Back in August [2013], I told you that Extortion 17, the downing of a Chinook helicopter with members of SEAL team 6 onboard (those that allegedly carried out the raid on Osama bin Laden), could be Barack Obama’s biggest scandal and one of his administration’s biggest acts of treason. That report came after an interview I conducted with Billy Vaughn, father of slain Navy SEAL Aaron Vaughn, who told Freedom Outpost that he wanted answers and those who were responsible for his son’s death to be held accountable. Now, many of the families believe that the incident, which has been deemed the largest loss of life in the Afghan war theater (38 deaths, including nearly two dozen Navy SEALs), was an inside job.

THE PEOPLE LOSE MORE RIGHTS TO BE INVOLVED!

At the last Town Council meeting, the Council had the first reading to “repeal” the Finance Committee.  During Audience Participation, I voiced my concerns about the people losing more and more rights to be involved with local government and the loss of checks and balances in our democratic form of government.  The Charter Commission felt it was vital to have an elected Budget Advisory Board to provide more eyes on the Municipal budget.  The previous Town Council decided to eliminate the elected Budget Advisory Board and form the Finance Committee.  This committee was filled with five former Councilors and two additional members all appointed by the Council at the time.  These former Councilors of the newly appointed Finance Committee were the ones responsible for the financial situation the town is in.

Chairman Pesce stated that the reason the current Council wanted to do away with the Finance Committee are because it was advisory only and that it was ineffective.  The reason it was ineffective is because there was no leadership in charge and these former Councilors did not want anyone to know how they had placed the town in such a vulnerable situation. 

In order to have an efficient Finance Committee, the committee should be made up of three members selected by the School Board and three members selected by the Town Council with the Chair being changed every year between the School Board and the Town Council.  This can be accomplished by selecting members upon resignations.  When a committee is selected these individuals should have some familiarity with budgeting, knowledge of the needs of their respective entity and most of all a fresh perspective of what is best for the community.  It is essential these individuals have a diverse background to enable a fresh outlook on all financial matters.  Selecting individuals with the same qualifications only provides a narrow minded approach to a problem; diversity will provide a wiser solution.

Repealing the Finance Committee is not the right answer because it eliminates the checks and balances necessary to maintain a democratic form of local government.   It also eliminates the rights of the people to be involved which are part of the Town’s Mission Statement.  Repealing will change the makeup of our local government from a democracy to tyrannical.

There was mention of forming a sub-committee.  This action will take valuable time and waste a great deal of time.  The Finance Committee's responsibilities are already established and outlined in Ordinance – Ch. 2 Administration Div. 2 Finance Committee so why do we need to redo it?  No one has ever challenged the responsibilities so what are we really trying to do?

Once the former members of the Council resigned and the town had four additional candidates to replace them; the Finance Committee could function.  How successful the committee would have been; we will never know.  It was never given a chance.  Shame on the Town Council!

Call your Councilors and tell them NOT to repeal the Finance Committee and approve the candidates they had.

Illegal Alien Charged With Four Counts of First-Degree Murder Wasn't Deported Thanks to Obama's DACA

Earlier this week U.S. Citizenship and Immigration Services admitted gang member and illegal alien Jesus Rangel-Hernandez, who has been charged with four counts of first-degree murder in North Carolina, should have been deported but wasn't thanks to President Obama's executive amnesty, deferred action program [DACA]. 

"I understand that you are seeking information regarding a specific individual, including information regarding his involvement in Deferred Action for Childhood Arrivals (DACA). In addition, you are seeking the official policy and other information related to the adjudication of DACA requests from suspected or known gang members," a letter from USCIS to Grassley states (bolding is mine). "Our review of the file indicates on January 22, 2013, the individual requested deferred action pursuant to DACA. At the time of filing his request for deferred action, he was in removal proceedings as an alien present in the United States without being admitted or paroled. It appears he came to the attention of U.S. Immigration and Customs Enforcement (ICE) as a result of a 2012 arrest for possession of marijuana for which charges were subsequently dismissed. Based on ICE records, there is no indication that ICE was aware at the time of the arrest that the individual was a gang member. His request for deferred action was approved on August 26, 2013, notwithstanding a TECS record indicating that he was a known gang member, and his application for employment authorization was approved. After the deferred action request was approved, immigration proceedings were administratively closed on December 18, 2013."

News of sexual allegations against two former Biddeford police officers, first reported by Benjamin Meiklejohn of the Courier, ” is taking the city by storm.” David Charns, WMTW news reporter, broke the news about the allegations on television to a larger audience just days after the Courier reported the same. With the media so controlled it’s a breath of fresh air that Ben and David have the courage to report on what needed reporting years ago.

On March 5, 2015 the Courier reported ” A man who grew up in Biddeford has turned to social media to begin a dialogue with city leaders about how to prevent child sexual abuse and provide resources to victims. Matt Lauzon, who now lives in Boston but grew up in Biddeford, said he was sexually abused by a former Biddeford police officer nearly two decades ago, but felt too afraid and ashamed of his experience to speak out about it to authorities.

Lauzon, who graduated from Biddeford High School in 2003, has filed a complaint with the Maine attorney general and requested an investigation into an officer who is now retired and living in Florida. Lauzon said he first approached the Biddeford Police Department about the alleged crime last fall.

In recent weeks, Lauzon started to publicly engage Police Chief Roger Beaupre and Mayor Alan Casavant on Facebook about how the community can prevent child abuse and support victims – while articulating details of an experience that left him struggling his whole adult life.

