Article II. Town Council

Sex. 2.07. Action Requiring an Ordinance

 

Amend by adding the underlined text as follows:

 

       In addition to other acts required by law or by specific provision

of this Charter to be done by ordinance which (1) adopt or amend an

administrative code, or establish, alter or abolish any town department,

office or agency; (2) provide for a fine or other penalty or establish a

rule or regulation for violation of which a fine or other penalty is imposed;

 

(3) regulate the rate at which a business or establishment may charge for it's services;

 

(4) convey or lease real or personal property of the Town except tax

acquired property; or (5) amend or repeal any ordinance previously adopted.

Acts other than those referred to in this section may be accomplished by ordinance,

order, or resolve.

 

Why would the Town, or any town for that matter, be allowed to "regulate the rate

at which a business or establishment may charge for it's services?

 

Under this ordinance the Town can regulate what your barber or beautician

charges for your haircut, color or perm.

The Town can regulate what your dentist charges to clean your teeth.

The Town can regulate what a restaurant charges for your meal.

 

Is this how and who you want to run your town?

A Perspective On Tuesdays' Vote Lisbon!!!!!

  Charter Amendment  or Power Shift?


On Tuesday Nov. 8th Lisbon voters will be asked to approve 8 amendments to the Lisbon
Charter. At first glance these changes seem quite innocuous, but under further scrutiny
an underlying theme emerges. These changes shift power from the people to the Council.

Question 1
     This  amendment  would  clarify and possibly expand on the word "Property" to include both personal (movable) property as well as real (fixed) property. This change could potentially require an ordinance to convey or lease  ANY property the town owns (except  tax acquired property).  Wouldn't this require an ordinance for the town to sell an old used vehicle like the one we recently sold for a few hundred dollars?  Since ordinances are mainly initiated by the Town Council would this not mandate the councils action on any property sale or lease thereby increasing the power of the council?

   Question 3
   This amendment  could be used to sidestep objective testing for appointments and job promotions and make subjective decisions  the main qualifying requirement for advancement. In other words  “kiss the right butt and join the right “good old boys (or girls) club” if you want your promotion.

Question 5
   This one doesn’t even try to hide the power shift.  It spells it out in black and white. Additional power is given to the Council to act as the Board of Assessment review under certain circumstances.

Question 6
   Would give the Council control over money in certain circumstances.

Question 7
   Why are we not given a better breakdown of this question? I am always suspicious when A governing body throws everything and the kitchen sink at you knowing that the average person will never spend the time required to weed out the garbage in order to understand the real change.

Question 8
 We are all aware of this attempt by the Council to guarantee their full term by placing  impossible conditions on the recall of a Councilor.   JOB SECURITY

I wonder if it is wise to place this much power in the hands of the Council and limit our own ability to remove a rogue Councilor. We all know Lord Actons insightful quote. “Power corrupts and absolute power corrupts absolutely”.

I urge the hardworking residents of Lisbon to send a message to the Council  by voting NO on all of these amendments and to vote YES on the very last  advisory question that will tell the Council we want to vote on our Town Budget.

Recap Of Town Council Meeting Nov. 1, 2011

The Town Council meeting on November 1, 2011, has to go down in the books as one of the craziest meetings of all.  Before we get into the players let’s talk about the main subjects:  (1) Brooks presentation; (2) question on the ballot (3) Western Maine Transportation and finally Bowie’s action.

(1)    Brooks wants to expand his current empire at the Lisbon taxpayer’s expense.
(2)    The town wants to regulate how much businesses can charge for their services.
(3)    The council has no clue what to do with the shortfall for the transportation.
(4)    Bowie commits a conflict of interest which was allowed by the council.

The players and their action:

Chairman Lunt:  Did not want to accept a “Point of Order”.  I explained to the council that there was a conflict of interest if Bowie was allowed to discuss the consolidation of communications center because his wife’s job description is filled with dispatch and communications center duties.  Chairman Lunt would not accept the explanation and allowed Bowie to speak on the subject.

Vice Chair Pomelow:  Had no clue what a “Point of Order” was and when to use it. She went so far as to make a comment in Councilor Communication about individuals who use this term.  She did this in Councilor Communication so no one could correct her.  This is a person who wants to be the next Chairperson of the council and has no clue about parliamentary procedures.

