch and not go with the LA 911 plan. Order passed – Vote 5-1 (Opposed: Mason)

Both of these items are critical to the citizens of Lisbon and the Public should have been given the opportunity to provide input. This Lisbon Communications Center issue involved the lives of everyone living in Lisbon. As you can see by who made the motion and who seconded the motion; that puts loyalty and logistics before human life.

The council should always allow the citizens of Lisbon the opportunity to speak on all issues prior to voting on them. If, as is this case, the Public had no prior notification of what was being considered the vote should have been tabled until the people had an opportunity to provide input to the council before they voted on the issues. There was no emergency!

Apparently, the town council did not want the Public to know what was going on because there is no video tape due to technical difficulties while the camera was being operated by a veteran operator.

Lisbon Lawman's Legacy: His Way Or The Highway

On May 1, 2012 David T. Brooks presented his own feelings about the future of the Lisbon Communications Center. The entire presentation dealt with what Brooks wanted the councilors to know. But there were several simple facts which came out of this discussion.

  1. Brooks has been working on this proposal for eight years. In this eight year period, Brooks never gave any thought to what would happen if the Lisbon Communications Center were to be shut down. Instead of considering all aspects of the situation and coming up with a contingency plan for each scenario; he chooses to ignore the possibility of anyone not approving his proposal. This was very apparent by Brooks' continual repeating there is “NO PLAN”

     There is no plan because Brooks has never considered anything else. It is the Chief of Police’s responsibility to provide a contingency plan for each phase of his operation not the County Commissioners.

  2. The most simplistic action of all communications was not addressed by Brooks. The utilization of cell phones to communicate between Lisbon Departments was never considered by Brooks. 

  3. Utilizing “thumb drives” to update IMC, prepare logs or record data was never considered.

  4. Utilizing Duty Officers and Sergeants to check IMC, NCIC and checks and interstate inquiries were never considered. 

  5. The first responder on the scene could assess the situation and utilizing a preloaded cell phone call for any additional assistance.

  6. The bus driver who is busing our children to away events could utilize a cell phone to communicate any situation as necessary.

I commend Councilor Gina Mason for seeing right though Brooks' presentation. Councilor Mason asked how come the town could not utilize cell phones as a means of communications since we already are paying for them. Councilor Mason asked Chief Brooks numerous questions he was not prepared to answer. Councilor Mason had the courage to ask why he has not looked at alternative solutions.

It would appear that, it is Brooks’ way or the highway because Brooks has no contingency plans in place for any of the different aspects of the Police Department.  So for the past eight years, he is only concerned with what is best for Brooks and not this community. The dispatch situation affects all of the citizens of Lisbon because it deals with the response time in an emergency. In an emergency every second counts in determining life or death. The country has instituted a program called 911 in order to expedite the process in hopes of saving lives. 

 Our County Commissioners are trying to do the same by consolidating all the communications centers and eliminating redundancy within the process. A 911 emergency phone call goes to either Lewiston/Auburn 911 if received by land line or to the Maine State Police Barracks in Gray if received by cell phone. These calls are then relayed to the Lisbon Communications Center to dispatch Police, Fire, and Emergency Medical Services (EMS). 

No 911 calls come DIRECTLY to the Lisbon Communication Center. Let me repeat that: No 911 calls come DIRECTLY to the Lisbon Communications Center. 
The County Commissioners are trying to improve this process by eliminating the middle step. By dispatching Police, Fire and EMS from the point the call is received will eliminate having to call the Lisbon Communications Center and speed up the response time. In an emergency, time is critical and every minute/second can make the difference between life or death. Streamlining the process and saving lives should be the number one priority of everyone.

Why would you NOT want to speed up the process in an attempt to save as many lives as possible?

But law-enforcement officials apparently kept their heads in the sand INTENTIONALLY, until this one key thing took place ...

Law-enforcement authorities sat on a major bank’s money-laundering allegations, even denying they were handed the same information by a whistleblower, until the story was exposed by WND.
In a video interview, whistleblower John Cruz, a former vice president and relationship manager for HSBC in New York, detailed how he turned over his information on the bank to authorities. He named Frank J. DiGregorio, a detective sergeant in the office of the Queens County District Attorney, and Graham R. Klein, special agent at the U.S. Department of Homeland Security.

Cruz has delivered to WND about 1,000 pages of customer-account records documenting hundreds of millions of dollars in suspicious transactions he pulled from the HSBC computer system. He says he was fired by HSBC after senior management showed no interest in investigating his claims.
“Back in 2010, my attorney turned over information regarding HSBC to DiGregorio,” Cruz affirmed. “Then, on Feb 7, 2012, Homeland Security said my attorneys never spoke to them, that they didn’t know who I am.”

Life In Lawless Lisbon

Is the rule of law dead in Lisbon? Has Lisbon become a dictatorship?

 Tuesdays public meeting is just the last example in a long line of charter and statute violations made by  Lisbon’s Governing Council.