“I feel guilt and shame that I didn’t speak up sooner and that he’s never been convicted and now lives free and clear in Florida,” Lauzon posted, “and now that numerous people are telling me similar stories, I have nightmares about staying silent and letting this abuse happen to other young women and men, or letting silence lead to young women or men taking their own lives.”

Brian MacMaster, who was chairman of the academy, accepted Dodd’s surrender on July 8 that year. MacMaster was also director of investigations for the Maine Attorney General, responsible for overseeing the 2002 investigation of Dodd. MacMaster has been the director of investigations since 1984.

United We Stand, Divided We Fall!

UPDATE ON OUR ABILITY TO VOTE ON THE MUNICIPAL BUDGET!

I realize that it has been a long time since the people voted on whether or not they wanted the right to vote on the Municipal Budget.  Back in November 2011, the Town Council put a non-binding referendum question on the ballot.  The result was 2025 citizens’ voted YES and 514 voted NO. 

Prior to the election, the Town Council had agreed to take action in accordance with the results.  However, that Council had absolutely no intentions of honoring their word.  Since the 2011 vote, all Councils have done everything they can to prevent the people from voting on the Municipal budget.  One of the previous Councils went so far as to change the Charter to keep the people from voting on the Municipal instead they lower the requirements to seek a Special Town meeting in order to vote on the Municipal budget.  This requirement is to form a committee of 5 citizens, prepare a petition, gather significant number of signatures, have the town attorney to review the petition (after the signatures are gathered), verify signatures, setup a date for a Special Town meeting.  If the Town attorney does not like the wording of the petition, it has to gather all the signatures again.  The petition process has to be accomplished in 20 days.

How anyone can state, with a straight face, this is the same as checking a block on the ballot is beyond me?  So they had to come up with another method to stop the people from voting on the Municipal budget.  This new method was to state the 2011 vote was non-binding and therefore the Council was under no obligation to honor the results even though it was very clear what the citizens of Lisbon wishes were.  Numerous citizens have requested the Council at the time to please honor the wishes of the people and each time the Council refuses to the result of the 2011 vote.

At last Tuesday night’s Town Council meeting, I requested that the current Town Council put a binding Referendum Question asking the people:  “Do you want to vote on the Municipal budget by Departments.”  Chairman Pesce said the Council would look into it in July.  Since, I was not asking for a Charter Change, there should have been no objection to adding it to the June ballot?  This request was submitted in time to get on the June Ballot.   However, in order to delay this process Chairman Pesce has moved any action until after the June election so that it would be another year before any action could be taken.

I believe the people, during the Public Hearing on the School and Municipal budgets, can tell the Council to include this binding Referendum Question on the June ballot.

RECAP TOWN COUNCIL MEETING – APRIL 21ST

This was an extremely short and sweet meeting.  However, it was business as usual.  The following items under Council Orders, Resolutions & Ordinances were approved by a vote of 7-0:

1.      FY-13 Homeland Security Grant Supplemental Funds Acceptance & Use of Forfeiture Funds.  The funds receive exceeded what was expected by $345.84 so the Council approved $5,529.03 of forfeiture funds.

2.     FY-13 Homeland Security Grant Supplemental Funds Acceptance was for $2,850.00.  These funds were approved for the purchase of emergency signs and portable radios.

3.     Commitment of Sewer Rates – This was more of an administrative action to direct the town to collect these sewer rates going back to September 1, 2014.

4.     School Budget Validation Referendum Warrant – This was approved with little discussion.

5.     Ch. 70 Zoning Map & Sec. 70-531 Table of Land Uses (First Reading) – This was presented by the Planning Board to clean up some administrative errors.

6.     Ch. 70 Sec. 70-115 Officers and Duties (First Reading) – This was tabled to July.

7.     Ch. Administrative Div. 2 Finance Committee (First Reading) – This was approved with little discussion.

Under Town Manager’s Report – summer passes for Beaver Park can be purchased at the Town Office and the MTM Center.  Mrs. Barnes also briefed the Council on additional changes to the Municipal Budget to include cutting the Police and Public Works budget’s by $100,000.00 each.  The Council discussed the parking problems on the Androscoggin River Trail and directed Mrs. Barnes to look into a solutions for parking.

 Mr. Mark Stevens was appointed Parks Director to combine the Recreation and Parks Departments.

But this ad, is without a doubt, the most effective anti-campaign ad that I’ve ever seen.  And it shows Conservatives the blueprint on how to beat Hillary.  Attack the dishonesty.  I’ve been saying this for years. Hillary Clinton is more than a slimy politician, she’s a compulsive liar.  She lies about big things, but more importantly, she lies about little things when she thinks that nobody’s watching. Why Does No One Care?

Glenn Beck on Monday asked why Americans aren’t doing more for the Christians being persecuted in the Middle East.

“Why does no one care?” Beck demanded on his television program. “When we talked about a Christian pizza parlor just the other day, Christians responded in large numbers. … Here people are getting executed. Shouldn’t the response be exponentially greater when Christians are literally being beheaded and crucified, children being raped and killed every single day?”

Beck shared the latest video released by the Islamic State showing the brutal murder of captured Christians in Libya.

Tennessee Legislature Repeals Failed Common Core School Curriculum

The Tennessee House voted unanimously (97-0) to repeal the terrible law and the Senate is expected to follow suit.

“This legislation is a template for all states to begin a much needed journey of separation from federally generated standards and an invitation to embrace each states’ own constitutionally delegated authority to serve its citizens at its own will,” said HB1035 chief sponsor Rep. Billy Spivey (R-Lewisburg). “As our founders and God surely intended.”