Roger Cote:  As usual, always on point with every comment.  Keep up the excellent job you are doing.  You are the only councilor with any common sense.

Roger Bickford:  A complete disappointment to the community.  I understand this is his first year and he needs time to understand what is going on but it has been a year and Roger is turning into a puppet.

Gina Mason:  No comment because she has no direct input on any subject before the council except social activities in Lisbon.  The Council Social Director.

Fern LaRochelle:  A true puppet who does anything the puppet master tells him to do.  A true “yes” man!

Michael Bowie:  The puppet master who has orchestrated the demise of the Town of Lisbon.  Bowie wants the taxpayer to fund the consolidation of the communication center to increase his wife’s salary and to expand Brooks’ empire.  Because he is the puppet master this standing council minus Councilor Cote, and this council gives into his every wish.  He has no interest in what is best for the town.  This council has an opportunity to save the taxpayers over $500,000 by turning the communication center over to the county.  Of course, this would mean a reduction in his wife’s salary.

Stephen Eldridge: Trying to expand Brooks’ empire, trying to grant the council more power by regulating the amount businesses in town can charge for their services.   Orchestrated $5,700 for the Fire Chief which he has not utilized yet wants $8,200 to destroy a building but cannot find sufficient funds to keep the Western Maine Transportation going.  This bus service provides many residents rides to doctor appointment; work; shopping and other necessities.  Eldridge always has money for his cronies but not for the residents.

Chief Brooks:  Only wants to expand his empire at taxpayers’ expense.  He admitted to concealing money from the taxpayers in order to hide the actual cost to operate the Communication Center and never did explain where the equipment and maintenance cost are in the town budget.

But the highlight of the evening is when Mrs. Fitzgerald asked the question “why is the town trying to regulate how much a business can charge for services?”  This is the first Charter Change on the ballot.  No one had an answer.  Even Eldridge who normally lies to cover up his mistakes did not have an answer.  Finally, Chairman Lunt said he would look into it and see what the town lawyer had to say.  

The people vote on these Charter Changes Tuesday and if the Council has no idea what this means then how did it get on the ballot.  It is apparent; councilors do not read what is put before them.  The citizens of Lisbon need to vote “NO” on all charter changes until this council can explain each one to us.  If they have no clue; do not approve these changes.

The rating for all the players minus Councilor Cote is “Z”.  You cannot rate higher because they are not doing anything for the Town of Lisbon.  If I could find a letter below Z they would receive it.  What a poor excuse for a Mainer and a town council!

Lisbon Bus Service: Will the People Keep It Running Or Will They start Running After 'Da Bus?

A Town Council's true effectiveness isn't decided by the number of businesses it can attract or by the number of parades it organizes. It is measured by how  responsive it is to the needs of its residents.

 Our Council  is being given an opportunity  to show  how in touch they are with its residents.

The cut in Lisbons Bus Service causes a serious problem for many people that rely on the service for shopping or transportation to and from work. This problem doesn't have an easy answer for many of our residents that don’t drive.

At last Tuesdays council meeting Lisbon Councilors saved the town over 7000 dollars by securing a very low demolition bid for the work that needs to be done at 3 Village St.  

I feel that savings could best be spent by helping our non-driving residents by supplementing the Lisbon bus service. This expenditure would really make the quality of life immensely better for a lot of our residents

If the Council can spend over 7 thousand dollars in legal fees to temporarily  postpone legal FOAA requests we can surely spend a little to help those affected by this funding cut.

I hope Lisbon Council recognizes how much this relatively small investment would improve the life for so many of Lisbons residents.

Skeletons in Bob Emrich's Closet?

Wow!  According to the anonymous comment by "myvoice" on this article (linked above), Emrich was forced out of his church in Sangerville some time ago and was left by his first wife:
"I just asked why he was removed from the Sangerville church and why his first wife left him? I he has nothing to hide why remove the post? I didnt accuse, i just asked a simple question. Eventually it will all come to light. God hates liars."
I don't know who posted that, or if it is true (and I pray that it is not), but if so, then EqualityMaine or "marriage equality proponents" could easily derail the marriage referendum battle next year (which he will lead again) by verifying and exposing that.
I wonder what information longtime Sangerville, Maine resident and former Maine State Trooper (and close personal Emrich confidant) State Rep. Paul Davis has about this, if any?
Also, it's odd that in my comment on the same article, the word "Emrich" itself is 'bleeped' out with asterisks by the website moderator.  Like "Emrich" is some verboten word!