    According to the Lisbon Charter, public hearings are supposed to be published in the paper at least 2 weeks prior to a meeting. Tuesdays breech of this requirement was brought up at the start of  the recent public meeting by Mr. Fillmore. Chairman Larochelle’s response to this “point of order” was -- he didn’t care  about the charter notification requirement he was going to hold the  meeting regardless of its legality.  In so many words he told Mr. Fillmore to shut up and sit down.

 Lisbon doesn’t need  leaders with this level of arrogance.

    Lisbon is required by Charter to keep 12.5% of its budget in an un designated fund for emergency use. This requirement according to the available numbers is also breached.  A second violation of our own Charter.

There are valid reasons for this charter requirement.


     There are many examples of Lisbon"s Officials turning a blind eye to the  traffic, safety and weight restriction offenses in Houston Park. Residents have called  the Police may times without any solution. Is it a coincidence that the name of one of our Councilors keeps coming up in connection with this problem?

Our Laws should be enforced evenly without regard for a person’s social or political standing.


 Its rather ironic that we pay more for our law enforcement than almost any municipality our size in this state.

    At several of the last Council Meetings the Councilors have admitted that the proposed new (spot) zoning regulations were initiated in order to fix the problem of illegal businesses in town.  For years businesses of the favored few have been allowed to flourish in town while others have gotten official letters threatening them if they didn’t shut down their enterprises. I know of at least one Councilor that operates a business in a restricted residential district.

This illegal activity has risen to a level that the normal safety valves are ineffective in curtailing the corruption. We are at a point where we need outside intervention.  We need the Governor or some other outside governing body “with the power” to come in and perform a forensic audit to fix what we seem unable to repair.

I hope our pleas don’t fall on deaf ears.

A federal report from the U.S. Department of Housing and Urban Development (HUD) Office of the Inspector General (OIG) shows that the MaineHousing Authority has regularly inspected, and passed, housing units that don’t meet HUD’s quality standards.
 
MaineHousing, despite blaming recent inspection failures on third-party providers, was found to have directly inspected, and passed, 10 out of 11 units that “did not comply with HUD’s housing quality standards,” according to the report.
 
A story about sub-standard units in Norway prompted the firing of a Section 8 administrator Avesta Housing “rogue inspector” and led to the sudden termination of Avesta’s contracts administering Section 8 housing.
 
MaineHousing and then director Dale McCormick placed the blame for inspection failures solely on Avesta and “rogue inspector” Kay Hawkins and crafted an internal audit to support those claims. McCormick then made the decision, without board input, to bring all Section 8 administration and inspection in-house.

A report to be released Wednesday by House Republicans claims the Transportation Security Administration mothballed $184 million in equipment that could be improving security at airports — and then tried to hide the mismanagement, The Washington Post says.

The report claims that when investigators sought information about the stored material, TSA tried to conceal its mistakes by providing "inaccurate, incomplete and potentially misleading information," the Post says.

The delay was a deliberate effort to get rid of 1,300 pieces of unused screening equipment at a Texas warehouse before investigators arrived in February, the report says. The Post says the report claims that despite efforts to move the equipment, the warehouse contained 5,700 pieces of equipment, at least 100 more than the number included in the inventory TSA provided to the committee.

The FBI, an agency already known for abusing its authority and
violating the rights of American citizens, now wants flat-out
totalitarian spying on the internet.
 
They want to force companies like Google, Facebook, and even Skype
and X-Box Live to write backdoors into their code for government
surveillance. The kind of backdoor codes that hackers LOVE.
 
Of course, their buddies over at the NSA are about to have a shiny
new data center out in the middle of Utah, so I guess they'll have
something to do as well.

FBI: We need wiretap-ready Web sites - now

CNET learns the FBI is quietly pushing its plan to force surveillance backdoors on social networks, VoIP, and Web e-mail providers, and that the bureau is asking Internet companies not to oppose a law making those backdoors mandatory.

The FBI is asking Internet companies not to oppose a controversial proposal that would require firms, including Microsoft, Facebook, Yahoo, and Google, to build in backdoors for government surveillance.

In meetings with industry representatives, the White House, and U.S. senators, senior FBI officials argue the dramatic shift in communication from the telephone system to the Internet has made it far more difficult for agents to wiretap Americans suspected of illegal activities, CNET has learned.

The FBI general counsel's office has drafted a proposed law that the bureau claims is the best solution: requiring that social-networking Web sites and providers of VoIP, instant messaging, and Web e-mail alter their code to ensure their products are wiretap-friendly.

"If you create a service, product, or app that allows a user to communicate, you get the privilege of adding that extra coding," an industry representative who has reviewed the FBI's draft legislation told CNET. The requirements apply only if a threshold of a certain number of users is exceeded, according to a second industry representative briefed on it.

The FBI's proposal would amend a 1994 law, called the Communications Assistance for Law Enforcement Act, or CALEA, that currently applies only to telecommunications providers, not Web companies. The Federal Communications Commission extended CALEA in 2004 to apply to broadband networks.