And like this doesn't tie in with Lisbon.  Davis and Crafts when they first became legislators made a big stink over how the Maine Warden Service utilized their resources.  They were both on the Maine Inland & Fisheries Wildlife advisory board and got their "knickers" in a knot about the new camp going in up North.  Their hunting ground once a year to go "play woodsman".   So they come back and inquiries were made statements were in the newspapers,(do your own research) and these two Crafts and Davis kind of made themselves look, well let us just say not so professional.  This is all at the time while Crafts is learning how to be a better liar, we mean politician, Praise the Lord Huh Dale!!!   There are a few other things that one will find when researching.  So Crafts, Davis, both start riding LePage's drama ride for mug shots and voila, Crafts gets reelected, now he has his life time health insurance that he only wanted when re campaigning and yet he still has an in with the Maine Attorney General.  
Lisbon you may never know what the hell has been going on, but you better pay attention to what does go on.

"Question 1": Maine's Marriage Documentary Review‏

I went to Waterville's Railroad Square theater Wednesday, November 2nd, for the 7pm showing of "Question 1" documentary film (www.q1-themovie.com).
 
This is only an average film, by most most measures; not as ham-fisted as one might anticipate, but also not as compelling.  It could have been very easily 30 minutes shorter than its 90+ minutes run time.
 
There were only a dozen people in the theater, which could have held ten times that number.  There were no previews prior to the movie.  The first images one sees of the film are of a home video of EqualityMaine's 'out' lesbian Darlene Huntress from 1986 when she was the maid of honor at her (straight) sister's wedding (was there any other kind of wedding in 1986?).  It sets up the movie as a sympathy plea for the plight now of those not being able to marry within their gender.
 
Huntress and the Roman Catholic Diocese of Maine's Public Policy Director, Marc Mutty, are the people most extensively interviewed for the film.  There are supporting role interviews with Robert K. Emrich (Stand for Marriage Maine), Jessie Connolly ('No on 1' Campaign Director), and volunteers for both sides.
 
The documentary begins in the Spring of 2009 at the Augusta (Maine) Civic Center Judiciary Committee public hearing where the marriage bill was considered and moves to the People's Veto campaign rapidly.  The several months between Gov. Baldacci's signing of the bill into law and the collection of the 100,000 signatures to get the People's Veto on the ballot take all of just a minute or two of the film's time.  The film lurches from spring to late summer in an instant.
 
The People's Veto campaign is broken into stages: 30 days out, 15 days out, two days before the vote, Election Day, and the aftermath of the vote (spoiler alert!) to uphold traditional marriage.   I thought the filmmakers strong suit was detailing the vote on Election Day.  Both sides have intimate details and interviews from the principals involved; real behind-the-scene observations.
 
The images that stayed with me are the contrast between the blur of activity and action the 'No on 1' campaign had (raising $3.8 million in donations, tens of thousands of calls, thousands of volunteers, etc) in the weeks prior to the vote versus the quiet, almost serene, atmosphere of the 'Yes on 1' side.  You could hear a pin drop in the 'Yes on 1' campaign offices; the hum of office copier is the only thing breaking the silence.  The 'No on 1' campaign offices have young people  talking over each other in large phone banks, and the din is broken by loud announcements of their progress in the hundreds of calls they've made just that day.
 
Ultimately, though, the documentary degenerates in the last 20 minutes into a sob-fest for the 'No on 1' side, with late Election-night emotions running on and on for what seems forever.  Really, it's overkill, bordering on emotional pornography.  Lots of f-bombs, too, are heard night of the vote from the 'No on 1' side, especially from the campaign leaders. 
 
It's jarring, because the rest of the film is largely family-friendly.  It's also unnecessary because the film goes to incredible lengths throughout to show the viewer that the 'No on 1' side is more heavily invested in the outcome of the vote.  Why the gratuitous language at the end of the film?
 
Additionally, what is with Mutty and his incessent drinking?  The movie documents three extensive scenes with him with a hard liquor drink or beer bottle in his hand.  There are two additional scenes where he references buying a six-pack of beer or getting a drink (of alcohol) with Rev. Emrich.  I understand Catholics generally have only minor prohibitions against excessive alcohol drinking, but it's noticible throughout how lax Mutty is on that front.  The guy clearly has a drinking problem; enough said, perhaps.  
 
A prophetic moment is offered by Emrich toward the end of the film where he states off-camera that the results of this vote to affirm traditional marriage will move Maine to be more conservative in the upcoming few years.  Just a year after he said that, Maine voted to change control of its House and Senate and Governor from Democrats to Republicans for the first time in decades.  Rarely is such a prediction so clearly borne out so quickly.  
 
"Question 1" is only about Stand for Marriage Maine vs. No on 1/EqualityMaine.  No other groups are represented or interviewed.  Even Roman Catholic Bishop of Portland, Maine Richard Malone gets practically shut out of the film.  An important press conference by Americans for Truth's Peter LaBarbera, MassResistance's Brian Camenker, and Maine Grassroots Coalition's Paul Madore late in the campaign (just a few days prior to the vote) goes completely unnoted. 
 
However, an underattended 'No on 1' rally in Portland held in ideal weather conditions at noon on the day before the vote gets extensive coverage in two pivotal scenes toward the end of the film.  It's as though no other groups existed on either side that had anything to say on the matter.
 
Overall, I'd tepidly recommend the movie, but only for posterity.  I would not pay money to see it again, though.  I suspect the very limited release in Maine this year (a one week in Waterville, one show in South Portland, one show in Portland for the whole month of November) is to generate 'buzz' for it to be released on DVD next year. 
 
Copies of the film then will, most likely, be given out liberally as campaign promotional items to voters (potential EqualityMaine supporters) since the measure will be on the ballot again for November, 2012.  Like it or not, Mainers will be asked to re-consider their decision from just two short years ago.

THE LISBON CONNECTION BUS SERVICE‏

I have attended every Town Council meeting and workshop for several years.
And have served on the Budget Advisory Board.
I have listened to Town of Lisbon citizens who do not own a vehicle, who depend
on The Lisbon Connection to get them to and from work, to go shopping and to
doctor's appointments; who are concerned that that service may be no longer
available to them due to Federal budget cuts
We, the taxpayers of the Town of Lisbon generously support the Police Department,
Fire Department and most every other Department in town.
 
At a Council meeting earlier this year Fire Chief Gallipeau came to a Council meeting
and said the Lisbon Fire Department needed $5,700. They needed it IMMEDIATELY!
It was not on the Council agenda, but the Town Council with all but one vote no, gave
them the $5,700, with the approval of Town Manager Eldridge.
 
The Town of Lisbon took, legally or illegially, still debated, a property at 3 Village Street Lisbon.
At the November 1, 2011 Council meeting the Council voted to spend $7,000 for the demolition
of said 3 Village Street, Lisbon, plus an additional $1,200 to dispose of asbestos in and on
the building.
 
The Town Manager also has a Ordinance to go to a public hearing. As follows:
 
                                 " SUPPLEMENTAL APPROPRIATION
    "WHEREAS, it has been determined that the dwelling located at 3 Village Street is beyond
repair and should be demolished; and
 
    "WHEREAS, surplus funds in the Surplus Funds Account, constituting revenue in excess of those
estimated in the Budget for the current fiscal year are available for this purpose; and
 
    "WHEREAS, the sum necessary for that demolition will not exceed Fifteen Thousand Dollars
($15,000.00).
 
    "NOW THEREFORE, be it ordained by the City Council of the Town of Lisbon that a sum of
up to Fifteen Thousand Dollars ($15,000.00) be and hereby it supplementally appropriated from
the Surplus Fund Balance."
 
That, along with a "Certification of Revenues in Excess of Budget Estimates"

And, Town Manager Eldridge and "your" Town Council cannot find it in their hearts and budget to fund the extra necessary to keep The Lisbon Connection running for those that depend on it! ! ! !