The Real Laws
1. Law of Mechanical Repair - After your hands become coated with grease, your nose will begin to itch and you'll have to pee.
2. Law of Gravity- Any tool, nut, bolt, screw, when dropped, will roll to the least accessible corner.
3.Law of Probability - The probability of being watched is directly proportional to the stupidity of your act ...also, the more stupid the act, the larger the crowd watching!
4. Law of Random Numbers - If you dial a wrong number, you never get a busy signal and someone always answers.
6. Variation Law- If you change lines (supermarket or traffic lanes), the one you were in will always move faster than the one you are in now (works every time)...this always true at drive in bank lanes and especially driver's license lines.
7.Law of the Bath - When the body is fully immersed in water, the telephone rings ...someone knocks at the door or the dogs start barking like the "world is coming to an end".
8.Law of Close Encounters- The probability of meeting someone you know increases dramatically when you are with someone with whom you don't want to be seen...or when you just run into a store to grab something with your greasy hands and ugly(but well fitting) clothes, wearing your house shoes and your hair is uncombed!
9.Law of the Result- When you try to prove to someone that a machine won't work, it will ...conversely try to show someone something that works and it WON"T.
10.Law of Biomechanics - The severity of the itch is inversely proportional to the reach.
11..Law of the Theater & Sporting Events - At any event, the people whose seats are furthest from the aisle, always arrive last. They are the ones who will leave their seats several times to go for food, beer, or the toilet and who leave early before the end of the performance or the game is over. The folks in the aisle seats come early, never move once, have long gangly legs or big bellies and stay to the bitter end of the performance. The aisle people also are very surly folk.
12.The Coffee Law - As soon as you sit down to a cup of hot coffee, your boss will ask you to do something which will last until the coffee is cold...or you will go get a magazine or the paper to read and get distracted and by the time you remember the cup of coffee it is ice cold.

Law of Physical Surfaces- The chances of an open-faced jelly sandwich landing face down on a floor, are directly correlated to the newness and cost of the carpet or rug...for me, it is 100% that the sandwich will land face down, regardless of how new or old the surface is...the good thing is that we have dogs that will not only lick up the jelly from the carpet, but eat the entire sandwich; thereby preventing any chance of us even getting jelly on our hands when trying to pick up the dropped sandwich.

15. Law of Logical Argument - Anything is possible if you don't know what you are talking about ...this I run into more and more these days.
16. Brown's Law of Physical Appearance- If the clothes fit, they're ugly.
17. Oliver's Law of Public Speaking- A closed mouth gathers no feet.
18. Wilson's Law of Commercial Marketing Strategy- As soon as you find a product that you really like, they will stop making it, or change it ...absolutely true! Also applies when it comes to monthly billing or checking account statements received in the mail. Just about the time I figure out how to read them, find the information I am looking for,  figure out which part to keep and file and which part to tear off and mail back, I'll get a new, completely different statement! It will come with a cover sheet(more wasted paper use) with the announcement that it is NEW and IMPROVED and making it "easier" for me to use!
19.Doctors' Law- If you don't feel well, make an appointment to go to the doctor, and by the time you get there you'll feel better.. But don't make an appointment, and you'll stay sick.

Lisbon Volunteers Support MDA‏

LISBON SCHOOLS’ JUNIOR VOLUNTEERS SUPPORT MDA



Lisbon – Student members of the Lisbon School Department volunteer force are supporting the fundraising efforts for Muscular Dystrophy.  Philip W. Sugg Middle School eighth grade student, Alyssa Briglio introduced a district-wide campaign to put your muscle behind MDA with your spare change!  Committee members from all three schools joined Alyssa at Food City in Lisbon Falls on Saturday, May 5 for the first of two tag days planned for the project.   The event was a huge success collecting $425 thanks to the generous contributions from Lisbon area residents and a donation of $240 from Food City Manager, Jeff Eldridge.  Eldridge invites  shoppers to contribute to local charities each year in support of the specific campaigns.   Members of the LHS Interact Club contributed $100 thanks to a $2,000 WCSH6 Teens Who Care award.  Alyssa’s goal is $1,000 to support the local programs provided by the Muscular Dystrophy Association.   Pictured (l-r) LHS Interact sophomore committee chair, Robert Dall; PWS seventh grade student, Silas Crosby; LHS Interact member, Melissa Hoskins; Alyssa Briglio; and LHS Interact President, Abigail Roy,  Front row:  school mascot Lissie the Greyhound; and LCS fifth grade student and junior volunteer secretary, Geoffrey Shambarger.  Students will be collecting donations at the Lisbon Transfer Station on Saturday, May 19 from 9 to 11 a.m.  rain or shine.  FMI please contact advisor, Monica Millhime, 754.0021 or email mmillhime@lisbonschoolsme.org.  Check out all the latest programs and events on Facebook at Community Resource News in Lisbon Schools.  Photo by Heidi Coulombe.