County Emergency Communications Is A County Function!

After careful perusal of Chief Brooks presentation I feel Lisbon is the logical choice for the new Androscoggin County Communications Center.

My only fear is that Lisbon will eventually be saddled with the lion's share of  the operating cost of this Emergency Dispatch Facility.

Under the Chief's proposal Lisbon would be ultimately  responsible for the Center's budget. This may give Lisbon some control over the Centers operations but it could also place Lisbon in a very precarious position if other towns using the Center decide, a year or two down the road, to opt out and seek cheaper alternatives. We may be left picking up the majority of the centers tab.

I  believe Lisbon would be better protected if the Communications Center was a separate entity from the town and run mainly by the County with advisory input for the towns that it serves.

County Emergency Communications is a county function and is best delivered by the county.

Do as I say not as I do‏

Are Lisbon Councilors subject to the regulations that they pass or have they exempted themselves from the inconvenience of having to abide by their own laws?

Councilor Pomelow seems to be ignorant of the "winter" parking regulations in Lisbon.  Large over sized  tractor trailer trucks have been spotted regularly parked in front of the councilors home. This in my opinion is in violation of the following Town Ordinance.




Sec. 50-45.  Winter parking between 12:00 midnight and 6:00 a.m.The owner or operator of any motor vehicle found parked or left unattended upon any way for a continuous 60-minute period between the hours of 12:00 midnight and 6:00 a.m. of any day during the period from November 1 to April 1 of each year shall, physicians on emergency calls excepted, be punished by a fine as provided in aricle V of this chapter.





I hope Chief Brooks  will take notice and enforce the town laws equally regardless of Mrs. Pomelows position as Town Councilor and his Boss.

At last night’s meeting, Mrs. Dot Fitzgerald asked the question “What does (3) regulate the rate at which a business or establishment may charge for its services mean?”  This is part of Question 1 on this year’s ballot.  Mrs. Fitzgerald went on to ask “Does this mean the town of Lisbon is going to tell a dentist how much too charge for each service he provides or how much a restaurant can charge for a meatloaf dinner?” Chairman Lunt and Evil Eldridge had no response and went on to say they will have to ask the town lawyer.  Mrs. Fitzgerald asks the council if they had even read this. 

The Town Council had absolutely no response and instead stated they would look into it.  Well, I hate to tell you this but the election is Tuesday and these issues are already on the ballot.  It certainly is too late to “look into it” now.  This clearly demonstrates the incompetency of Roger Therriault, Evil Eldridge, Bowie and the puppets.  



It is apparent; this council does not have a clue what they are doing and rely heavily on Therriault and Eldridge to lead them.  Well, lead them they have and see what damage they have done to this town.  All of the charter changes on Tuesday’s ballot are laced with wording to create more power for this council. This is what happens when you do not read what is put before you prior to voting to incorporate changes into the town charter.

I encourage every voter in Lisbon to vote no on every one of the Charter changes.  There is no telling how much damage can be inflicted on the citizens by the corrupt wording of these changes.  The citizens have a right to expect the councilors to read and understand the ramifications of their actions.

I want to thank Mrs. Fitzgerald for pointing out to the citizens and the town council the important significant of these charters changes on this year’s ballot.

CONFLICT OF INTEREST

At last night’s Town Council meeting, Councilor Bowie began speaking on Chief Brook’s presentation about consolidating the Androscoggin Sheriff’s Office communication center and the Lisbon Communication Center under Chief Brooks. 


Of course, Bowie would be in favor of this consolidation because his wife’s job description is laced with dispatching and the communication center.  I brought this out to the Town council by explaining:  Councilor Bowie should not be allowed to participate in any discussion on the Consolidated Communication Center.  Councilor Bowie’s wife, Denise Bowie, is the Administrative Assistant to the Chief of Police.  In her job description provided to me under the Freedom of Access Act (FOAA), it states she (1) Perform Dispatching service for departments (Police, Fire & EMS) when needed; (2) Oral board exam team member in the hiring process of new dispatch personnel; (3) Field Training Officer for dispatch personnel in communications operations, computer system, terminal operation and other functions as necessary.

Also in her job description she: (1) ensures the Lisbon Police Department dispatchers are familiar with the need for:

a.     Quality Control


          $  COUNTS PENNIES
A Lisbon Concerned Citizens paid his FOAA request fee of $14.00 from the Lisbon Police Department with 1400 pennies, go figure!!!

b.    Accuracy, completeness and timeline of all teletype entries
c.    Message security
d.    Compliance with logging requirements

and (2) Schedules users for Terminal Operator Certification/Recertification.

Bowie is in direct violation with Chapter 12, Section 12-2 and Article IX Section 9.03 Conflict of Interest of the town charter.

Bowie also holds a position on the Androscoggin County Budget Committee. I believe this is a conflict of interest and he should immediately resign his position for the same reason.

Of course, this meant nothing to the Town Council because the master speaks and the puppets jump.  They apparently see no conflict of interest because the Chair allowed Bowie to continue on speaking.  This council is so ignorant they cannot see how it would impact Bowie’s wife’s employment and salary.  Remember years ago, Bowie was cited by the Town Council for exactly the same issue.

This council cannot read either because conflict of interest is addressed, in two different sections of the Charter, which I pointed out.  OPS, I am sorry, I forgot this council does not abide by the Town Charter and will never cite a fellow councilor for any wrongdoing especially the puppet master.  The biggest hypocrite is Vice-Chair Pomelow who had the audacity to make a comment about bringing up “point of orders”.  She has no clue it is the right call to show something is amiss.

The town of Lisbon is in so much trouble because the leadership, town council, has formed a cliché of Bowie and the puppets.  Until we break up this cliché, by voting Bowie, Pomelow and the rest of the puppets off this council, this town is going down hill rapidly.

Lisbon's Cloak of Secrecy and Intimidation Has Been Exposed, Again!!!

Editor:  I want to thank Mr. Larry Fillmore, Mr. Joe Hill, Mrs. Dot Fitzgerald and others for their research and thoughtful articles in the Lisbon Reporter.  The cloak of secrecy and intimidation has been exposed for what it is and has been for a very long time.  Mike Bowie, David Brooks and their pitbull Eldridge have controlled and damaged this Town for years, maybe decades at this point.  Why is Brooks still here?  He retired years ago and has never left.  Most professional Police Chiefs leave after retiring and go on to second careers.  But Brooks won't leave as this has been his "only" career since he was very young.  He simply wants to create a bigger Police department and now wants to have a County dispatch center.  Why would the County want to put this under his direction, let's face it, he tried to arrest the WRONG Lisbon citizens after a local robbery, cannot prosecute the stolen $32,500.00 discovered by Ms. Jennifer Norris and more.  He simply is a local dictator, only interested in intimidation and empire building.  Let's have the County maintain the dispatch for the County.  That is their responsibility and the Lisbon taxpayers pay close to half a million for County services.  Pay no attention to the fictitious pie charts they produce, making the Police dept. look smaller and Public Works look so large.  

I also want to thank Councilor Roger Cote for his courageous defense of the Town of Lisbon and putting taxpayers and citizens first.  Apparently  most of the other councilors have conflicts of interest (Bowie), and are under Bowie's and Brooks' control.  Why would anyone just blindly follow unless there are ulterior motives?  Again, I hope people support Roger Cote as he tries to return the Town to some semblance of transparency and taxpayer control.  Let's also vote for the Municipal budget as we do the School budget.  Thank you to all who maintain The Lisbon Reporter and allow different opinions to be published and relay to taxpayers and citizens what is transpiring in Lisbon.

Summary of Financial ComCenter Merger, A Right Solution!!!

SUMMARY RIGHT SOLUTION

"In doing some research and reviewing the presentation on the town web site, I believe I have an equitable solution."

The consolidation of the Androscoggin Sheriff’s Office (ASO) and Lisbon ComCenter to form Androscoggin County Consolidated ComCenter (A4C) is definitely the right thing to do.  However, the presentation Chief Brooks is going to present is a total disaster for the taxpayers of Lisbon.

Chief Brooks wants the taxpayers of Lisbon to assume all the financial responsibility for the A4C.  Slide 19 sums it all up “in this scenario the Lisbon Town Council (Lisbon Taxpayers), will be the final budget authority for the Lisbon ComCenter operation.”  The means the taxpayers of Lisbon will have to fund the ComCenter for the duration of the ComCenter.

The ComCenter is performing a County function dispatching police, fire and medical throughout the County from Lisbon.  This is a County project and should be funded entirely by the County utilizing the Androscoggin County Budget Committee.

The equipment owned by Lisbon should be transferred to the County for a credit to be applied over the next three years to fund Lisbon’s portion of the cost.

The town of Lisbon could charge the County for rent on the space utilized in the town office building.

Nowhere in Chief Brook’s presentation does he explain where the current equipment and maintenance is accounted for in the Lisbon town budget.  Chief Brook admits to hiding costs associated with the ComCenter in other lines in our current town budget, see Slide 3.

Lisbon taxpayer’s should not have to pay for Chief Brook’s to expand his empire.  This is a County function and should be totally placed under the County. Keeping this in the county saves the taxpayers of Lisbon in excess of $500,000 dollars.  This is the true cost of the current ComCenter and not the $229,354.00 stated by Chief Brooks.  His figure does not include the cost of the equipment and maintenance. Look at Slide 4 & 5 no equipment or maintenance.  Slide 6 does include everything in the total cost of the ASO ComCenter.

The reason it makes sense to move the ASO to Lisbon is because you cannot merge a larger entity into a small entity.  The only problem is who will maintain the funding?  County function should be the county and not Lisbon.  Common Sense!!!!

The solution is to forming the Androscoggin County Consolidated Communication Center (A4C) utilizing the $375,000+ proposed in the Androscoggin County budget for 2012.  This funding should be sufficient to defray all cost of the consolidation, see Slide 13.

This council may not listen to me, but the people of Lisbon Do!

Mrs.Tugball Feels Sorry,,,,, "Sadly Ever After",,,,, But Loves Colin Raye

 Mrs. Tugball feels sorry about the state of affairs in Lisbon and realizes that she can't do it alone.
Being without a husband and all times have been tough.  She is very concerned about being able to afford heating oil this winter and worries about her friends.

She wrote to us here at The Lisbon Reporter and said she really loved Colin Raye and perhaps we could find this song, which we did.

Maine's Emrich Officially Joins Family Research Council Payroll‏

The Family Research Council has formally put the good reverend Robert K. "Bob" Emrich on their payroll (see League Record article below).  I wonder how much that pays, eh?  Times must be tough financially for Emrich and his defunct, and now-discredited, Maine Jeremiah Project (see attached) in order for him to start officially collecting paychecks from FRC.
It's odd the FRC delayed for a month their announcement of this, since Emcrich himself announced obtaining this newly-created, previously non-existent FRC position in the League's "Welcome to the Christian Civic League of Maine" article (www.cclmaine.org/welcome-to-the-christian-civic-league-of-maine/) from September 27, 2011: "These exciting changes have also allowed me the freedom to join Family Research Council as the 'Northeast Ambassador for Church Ministries' as part of our efforts to stand for Faith, Family and Freedom in Maine and America."
Odd, too, that Emrich is noted as only serving on the Board of the Christian Civic League of Maine and not as their Board Chairman.  Perhaps there has been a recent change to this effect, or perhaps this FRC announcement (below) is a typo in that respect.
And this puff piece of an announcement fails to mention that Emrich himself ran for Maine State Representative last year and lost in the House District #25 Republican primary in his home district of Plymouth/Newport, Maine. 
Oh, and Emrich will be in Uganda again this month (November), possibly advocating again for the 'death to the gays' Ugandan national legislation, as he did in 2009.

The Family Research Council announced on Oct. 24th that Pastor Bob Emrich is now the Northeast Field Ambassador for our Church Ministries Division. While Bob will continue as a full-time Pastor, he will be working on a part-time contractual basis assisting us as we are championing pastors to transform America. Pastor Bob has an impressive resume of involvement.
A graduate of the University of Maine and New Brunswick Bible Institute, Pastor Bob Emrich has served as Pastor of Emmanuel Bible Baptist Church in Plymouth, Maine since 1993. Prior to that time, he worked as an educator and as an administrator in the offices of the Maine State Senate.
Inspired by his participation in the 2005 Watchmen on the Wall Pastors Briefing in DC, Pastor Bob founded the Maine Jeremiah Project, which is a grassroots coalition of Pastors and Churches with a fourfold mission: to encourage informed prayer, to educate the Church and the people of Maine about Biblical principles and historical precedent in their state and our nation, to equip people to influence public policy and to enlist them for appropriate citizen action to influence public policy.
Pastor Bob led the grassroots effort to collect petition signatures to veto same-sex “marriage,” which was passed by the legislature and signed by the former governor. He then led in encouraging Pastors and Churches to get out the vote, which resulted in a 53% to 47% victory. Afterward, Pastor Bob recruited candidates out of the churches to replace the pro-same-sex “marriage” legislators. A total of 54 candidates ran for office, many of whom were successful. As a consequence, 16 members of the House and 6 members of the Senate were replaced.
Additionally, a number of open seats were won, changing control of the House, Senate, and the Governor’s office from pro-same-sex marriage politicians to pro-family leaders. Now Pastor Bob is helping Carroll Conley, Executive Director of the Maine Civic League, to advance pro-life and pro-family legislation in this new environment.
Pastor Bob also joined the effort to restore Maine’s Family Policy Council to a position of strength and effectiveness. He serves on the Board of Directors for Maine Right to Life and the Maine Christian Civic League. When not working in Maine, Pastor Emrich travels to remote areas of Uganda to train Pastors and Church leaders.

Jeremiah Project Leaders Deny Wrongdoing

Plymouth [Maine] - Responding to a charge made by former employee Mike Hein, the chairman of the Christian Civic League of Maine said last week that it was his intent to end his former organization's non-profit status, rather than risk a violation.
  
Quoting GuideStar, an online non-profit information clearinghouse, Mike Hein informed email contacts that Bob Emrich's Maine Jeremiah Project had its 501(c)3 IRS non-profit designation "automatically revoked" in 2009 or 2010 "for failure to file a Form 990, 990-EZ, 990-N, or 990-PF for 3 consecutive years."
  
Emrich is chairman of the Christian Civic League of Maine.  Carroll Conley, who is the League's executive director, fired Hein from his position as administrator prior to taking the position last year.
  
Hein went on to say that when the Christian Civic League of Maine and the Maine Jeremiah Project "merged" earlier this year "the League leadership knew, or should have known, they were merging with a group in violation of the Internal Revenue Services statutes regarding non-profit organizations. 
Additionally, the League leadership knew, or should have known in 2010, this information when Bob Emrich was first installed onto the League's Board of Directors, and subsequently made President of the Board of Directors."
  
Emrich, pastor of Emmanuel Bible Baptist Church in Plymouth, responded with a simple explanation.
  
"It's true that our status was revoked," he said, "but that was by my choice, not that I was in violation. I did not want 501(c)3 status because that restricts political activity. I consulted with an attorney on this."
  
That doesn't cut it, according to Hein.
  
"That might work with some people," Hein said, "but the fact is that his nonprofit [status] was revoked. He testified by signing for that status that he would file. It's not optional. He can spin it however he wants."
  
As a pastor, Hein added, Emrich has "a higher degree of standing in the community."
  
Emrich maintains that Conley did not need to know that he had not filed with the IRS.
  
"It's irrelevant," Emrich said. "Why should [Conley] have known? Most people don't spend all their time investigating me."
  
"It's sad, this thing that (Hein) has about me and about Carroll. He blames me for the fact that he lost his job."
  
Conley dismissed the disagreement.
  
"It's a non-story as far as we're concerned," Conley said. "It was never an issue for us, in any way, shape or form."
  
"Mike Hein is making us pay thousands of dollars in legal fees. He's been successful in that regard."
  
As leader of the Jeremiah Project, Emrich teamed with the Catholic Church in a successful stand for traditional marriage. Maine voters outlawed same-sex marriage in November, 2009.
  
Emrich went on to say that 1,483 - or about 20 percent - of Maine non-profits also have relinquished or had their 501(c)3 [status] revoked since the IRS changed its policies.
